Duties and Responsibilities

The United Nations Human Settlements Programme (UN-Habitat) is mandated by the United Nations General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. UN-Habitat established presence in Yemen in 2018. Since then, UN-Habitat has supported the local authroities and people of Yemen to develop Rapid City and Neighbourhood Profiling for 8 cities (Sana, Aden, Taiz, Sada’a, Ma’arib, Al-Huta, Marib and Zinzibar). The city profiling reflects on the context of Yemen that is suffering from protracted armed conflict since 2015. It includes an analysis on the damage assessment and effect of war on the political, social and economic conditions. The profiling feeds into the national and city recovery plan. UN-Habitat Yemen is also focusing on helping the most vulnerable, most affected population in a number of cities to rehabilitate damaged housing and community infrastructure facilities and systems, starting with Al-Hudaydah and expanding to other most affected cities (Taiz; Aden), with the aim to provide safe, adequate and dignified living conditions. Moreover, UN-Habitat is currently piloting a project with focus on Housing, Land and Property (HLP) Rights in Aden and Lahj, aiming at promoting peacebuilding and social reconciliation, with focus on the most vulnerable including women. As a member of Inter-Agency Standing Committee, UN-Habitat has been engaged in humanitarian response in Yemen, Iraq, Lebanon, Palestine, Sri Lanka, Pakistan, Somalia, Afghanistan, Sudan and many other countries. In Yemen, UN-Habitat is the chair of the Housing, Land and Property Rights (HLP) sub-cluster, under the Protection cluster.

The overarching goal of the HLP sub-cluster is to facilitate a more predictable, accountable and effective HLP response in humanitarian emergencies. In line with the Principles of Partnership endorsed by the Global Humanitarian Platform, the HLP sub-cluster operates as an open and inclusive forum to benefit from the wide range of expertise within the HLP community of practice. The objective of this assignment is to actively contribute to the day-to-day management, coordination, monitoring and reporting of UN-Habitat’s HLP project. Reporting Line: The consultant will be supervised by the Head of Country Programme of UN-Habitat Yemen Programme or his/her designated mandated representative(s).

Duties and responsibilities:

Within the delegated authority and under the supervision of the Head of Country Programme or his/her designated mandated representative(s), the consultant will be responsible for the following duties:

  • Develop and implement a robust monitoring and evaluation system that will ensure tracking of project/ programme results at different levels (outputs, outcomes and impact) for UN-Habitat’s projects activities.
  • Contribute to the preparation of reports on the findings and lessons learned from project innovations.
  • Assist Project Manager in the preparation of reports on the findings and lessons learned from project innovations.
  • Collect, analyse and manage of data and information.
  • Ensure all grants have updated work-plan and performance management plan (PMPs) in tandem with all approved proposals, regularly reviewing and updating as needed.
  • Prepare project progress reports, monitoring reports, tender documents, and other relevant documents.
  • Assist with the management, coordination, monitoring and reporting of UN-Habitat’s projects and activities.
  • Lead and/or coordinate all country assessments, evaluations and performance evaluation tasks including planning and reporting on the same.
  • Liaise with the project team based in field offices to plan, organize and conduct field missions and meetings with local authorities and community members to plan, manage and monitor projects and activities.
  • Collate/ prepare country/regional reports related to internal reporting such as the quarterly and annual reports.
  • Review monthly progress reports from partners and ensure they have evidence to back-up and provide feedback to the respective staff.
  • Prepare and maintain data base.

Qualifications/special skills

  • Advanced university degree in Law, Social Sciences, Development Studies, Statistics, or other relevant field of studies is required. A first-level university degree in combination with additional two years of qualifying experience may be accepted in lieu of the advanced university degree.
  • 2 years of progressively experience in project management and reporting, monitoring and evaluation is required.
  • Excellent analytical skills are required.
  • Experience in coordination and facilitation of multi-stakeholder forum, advocacy and communications is required.
  • Experience in data management including relevant tools is required.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) is required.
  • Experience in crisis-affected field environment is desirable.

Languages

  • English and French are the working languages of the United Nations Secretariat. For this position, fluency in English and Arabic languages (both oral and written) is required. Knowledge of another UN language is an advantage.
