Since its establishment in 2004, the Joint UNDP-DPPA Programme on Building National Capacities for Conflict Prevention (the Joint Programme or JP) has been engaged in bridging the gap between political engagement and development assistance in pursuit of sustainable peace.
The Joint Programme will embark in a new phase (2024-2028) in a global context of new and protracted conflicts, intersecting crises, and multiple adverse impacts on progress towards the 2030 Agenda for Sustainable Development. Against this background, in his policy brief on A New Agenda for Peace, the United Nations Secretary-General is calling for prevention to be elevated as a political priority and proposed a shift in paradigm whereby all States agree to tackle the drivers of violence within their societies.
The Joint Programme will continue to contribute to joint UN action to help national stakeholders enhance their capacities and structures for conflict prevention, primarily through the deployment of international and national Peace and Development Advisors (PDAs) to the offices of UN Resident Coordinators working in complex settings. PDAs provide analytical, advisory, and capacity-development assistance to national stakeholders to enhance capacities for dialogue, develop prevention policies and strategies, strengthen national infrastructures for peace and help foster the engagement of women and youth in these efforts. Through the PDAs’ role in advising UN leadership and providing technical support on programme design, the Joint Programme will strengthen the capacities of the UN in the areas of integrated conflict analysis, conflict-sensitive development, conflict prevention, peacebuilding and preventive diplomacy, and contribute to system-wide thought leadership and learning. The past 5-year period witnessed growing demand for the Joint Programme’s support, with an expanding cadre of 133 PDAs now based in over 73 countries and 6 Regional Specialists based in 6 regional hubs (henceforth, the term “PDAs” will be used to refer to all deployments).
Position Purpose:
The Joint Programme is managed through a joint secretariat based in UNDP’s Crisis Bureau, Conflict Prevention, Peacebuilding, and Responsive Institutions team, and DPPA’s Policy and Mediation Division, Policy Planning Unit. The Monitoring and Evaluation and Programme Specialist position was established to develop and implement monitoring, evaluation and learning approaches to assessing impact at the country level, to enable the Joint Programme demonstrate the impact of its work more clearly and compellingly. In its new 2024-28 phase, the Joint Programme seeks to implement more robust monitoring and evaluation systems, to facilitate knowledge management and learning.
Under direct supervision of the Joint UNDP-DPPA Programme Manager, the Programme Specialist will ensure the effective design, implementation and management of the Joint Programme M&E framework and strategy, will contribute to knowledge management and development, and will support programmatic efforts of PDA deployed in the areas of conflict prevention and peacebuilding, with a particular focus on women, peace and security, and youth, peace and security.

Design and implement M&E policies and strategies for the Joint Programme; - Provide advisory and programming support on conflict prevention and peacebuilding, with a focus on gender and Women, Peace and Security, and Youth Peace and Security;
- Contribute to facilitation of knowledge building and knowledge sharing in the area of conflict prevention and peacebuilding.
Design and implement M&E policies and strategies for the Joint Programme:
- Design and implement a comprehensive M&E strategy and global framework for the Joint Programme, including monitoring tools and processes, drawing on innovative approaches and with a specific focus on gender and Women, Peace and Security, and Youth Peace and Security;
- Plan, undertake and coordinate in country Reflection and Learning missions, applying and refining further the mission methodology, and train the JP team members and others in the application of methodologies;
- Coordinate and manage mid-term reviews and any other evaluation and audit processes of the Joint Programme;
- Support PDAs in developing workplans, and ensure PDA workplans connect to the global results and monitoring frameworks;
- Develop and apply tools for PDAs to establish country specific expected results and support monitoring progress against these results;
- Develop tools for and coordinate data collection to track progress and support PDAs and relevant Resident Coordinators, UNDP Resident Representatives and DPPA regional divisions as well as the JP team to provide their inputs,
- Expand and strengthen partnerships with think tanks, academia and civil society to enhance monitoring for results and contribution to knowledge.
Provide advisory and programming support on conflict prevention and peacebuilding, with a focus on gender and Women, Peace and Security, and Youth Peace and Security:
- Support the development and review funding requests for catalytic activities and other in-country UNCT programme development efforts, when requested;
- Ensure the implementation of the Joint Programme gender workplan, and support PDAs to mainstream gender, and implement gender responsive conflict prevention efforts in all aspects of their work;
- Identify opportunities to strengthen Joint Programme engagement on Women Peace and Security and Youth, Peace and Security;
- Lead on the integration of mental health and psychosocial support into conflict prevention file including the coordination of the approved seed funding initiatives and knowledge management, in collaboration with relevant UNDP and DPPA colleagues;
- Support the JP’s criticality assessment process including developing and adjusting tools and methodologies to collect inputs from RCs, UNDP RBx/RRs and DPPA regional divisions, and analyzing and visualizing global results;
- Support the JP’s programmatic processes including programme document development and annual work planning;
- Contribute to policy development at UNHQ level related to sustaining peace, conflict prevention and peacebuilding, and support the drafting of background papers, briefing notes and talking points for senior management to strategically position the Joint Programme within the UN system;
- Contribute to day-to-day coordination of Joint Programme activities and liaise frequently with UNDP and DPPA regional desk officers, Joint Programme partners and stakeholders to ensure coherence and the strengthening of linkages between conflict prevention initiatives, strategies and mechanisms across the UN system and beyond.
Contribute to facilitation of knowledge building and knowledge sharing in the areas of conflict prevention and peacebuilding:
- In cooperation with the Joint Programme Knowledge Management Specialist, contribute to developing guidance and knowledge products;
- Identify and formulate lessons learned and best practices from reflection and learning missions, evaluations and studies to be integrated into broader Joint Programme knowledge products, with a specific focus on supporting women’s empowerment and gender equality in conflict prevention programming efforts;
- Prepare/contribute to results reporting, including the Joint Programme Annual Report;
- Contribute to and support peer-to-peer learning and knowledge exchange among PDA cadre and senior UN officials.

- Advanced university degree (Master’s degree or equivalent) in political science, conflict studies, sociology, international relations, international economics, law, M&E related issues or other relevant social sciences; is required or
- A first-level university degree (Bachelor’s degree) in the areas mentioned above in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
- Minimum of 5 years (with Master’s degree) or 7 years (with Bachelor’s degree) of progressively responsible experience in the areas of conflict prevention, peacebuilding, conflict sensitivity and/or social cohesion is required.
- Minimum of 3 years directly responsible for programming and/or monitoring and evaluation of a global, regional or country programme is required.
- Experience designing or implementing monitoring and evaluation strategies and policies, and innovative monitoring tools and approaches is a strong asset.
- Experience working on gender mainstreaming and gender, and strong awareness and sensitivity regarding gender issues is a strong asset.
- Experience on knowledge management and organizational learning processes is highly desirable.
- Experience in data analysis and visualization, and handling web-based data management/analysis/visualization systems is an asset.
Languages:
- Fluency in English is required,
- Knowledge of another UN language is highly desirable.
