Context:
Under the overall supervision of National Reporting and Project Development Officer (Cotabato), and the administrative supervision of the Head of Satellite Office (Marawi), with technical supervision of the Senior Monitoring and Evaluation Assistant (Cotabato), the successful candidate will assist in monitoring and evaluation of all project activities. The successful candidate will assist in the project’s compliance with M&E standards, quality assurance, and IOM and donor requirements.
Core Functions / Responsibilities:
1. Support the implementation of the project’s Monitoring and Evaluation framework and plans.
2. Support in the monitoring of technical compliance and timely execution of projects vis-à-vis baselines and set targets.
3. Undertake regular field monitoring visits to collect quantitative and qualitative data on progress and emerging outcomes.
4. Follow up on the timely submission of project data from field staff and partners, ensuring that all beneficiary information is gathered in line with data protection principles.
5. Assist in cleaning, processing, and analyzing project data to inform decision-making and implementation.
6. Assist in the development internal and donor reports by providing detailed information on project achievements, and progress against set targets.
7. Support in the management of the internal project database, checking that all relevant data on the implementation of the project are captured and organized.
8. Support field monitoring and evaluation visits in coordination with the M&E and project team to monitor technical compliance, and timely execution of projects implemented by Implementing Partner (IP) vis-à-vis approved work plan and timelines.
9. Support implementing partner (IP) and CSO staff in the application of the standardized M&E tools and facilitate and guide their application within the project area of responsibility in coordination with the M&E team.
10. Perform other duties that may be assigned.
Required Qualifications and Experience
Education
- University degree in Political or Social Sciences, Information Management, Statistics or a related field from an accredited academic institution with two years of relevant professional experience; or
- High School degree with four years of relevant professional experience.
Experience
- Minimum two years relevant work experience in project management, monitoring and evaluation, information management, and reporting.
- Experience in data analysis and report writing required.
- Proven ability to consolidate and validate information from multiple sources.
- Proven ability to work with basic data management, analysis, and presentation software, e.g. Microsoft PowerPoint and Excel, a must.
- Working knowledge of the BARMM context (cultural, social, political).
Skills
- High computer literacy in Windows and MS Office is mandatory.
- Good verbal, written, interpersonal skills.
- Ability and willingness to work under pressure.
Languages
For this position, fluency in English is required (oral and written). Conversant in any BARMM language. Good understanding of Tausug language is an advantage.
