Position description

CNFA is currently seeking qualified Monitoring, Evaluation, and Learning Lead candidates for the upcoming USAID-funded Feed the Future (FTF) FORK Activity. The Activity will increase access to safe and nutritious foods by improving business and technical practices related to food processing, strengthening market linkages, and facilitating knowledge sharing. The M&E Lead will be responsible for managing M&E staff and activities to generate and analyze data throughout the project’s implementation. 

Job Requirements

Duties and Responsibilities: 

  • Design monitoring, evaluation, and learning systems and materials, incorporating the FTF Indicator Handbook, reporting life-of-project indicator targets, custom performance indicator reference sheets (PIRS), data collection and storage systems, and routine monitoring systems. 
  • Strategically plan MEL data flow matrices and develop and maintain a Performance, Monitoring, Evaluation, and Learning Plan (AMELP) in accordance with USAID and CNFA standards, developing metrics for market and food systems, nutrition outcomes, and food environments. 
  • Oversee design, budgeting, and implementation of data collection, ensuring a focus on innovative data collection, management, sharing, and visualization methodologies. 
  • Lead data analysis to monitor and assess the impact of project activities, emphasizing evidence development, operations research, and innovative piloting and learning methodologies. 
  • Apply Collaborating, Learning, and Adapting (CLA) practices to present findings of analyses to project staff and ensure ongoing learning. 
  • Produce, edit, and distribute regular MEL reports and updates to stakeholders in accordance with established standards. 
  • Lead the evaluation of the cost and benefits of project work plans and interventions, incorporating economic growth and development of agri-food MSMEs. 
  • Train and manage project staff on monitoring and evaluation activities. 
  • Oversee all daily work related to monitoring, evaluation, learning, and related reporting of the project. 
  • Report results to USAID in a timely manner. 

Key Qualifications: 

  • Master’s degree or higher in monitoring and evaluation, agriculture, statistics, economics, or business administration from an accredited college or university. 
  • Minimum of eight (8) years of experience in monitoring and evaluation methodologies, including both quantitative and qualitative data collection, processing, and analysis. 
  • Demonstrated experience in developing and operationalizing a comprehensive MEL plan and system, specifically developing metrics for market and food systems, nutrition outcomes, and the agri-food environment. Experience managing these activities for USAID projects is essential. 
  • Outstanding ability to generate accurate qualitative information and analysis is required and must be demonstrated during the hiring process. 
  • Demonstrated experience in USAID’s Collaboration, Learning, and Adapting (CLA) approach. 
  • Expertise in innovative data collection, management, sharing, and visualization. 
  • Experience in training, coaching, and mentoring teams in monitoring-related techniques and methods. 
  • Understanding of agri-food market systems, safe food handling and processing, SBC metrics and measurement, nutrition-sensitive agriculture, and livelihood programming. 
  • Fluent in English is required, additionally fluency in French is preferred.
