The IRC is seeking a Program Manager, Monitoring and Evaluation for Switchboard, an Office of Refugee Resettlement (ORR)-funded program. Switchboard is a one-stop resource hub for refugee service providers in the United States. Switchboard provides training and capacity-building services to ORR-funded refugee service providers in the United States, including resettlement agencies and affiliates, state agencies, ethnic community-based organizations, and others. The Program Manager, Monitoring and Evaluation will support the development of learning resources and opportunities related to monitoring and evaluation. This position will also support training and technical assistance on M&E topics such as project design, data collection methods, client feedback, data analysis, and M&E planning. This staff person may be located anywhere in the United States.

This role will be responsible for collaborating with experts, designing effective resources, and facilitating learning experiences that contribute to improving outcomes for newcomer clients.

Major Responsibilities:

  • Facilitate the development and delivery of learning opportunities, including online certificate courses, webinars, self-paced eLearning courses, and in-person training on topics related to monitoring and evaluation.
  • Produce written learning resources such as blog posts, informational guides, or toolkits on topics related to monitoring and evaluation.
  • Assist the M&E team in addressing the technical assistance requests by offering consultation, guidance, and recommended resources via email and/or virtual meetings with refugee service providers across the U.S.
  • Coordinate Switchboard’s M&E Community of Practice.
  • Contribute to the M&E team’s annual projects, such as the needs assessment, evaluations, and proposals.
  • Support the M&E team with internal monitoring and evaluation.
  • Collaborate with the Research, Analysis, and Learning (RAL) team on RAI M&E priorities.
  • Other duties as assigned.

Experience Required:

  • Bachelor’s degree in social sciences, information systems, or related field (or equivalent experience)
  • Minimum of 2 years of monitoring and evaluation (M&E) work
  • Demonstrated experience in developing and delivering training.
  • Demonstrated experience in developing learning material.
  • Demonstrated commitment to data-driven programming.
  • Demonstrated experience implementing M&E systems; collecting data using surveys and other data collection tools; analyzing and visualizing data; and reporting.

Preferred:

  • Lived experience with forced displacement or shared background with newcomer populations
  • Technology literacy, including intermediate knowledge of MS Office Suite (Teams, Word, PowerPoint, Excel), Learning Management System platforms, and Zoom, and adaptability to learning new and innovative technology.

Preferred Knowledge, Skills, and Abilities:

  • Demonstrated experience with M&E in the context of ORR-funded refugee resettlement and integration programs.
  • Demonstrated experience with participatory approaches to M&E and/or collection and incorporation of client feedback data into project implementation.
  • Excellent verbal and written communication skills, with fluency in English: including engaging public speaking abilities.
  • Self-starter with the ability to work independently and in a dynamic, cross-functional team structure.
  • Capacity to give and receive constructive feedback.
  • Strong organizational and project management skills, with the ability to manage multiple competing deadlines and efficient time management.
  • Strong attention to detail.

Working Environment:

  • This position may be located in a standard office environment in New York, NY, or it may be located in a remote working environment. Required domestic travel 3-6 times per year.

Compensation: Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget. Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirements.

US Benefits: The IRC offers a comprehensive and highly competitive set of benefits. All US employees are eligible for sick time, a 403b retirement savings plans: up to 4.5% immediately vested matching contribution, plus an 3-7% additional IRC contribution, and an Employee Assistance Program which is available to our staff and their families to support in times of crisis and mental health struggles.
