Monitoring and Evaluation Officer (Uniting Against OSAEC Project)

THE OPPORTUNITY

Plan International Pilipinas Foundation Inc. will implement a three-year project entitled:  Uniting Against Online Sexual Abuse and Exploitation of Children (OSAEC): Multistakeholder Collaborations for a Safer Digital Space.

This intervention aims to protect 1,000 children in all their diversities from online sexual exploitation. The project will be implemented in Manila; Dasmarinas, Cavite; and, Llorente, Eastern Samar. The project is divided into two major outcomes: (1) Strengthened capacity of children and young people to effectively protect themselves and their peers and take collective action against online sexual exploitation of children (OSEC) and online violence; and (2) Enhanced protection systems for children and young people from OSAEC in homes, schools and digital spaces, with survivor-centered approaches supported to strengthen public and private efforts in preventing, mitigating, and responding to OSAEC.

In line with this project, we invite competent, experienced, and committed professionals to fill the following position. 

The Monitoring and Evaluation Officer will implement the project’s monitoring and evaluation (M&E) Plan pursuant to the M&E Framework.  He/she will ensure that data-gathering tools and processes are aligned with the project’s monitoring, evaluation, and research plan/framework and that database systems are operational and optimized for analyzing and reporting relevant project information. He/she shall also track and monitor project accomplishments, consolidate feedback from stakeholders, integrate feedback within project implementation plans, and documents, share learnings, and provide technical guidance to project staff, in project development along Plan International Pilipinas’ Program Management Cycle (SAPIME) including Child-centered Community Development (CCCD) and the Program Quality Policy Guidelines using participatory and gender-responsive methodologies. 

The M&E officer will also provide support to child protection programming and influencing work.  He/she will help plan, develop, and implement appropriate M&E work. He/she will also validate and consolidate project reports from project officers, for submission to relevant office/s and project donors.

Further, as the Monitoring and Evaluation Officer:

• You will facilitate school and/or community assessments, monitoring, and evaluations for planning and decision-making.
• You will prepare and update the project Baseline and End-line data.
• You will facilitate the conduct of learning conferences or other learning platforms that can broaden information sharing about the project.
• You will submit required reports for the donor, National Office, Country Office, and other related reports that may be required.
• You will recommend actions to improve project implementation based on assessment and monitoring results.
• Plan International is a development and humanitarian organization. In exceptional cases, you will be asked to support emergency response activities in the communities in your assigned covered areas. 

DO YOU HAVE WHAT IT TAKES?

To be successful in the role you will need among other things:

• Graduate of Social Science, Social Work, Community Development, Statistics, or other related courses.
• Minimum of three (3) years of experience in conducting research, planning, developing, and managing community development work-related projects.
• Has hands-on experience in using participatory approaches to data collection and research.
• Previous work experience working on projects related to child protection is an advantage.
• Very good command of verbal and written communication skills and the ability to relate to people from all backgrounds.
• Applicants must be based in the Philippines and Filipino nationals.

This role requires fieldwork in the project areas.
