The Enabling Community Recovery and Resilience (ENCORE) Project aims to empower the extremely vulnerable communities to move from crisis to recovery and resilience through a range of short-term, intermediate, and long-term interventions. The project shall work closely with these vulnerable communities to (i) address their most basic and critical needs, (ii) restore livelihoods, (iii) rehabilitate basic community infrastructure, (iv) recover and strengthen community resources, and (v) build community preparedness and capacities to manage future shocks.

ENCORE employs a phased approach in supporting the community’s efforts toward addressing basic needs and initiating recovery and resilience to enable it to adapt to the actual situation in each project site.  Phase 1 , through rapid response interventions, aims to address the critical basic priority needs of the most vulnerable communities as a point of entry into ENCORE’s project sites.  In Phase 2, ENCORE reinforces the rapid crisis responses with intermediate recovery interventions that further address basic needs and initiate the process of recovery. And, in Phase 3, ENCORE will further expand project interventions to sustain the recovery and resilience-building processes in these vulnerable communities.

ENCORE aims to reach up to 52 townships (selected based on a set of robust vulnerability indices) in eleven states and regions.

UNDP seeks the services of Monitoring and Evaluation Officer to support ENCORE Project implementation monitoring, data analysis and reporting in close coordination with Country office and Field Team in Kachin, Shan, Mon state and Dry zone etc.

Under the overall guidance and day to day supervision of ENCORE Project Manager, Monitoring and Reporting Officer will work closely with Project Team, the International M&E Specialist, field offices and Risk and Strategic Management Unit (RSMU). The assignment is based on the work being done in the field or any other relevant activities being undertaken under the country office. Monitoring and Reporting Officer will be based in UNDP Country Office in Yangon with travels to the field offices and the project sites.

Duties and Responsibilities:
Under the overall supervision of the Project Manager and project management unit (PMU) of the ENCORE, Project M&E Officer will be responsible for operationalizing the M&E frameworks and systems, for ENCORE Project, data and information management, monitoring of the project interventions and reporting to different staekholders. The person will also be responsible to ensure M&E data collection, provide technical support for the FOs in data collection from the field, data and information management at the project level, timely periodic reporting of the activities to the project management.

M& E Officer will be responsible for the following:

Improve Data Collection Process

  • Train project staff and partners on the proper use of data collection tools, ensuring they understand the importance of accurate and timely data reporting.
  • Conduct regular data quality assessments to identify and address any issues in data collection, ensuring data integrity and reliability.

Enhance Data Analysis and Reporting

  • Support on a centralized database or data management system to store all project-related data securely and facilitate easy access and retrieval for reporting purposes.
  • Utilize data visualization and analytical tools to interpret and present data in a clear and concise manner, facilitating data-driven decision-making by project management.
  • Generate comprehensive and timely reports on project progress, outcomes, and impact, ensuring they are tailored to various stakeholders’ needs (e.g., donors, partners, management) and submitted within specified deadlines.

Ensure Compliance and Reporting

  • Operationalize MEL framework with implementation robust monitoring and evaluation (M&E) plan, outline/adjust key indicators and targets to measure project success and effectiveness.
  • Regularly track and analyze project indicators against established targets, identifying any deviations or trends that may require corrective action or further investigation.
  • Work closely with Risk Management Unit (RSMU) to input internal MEL system.
  • Contribute to periodic evaluations and impact assessments to assess the project’s overall performance and identify lessons learned and best practices for future project improvements.

Documentation, learning, and knowledge management

  • Guide the FOs in documentation of good practices and lessons learned; compiling these good practices and lessons learned at the project level.
  • Facilitate internal project learning through lessons learned sharing events to encourage continuous improvement of the project management.
  • Facilitate events to disseminate good practices and lessons learned to other relevant stakeholders.
  • Ensure inter and intra project communication and coordination with CO team, field teams and external stakeholders including government authorities.

Contributing to external evaluations and impact assessment:

  • Contribute to periodic evaluations and impact assessments to assess the project’s overall performance and identify lessons learned and best practices for future project improvements.
  • Training the enumerators and supervise data collection process.
  • Contribute to data analysis and report writing for the periodic evaluations and impact assessments.
  • The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Project.

Required Skills and Experience:
Education:
  • Advanced university degree (Master’s degree or equivalent) in a relevant field such as Statistics, Mathematics, Economics, Social Sciences, or any related discipline is required.
  • A first-level university degree (Bachelor´s degree) in the areas mentioned above in combination with additional 2 years of qualifying experience, will be given due consideration in lieu of Master´s degree.
Experience:
  • Up to 2 years (with Master´s degree) or minimum 2 years (with Bachelor´s degree) of relevant experience in monitoring and evaluating projects or programme.
  • Demonstrated experience in using of data collection tools, methodologies and methodologies is required.
  • Experience of working in complex projects and ability to deliver in strict timelines with good quality is an asset.
  •  Ability to conduct data analysis and interpret findings accurately.
  • Knowledge of M&E frameworks, indicators, and data quality assurance processes.
  • Sound writing, report-writing and articulating skills in English in development sector.
  • Ability to identify trends, patterns, and insights from data sets.
  • Experience in using data to inform decision-making and program improvements.
  • Cultural Sensitivity and capacity to work effectively in diverse settings with people from different backgrounds and cultures.
  • Positive, Initiative-Driven, Team Player, Focused and Meticulous about the Timelines and Delivery.
