Monitoring and Evaluation Coordinator – TEI Digital Connectivity in Central Asia (M/W) LOCAL CONTRACT

Mission description

Under the supervision of the Team Leader, the Monitoring and Evaluation Coordinator will be responsible for developing, implementing and coordinating a monitoring, evaluation, accountability and learning strategy for the project, identify areas of improvement, track progress, and measure outcomes. He/she will be responsible for coherent MEAL actions and consolidation of monitoring, evaluation, analytics, and reporting of performance and results from the operational teams, providing regular project reports to the management as required.

Main roles and responsibilities of the MEAL Coordinator will be as follows:

  • Monitoring – Lead the design and implementation of a monitoring framework to track delivery against the program’s goals and objectives.
  • Evaluation – Lead the analysis of data collected under the monitoring framework for assessment of progress and areas for improvement.
  • Reporting – Regularly provide synthesized and updated reports on the status of project implementation.
  • Coordination – Ensure regular coordination in line with the monitoring framework with the program partners, beneficiaries, and stakeholders.
  • Technical assistance – Provide program partners, beneficiaries, and stakeholders with necessary relevant technical assistance to improve performance.

The MEAL Coordinator will specifically be responsible for following tasks:

 

  • Initiate the baseline of the project.
  • Develop and update the M&E plan.
  • Support planning and implementation of monitoring and evaluation activities on effectiveness of all project interventions.
  • Review and give technical feedback on monitoring and evaluation plans for new activities and budget revisions.
  • Contribute to the analysis of outcome data and recommend improvements to programme interventions.
  • Produce frequent monitoring and evaluation progress reports with status of results and implementation of improvements.
  • Follow-up on monitoring and evaluation findings to ensure that corrective actions are taken and/or adjustments are made to programme responses as required.
  • Train regional and consortium staff in appropriate monitoring and evaluation techniques to build capacity of staff, increase awareness on the importance of monitoring and evaluation and encourage accountability for demonstrating results.
  • Work in close collaboration with partners to strengthen the quality and consistency of monitoring and evaluation activities in the field.
  • Actively participating in monitoring, information management working groups, other relevant meetings and international forums as needed, sharing lessons learned and feeding lessons back in the project level.
  • Conducting baseline surveys/performance surveys and/or needs assessments for the beneficiaries and/or activities, if/when needed.
  • Sharing lessons learned from reporting regularly with the Project Management Unit members, communicating recommendations to the teams within the consortium and regularly following up the implementation of the recommendations.

Project or context description

Expertise France is the French public international cooperation agency. It designs and implements projects which aim to contribute to the balanced development of partner countries, in line with the Sustainable Development Goals (SDGs) of the 2030 Agenda and the priorities of France’s external action.

The Team Europe Initiative (TEI) on Digital Connectivity – Soft Pillar is part of the wider TEI on Digital Connectivity in Central Asia programme, funded by the European Union (DG INTPA) for a period of 4 years. The TEI additionally includes 1) a hard connectivity infrastructure pillar and 2) a Twinning instrument, which shall all together provide the conditions for safe and inclusive deployment of satellite connectivity across the region.

The TEI Digital Connectivity Soft Pillar is implemented by a consortium of leading European development agencies, including CFLA (Latvia), CPVA (Lithuania), e-Governance Academy (Estonia), Expertise France, and HAUS Institute (Finland). Expertise France is leading the consortium.

This action is implemented under the Digital for Development (D4D) Hub umbrella, a European platform aimed at strengthening efforts toward an inclusive, safe and sustainable digital world in partner countries.

The project aims to bridge the digital connectivity divide in Central Asia, through the development of an enabling, safe and inclusive environment for satellite connectivity use, with the overall objective of increasing equal access to basic public services and socio-economic inclusion. The project activities will be implemented with a regional approach and cover Kazakhstan, Uzbekistan, Kyrgyzstan, Tajikistan and Turkmenistan.

The TEI Digital Connectivity Soft Pillar will be implemented in four main specific objectives (SOs):

  1. Policies and regulations: support in the development of enabling policy and regulatory environments for digital reforms including digitalization, connectivity and personal data protection;
  2. Connectivity: improve access to public and private connectivity services and strengthen users’ capabilities to benefit from digital public services, with a specific focus on rural areas, gender equality and inclusion;
  3. Digital innovation: foster the creation of a dynamic regional innovation ecosystem and support the development of local digital innovations, in particular satellite-based, to tackle local challenges.
  4. Cybersecurity: support the development of harmonized cybersecurity frameworks and strengthen capacities of the industry stakeholders, as well civil society across the region.

Expériences / Formation

Bachelor’s degree in Monitoring and Evaluation, Statistics, Social Sciences, Development Studies, or a related field. Master’s degree preferred.

  • Minimum of 5 years of experience in a MEAL position, preferably in international development projects.
  • Demonstrated experience in designing and implementing M&E frameworks and systems.
  • Excellent understanding of results frameworks and indicators as well as international M&E standards and applications, particularly on projects funded by the EU
  • Competent user of Microsoft Office applications and data collection and processing software (Kobo, Survey CTO, Eval&Go, STATA, SPSS, Power BI/Tableau, etc.)
  • Experience in Central Asia or similar contexts is highly desirable.
  • Excellent report writing and data visualization skills.
  • Strong communication and interpersonal skills, with proficiency in English and Russian. Knowledge of local languages is an asset.
