Monitoring and Evaluation Associate

General Background 

The main cause of forced displacement in Honduras is generalized violence, in addition to

• social and territorial control by criminal gangs or armed groups,
• extortion,
• force recruitment, use and association;
• the dispossession, usurpation and destruction of housing, land, and property;
• gender-based violence;
• political violence;
• human rights violations. Apart from these forced displacement triggers, the effects of climate change and related disasters are increasingly impacting Honduras.

In the present protection context of Honduras, the persistence of challenges faced by internally displaced people, those at risk of displacement, refugees, and asylum seekers is exacerbated by high violence levels, with enduring influence of independent criminal groups controlling territories and extortion threats. Human rights and land defenders also face significant risks. The risks posed by the multifaceted challenges faced by the Honduran population is evident in the significant number of Hondurans seeking asylum in Mexico in 2023. With over 40,000 requests, Honduras ranks second in the number of requests, reflecting the life-threatening situations that prompt people to flee Honduras.

The Government approved the Law for the Prevention, Protection and Assistance of Internally Displaced Persons (IDP Protection Law) in December 2022, and it came into effect in April 2023. In the meantime, the limited Government capacity to provide responses and solutions to internally displaced populations and those at-risk of displacement has contributed to further aggravate a general distrust on public institutions particularly among vulnerable groups in high-risk areas. The distrust on public institutions impacts the capacity of the Government to address the needs of vulnerable groups, including IDPs, and the effectively promote social policies designed to address gender inequality and promote human rights. Therefore, strengthening state capacity, reconnecting and rebuilding trust between communities and state institutions is key to not only address internal displacement, but to help the government of Honduras to achieve its sustainable development goals. 

All UNHCR affiliates are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, affiliates are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR’s core values of professionalism, integrity and respect for diversity.

Purpose and Scope of Assignment    

• The Monitoring and Evaluation Associate will assist in providing support and guidance on monitoring and evaluation of multiyear strategies and in the coordination with other sections/units, partners and stakeholders to ensure harmonized monitoring approaches. The incumbent will work in line with the overall UNHCR directions which crucially require working with partners, including with persons for and whom UNHCR works, UN agencies, governmental institutions, and private sector, ensuring that programme monitoring is approached as per UNHCR’s Strategic Directions, Result Base Management, Global Strategic Priorities (GSPs), Global Compact for Refugees (GCR), and corporate positions on SDGs.   The incumbent is supervised by the Programme Officer or another professional or more senior local staff depending on the staffing structure of the Office.
• The Monitoring and Evaluation Associate is expected to have contacts within the Organization and outside the duty station, as well as with partners and other stakeholders to collect information and monitor programme activities.

Duties:

• Assist the supervisor in the development and implementation of UNHCR’s system for monitoring protection and solutions strategies and results (impact, outcomes, outputs) in cooperation with relevant teams.
• Contribute to the development and implementation of monitoring plans across all implementation modalities, (partnerships, direct implementation, operational partners) ensuring consistency and coherence of UNHCR’s monitoring activities and an age, gender and diversity perspective in monitoring.
• Support the implementation and use of monitoring systems, including entry, aggregation, reporting and sharing of data based on agreed protocols and standards.
• Support the MFT in planning and conducting monitoring activities and support the planning of monitoring visits, the documentation of findings and the follow up to monitoring recommendations.
• Compile, review and analyse monitoring reports and data of partners and teams, ensuring quality assurance and compliance with established policies, guidelines, procedures and standards. Generate monitoring and progress reports on a regular basis.
• Assist teams and partners in selecting and designing indicators for multi-partner initiatives (including UNSDCF, HRP, RRP etc.) ensuring coherence and avoiding gaps and overlaps.
• Follow up on any changes in the operations and monitoring plan, verify baselines, targets and actuals contributing to the soundness of Operations Plan and enhancement of data quality.
• Support UNHCR and partner staff in applying UNHCR’s results-based management monitoring standards and procedures.
• Assist in reviewing, selecting and designing indicators for multi-partner initiatives (including UNSDCF, HRP, RRP etc.) ensuring coherence and avoiding gaps and overlaps.
• Contribute actively to the interagency Monitoring and Evaluation Team
• Perform other related duties as required.

Qualifications and Experience

Education (Level and area of required and/or preferred education)

• Fluency in Spanish and good working knowledge of English (B1).

Work Experience 

• 3 years relevant experience with High School Diploma; or 2-year relevant work experience with Bachelor or equivalent or higher.
• Demonstrated experience in programme monitoring and related processes. Knowledge and practical experience of Results Based-Management. Experience in programme management training and capacity building activities.

Required:

• Computer skills (in MS office) including advanced Excel skills (pivot tables, data management, etc). Excellent communication and strong interpersonal skills.

Desirable:

• Training relevant to function of the position including Programme Management.
• Management of monitoring and evaluation methodologies
• Strong English language skills.
• Strong experience on humanitarian, social and development projects
