Terms of Reference

Background:

Refugees in Indonesia face significant challenges when it comes to accessing formal employment due to their lack of legal rights. Despite this limitation, some refugees have managed to secure informal jobs through their personal connections and remote online work for foreign companies. In a small but growing number of cases, refugees have even been offered employment in countries like Canada and Australia through labour mobility programs, opening doors for their relocation. These realities highlight the potential that the digital world holds for refugees, who are often excluded from traditional employment due to their documentation status. Digital livelihoods present opportunities for refugees to tap into the digital sphere, gain skills, and generate income.

Last year, the Indonesia Operation received funding for a digital inclusion program aimed at increasing digital literacy and raising awareness about the dual nature of the digital world: its potential harms that individuals must learn to identify and mitigate, and its beneficial aspects that can provide opportunities to learn new skills and earn income. During the program’s implementation and evaluation phase, it became apparent that while some refugees were aware of the potential livelihood activities in the digital world, they lacked the necessary skills to actively participate. Through the funding from Digital Innovation Fund 2023, Indonesia Operation is currently working on a project to close these skill gaps.

The program under this project consists of three main components:

1. Training for talented refugees
Based on the data from our partner on labour mobility pathway, the top three high demand job in the receiving countries like Canada and Australia include IT (information and technology), caregiving services, and hospitality. The project aims to empower talented refugees with certain skills by providing them with advanced technical training in these areas.

1.1. Aged-care and Paediatrics
This training targets seven female refugees in Medan. The program runs from
May to November 2024.
1.2. Digital skills trainings in Back-End Engineering, Cyber Security, and Digital Marketing
A total of 75 refugees participate in the online training program, from July to October 2024.
1.3. Storytelling
This program targets 20 refugees in Jakarta and surrounding area. The training is scheduled in September 2024-February 2025, facilitated at learning center in Jakarta.
1.4. Caregiving
In-person training program targeted for minimum 15 refugees in Jakarta and surrounding areas. The program will start in November-December 2024.

2. On-the-job training support to selected trained participants.
All training programs under this project offer a limited slot for refugee participants to participate in on-the-job training in the related industry companies or organisations. These opportunities are expected to increase the employability of the refugees for an employment abroad.

3. Connecting to labour mobility pathway
The final component of this project is connections to non-traditional resettlement opportunities through the labour mobility pathway. In collaboration with Talent Beyond Boundaries (TBB), UNHCR will conduct sessions to introduce refugees to labour mobility pathway and offer technical support.

To ensure the effective monitoring, agility to adopt to emerging challenges, and a well-documented lessons learned, UNHCR Indonesia is looking for a MEAL consultant for this project. The consultant is expected to measure the increase of knowledge and awareness of the participants upon completing the trainings and the impact of the training to their job profiles for employment opportunities.
Organizational context:

The consultant will work under direct supervision of the Protection Officer from Community-Based Protection and in close coordination with the Livelihood and Economic Inclusion Associate.

Objectives of the MEAL project:
– Measure the increase of knowledge and awareness of the participants
– Measure the impact of the training to the job profiles of participants for employment opportunities
– Measure participants’ satisfaction on the overall training programs
– Identify the best practice and lesson-learned for the future implementation of similar project

Duties and Responsibilities:
• Develop tools to measure the participants’ knowledge increase related to the skills training program participants participate in.
• Develop tools to measure participants’ satisfaction on the overall training programs.
• Undertake the survey and discussions with the participants.
• Develop tools to measure the impact of the training to the job profiles of participants for employment opportunities.
• Undertake the impact studies.
• Incorporate feedback and questions from UNHCR staff members in the Indonesia country office to finalise deliverables.
Core Deliverables:
• Evaluation tools and methodology proposal,
• Draft report provided to UNHCR for feedback to incorporate before finalising (i.e. data collection and data analysis),
• Final public report with top level findings, including recommendations to UNHCR
• Presentation of results to the Indonesia operation and other stakeholders as appropriate,
• List of stakeholders consulted during the studies (incl. contact details)

Qualifications and Professional Experience Required:

Education
• University level qualifications Bachelor’s (essential) or Master’s degree (desired) in a relevant area including but not limited to international relations, communications, political science, or refugee or public international law
Job Experience
• Demonstrates minimum 2-3 years of experience in monitoring and evaluation. Specific experience with either refugee and/or digital inclusion issue desirable.
• Demonstrated experience in undertaking projects similar in nature and level of complexity.
• Experience working for a UN agency or international organization, with a focus on human rights and/or refugee issues.
• Knowledge of the humanitarian landscape in Indonesia, and exposure to the work done with refugees, migrants, and other displaced populations in the country is an advantage.
Language
• Fluency in English (required)
• Fluency in Bahasa Indonesia (desired)

Competencies:
• Highly organized and autonomous, able to multitask and prioritize workload when necessary.
• Excellent writing and documentation skills, demonstrating high levels of attention to detail.
• Strong time management skills, including the ability to work quickly and to meet deadlines.
• Ability to work as a team, including remotely.
• Strong interpersonal and communication skills, including across cultural contexts.
• Works well in a multicultural team and has a strong work ethic; strives to deliver high-quality, error-free deliverables potentially targeting different types of users e.g., senior management, fundraising specialists and database managers.
