The purpose of Monitoring & Evaluation Assistant Position is to contribute with specific technical competences to project implementation. The position holder will normally work within as team member. The main role and responsibilities of this position is data collection, conduct field visit, preparing monitoring reports, data collection for outcome monitoring survey, PDMs, conduct verification and sport check, develop and design MEL matrices and support the program departments on the MEL aspect. 

Responsibilities:

Generic responsibilities:

  • Adhere to NRC policies, tools, handbooks, and guidelines.
  • Assist a range of support with the implementation of the CC portfolio according to plan of action.
  • Implements independently procedures and activities within own function or core competency as delegated.
  • Responsible for organizing and delivery of tasks in line with priorities and standards.
  • Develop and maintain knowledge of the specialist area of work in which technical assistance and support is being provided, in order to be most effective in supporting the team.
  • Use initiative in day-to-day problem solving in line with agreed procedures, priorities, and standards for the area of work.
  • Prepare and develop status reports as required by management.
  • Ensure proper filing of documents.
  • Promote and share ideas for improvement in your area of expertise.
  • Development of holistic and needs-based programmes, including cash-based interventions and market-based programmes.

Specific responsibilities:

  • Compile and update AO level monthly output tracking sheet (MEL matrices), online GORS reporting, monthly MEL reports, Complaints and Feedback Mechanism (CFM) database, 
  • Support need assessments, baseline and end line surveys, and programme evaluations particularly field data collation using mobile data collection methods training and supervising enumerators, data entry and analysis. 
  • Support the project teams to improve quality of monitoring, evaluation, accurate reporting and learning, including training on MEL tools. 
  • Support field Programme staff to implement project level assessments, including PDMs, baseline survey using mobile data collection methods, outcome measurement, training and supervising of enumerators, data entry and analysis.
  • Support the use of digital-based data collection using mobile phones/tablets, conducting regular monitoring visits from projects’ activities and reporting monitoring findings with relevant staff.
  • Regularly monitor project activity and report the success, shortcomings and challenges to MEL coordinator.
  • Any other reasonable tasks as instructed by MEL Coordinator.

Programme Support 

  • Support in standardizing MEL across projects. 
  • Support in developing data collection methodology and tools and in actual data collection, as needed.
  • Support in data management and development of clear information flow between programme and MEL staff, as needed.
  • Ensure that monitoring data are reported in a timely manner to relevant programme staff for none food items (NFIs) and cash distribution. 
  • Capacity building and training of programme staff on MEL technical and conceptual areas, as needed.

QUALIFICATIONS

Generic professional competencies:

  • Bachelor’s degree in (BBA, BMS, BSc in statistics or Math) degree or certificate in MEL 
  • At least 2-3 years of active professional experience in monitoring and evaluation, preferably under emergency or post-conflict setting.
  •  Knowledge and experience within a relevant administration, craft or technical field and 
  • ideally a relevant vocational qualification
  • Previous experience of working in complex and volatile contexts.
  • Documented results related to the position’s responsibilities.
  • Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring and other formal and non-formal methods.
  • Oral and written English communication skills.
  • Computer skills, including MS Office (Power point, Word, Excel, Access).
  • Knowledge of cash-based interventions and market-based programmes.

  • Knowledge of the NGO operations and the dynamics of the humanitarian sector is a plus.
  • Good level of proficiency in Windows, Excel, and quantitative analysis (Power BI preferred)
  • Proven presentation, training, and facilitation skills
