The ‘Trade, Labour and FPRW in Southeast Asia’ project is a five-year initiative funded by Employment and Social Development Canada (ESDC) and implemented by the International Labour Organization (ILO). With a budget of CAD 7 million, this project is designed to enhance the integration and compliance of ILO fundamental conventions in the Southeast Asian trade sectors, particularly those involved in free trade agreements. 

The project aims to strengthen the promotion and enforcement of labour compliance with international labour standards, including Fundamental Principles and Rights at Work (FPRW), especially in export sectors. Aligning with Canada’s Indo-Pacific strategy, the project will improve the enforcement of labour provisions, in current and future free trade agreements between Southeast Asia and Canada.  Key areas include fostering Freedom of Association and Collective Bargaining (FOA/CB), irrespective of a convention’s ratification status. The project also places a strong emphasis on gender equality and inclusion. The initiative will engage a diverse range of Southeast Asian stakeholders, ranging from the ASEAN Secretariat and ILO constituents—including labour officials, workers and employers’ organizations, the judiciary, and policymakers focused on labour rights and trade promotion.

  • The project activities will include providing technical assistance, capacity building, raising awareness, conducting evidence-based studies, and facilitating inclusive social dialogue mechanisms where possible in the sub-region that are members of CPTPP or are engaged in potential Free Trade Agreement negotiations.
  • The project will ensure a coherent and synergistic effort across regional initiatives and will align with the Decent Work Country Programmes (DWCP) across countries. This strategic approach involves close collaboration with ASEAN Secretariat, fostering a unified effort throughout the sub-region and contributing to ongoing initiatives/roadmaps/actions in the ASEAN region and ASEAN Member States (AMS).
  • The Monitoring and Evaluation and Communications Officer (M&E and Comms Officer) works under the supervision of the Project Manager under the overall guidance of the Deputy Regional Director (DRD) of the ILO Regional Office for Asia and the Pacific (ROAP). The M&E and Comms Officer will report to the Project Manager and will also work in close collaboration with the Senior Specialist on the Fundamental Principles and Rights at Work in the ILO Decent Work Team in Bangkok.

Description of Duties

The M&E and Comms Officer will lead the monitoring and evaluation function of the project as well as on communications including advocacy and knowledge management. Specifically, the M&E and Comms Officer will undertake the following duties and responsibilities:

  • Lead the function of monitoring and evaluation of the project by setting up the system for project monitoring and taking stock of results for reporting and evaluation purposes. Design the methodology and oversee baseline and end-line research to shape the design and implementation of the project activities towards planned objectives, ensuring that methodology is LNOB and gender-responsive, sensitive.
  • Carry out a range of monitoring activities aimed at the effective implementation of project objectives, in conformity with ILO policies and project strategies, and in accordance with ILO program and budget guidelines and DWCPs, ILO administrative and financial procedures.
  • Organize and undertake training for project colleagues and partners in M&E
  • Regular monitoring and reporting of the progress of the project. Regular review and proposed changes/adaptation as necessary on the logframe, workplan of the project, theory of change, detailed Monitoring and Evaluation plan, performance frameworks, risk management strategies, and management information systems.
  • Collaborate with the project staff and national partners in the design, implementation, monitoring and evaluation of activities, in coordination with the ILO Office, ROAP, and HQ.
  • Provide technical support for the design and management of project evaluations in accordance with established policies and guidelines
  • Provide overall technical support for activities of the project related to advocacy, outreach and communications linked to the policy and institutional outcomes of the project, in conformity with ILO policies, and advocacy and communications strategies.
  • Develop communication strategies of the project and communicate with project team to implement the communication strategy effectively.
  • Lead the development of press release and social media packages, as well as project website updates, and coordinate internal clearance processes for news releases, publications and other products in close coordination with ROAP Regional Communications Unit.
  • Develop innovative knowledge products to present findings, case studies and good practices from study/research conducted by the project for influencing stakeholders and for informing the general public.
  • Establish and maintain close links with external stakeholders including media representatives, other UN agencies, development partners, social partners and civil society organizations and others.
  • Draft internal and external documents to facilitate the implementation of activities, including but not limited to terms of reference, scripts, concept notes, briefs, and presentations.
  • Provide inputs into briefs, periodic reports and statistical data on the progress of the projects.
  • Liaise with ILO staff at the country level to collect and jointly analyse the outcomes of the policy dialogues organized by the project;
  • Carry out other monitoring and evaluation, and communications tasks as assigned by the Project Manager.

Required qualifications

Education

  • Advanced university degree (Master’s or equivalent) in social science, international relations, management, communications, journalism or other relevant field.
  • A first-level university degree (Bachelor’s or equivalent) in one of the afore-mentioned fields with an additional two years of relevant experience, in addition to the experience stated below, will be accepted in lieu of an advanced university degree.

Experience

  • At least five years of professional experience. Field experience in programme management and implementation particularly in the field of monitoring and evaluation, and strategic communications, advocacy and knowledge management would be an advantage, as well as proven capacity to initiate and take the lead on monitoring and evaluation, and communication activities with ILO constituents, private sector and NGOs, preferably in South-East Asia. Familiarity with ILO policies and procedures would be an asset. Experience in working on the Fundamental Principles and Rights at Work is required.

Languages

  • Excellent command of English.
