The UNDP Tajikistan Country Office was selected as the Principal Recipient in the implementation of HIV/AIDS and TB grants provided to Tajikistan by the Global Fund (GF) since 2003. The overall goal of the Project is to reduce the burden of HIV and TB in the country through addressing challenges related to HIV, drug resistant (“DR”) TB, co-infection of TB/HIV, human rights barriers, and underlying health systems shortcomings calling for urgent actions. The Project is streamlined around five main objectives, aiming at ensuring effective HIV response measures among key populations (KPs), scaling up access for early and quality diagnosis, treatment and care, ensuring integrated care for those affected both by TB and HIV, as well as strengthening national public heath response. The Project contributes to the national health care reform by building and improving the technical and managerial capacities of health professionals, promoting participation of civil society organizations in the response to the HIV/AIDS and TB epidemics, and enhancing the cooperation of non-governmental organizations with the public health sector.

Duties and Responsibilities

Oversight and coordination of all monitoring and evaluation activities related to the HIV and TB project:

  • Ensure the development of the M&E plan, project indicators taking into account the acting National system on M&E, requirements of the GF; participation in the development of recommendations on raising effectiveness of implementation of the national HIV/AIDS programme and National TB programme, taking into account tasks and objectives of the project, financed by the Global Fund.
  • Oversee the M&E project activities in accordance with the M&E plan and approved project indicators.
  • Oversee and be responsible for development of quality Performance Framework for the GF project jointly with partners and M&E team.
  • Provide inputs in development of sub-recipients’ Work plans with relevant project indicators.
  • Development and introduction of effective M&E tools, procedures and templates for sub-recipients’ work plans monitoring, including gathering, processing and analysis of data on sub-recipients’ performance (including outcome, impact level).
  • Ensure development and implementation of recommendations on gathering, processing and analysis of data, considering innovative approaches and tools.
  • Design, coordinate and manage research activities and timely sharing of the findings with partners: contribute to advocacy and M&E.
  • Develop monitoring/site visits plans within the project framework and coordinate implementation of site visits, providing quality reports on the results of visits.
  • Conduct regular SR monitoring and oversight including quarterly SR support and supervision.
  • Provision of national indicators collection, influence indicators and project results through coordination of conducting research on HIV/AIDS, TB, organization of sentinel epidemiological surveillance on HIV and TB in the Republic of Tajikistan.

Quality and timely planning and reporting of all relevant to the project implementation reports (with different requirements: National, GF, UNDP):

  • Coordinate and bare the responsibility on the quality of routine reporting of the project progress according to GF, UNDP ,CCM and national procedures and requirements.
  • Quarterly analysis of the data on project indicators’ realization, quality of services, summarizing of reports on project realization for concrete periods of time to present to Program Manager. Triangulation of qualitative, quantitative and impact level data.
  • Advise Program Coordinators and Program Manager on implementation challenges and provide support in resolving obstacles and bottlenecks.

Capacity building of national partners on planning, reporting as well as monitoring and evaluation activities:

  • Ensuring national capacity strengthening of sub-recipients through development and introduction of capacity building plan under M&E component including.
  • Provide technical inputs in the development of national capacity development plan.
  • Organize and coordinate provision of SRs staff capacity development activities on M&E , data collection, survey methodologies, gender mainstreaming, etc. Jointly with programme specialists provide inputs to the development of training packages to strengthen sub-recipients capacities in project monitoring.
  • Participation in the selection of international consultants, national specialists, trainers for provision of external technical assistance.
  • Participation in the development of normative documents on M&E of HIV/TB infection.
  • Coordination of the activity on strengthening National system on M&E including input into the National M&E plan. M&E project activity with partner organizations (non-government organizations, ministries, agencies and others), participating in project implementation, provision of stable cooperation with them.
  • Responsible for identification, synthesis, documentation and dissemination of lessons learnt and best practices, derived from M&E activities on what works, what doesn’t work, proposing innovative ideas for programmatic scale up, within UNDP, as well as with sub-recipients and development partners.

The incumbent will directly report to Project Manager of the Global Fund Project.

Required Skills and Experience
Education:
  • Master’s degree (or equivalent) in public health, statistics, international development, sociology, social sciences or another relevant field is required.
  • Bachelor’s degree in combination with additional 2 years of qualifying experience will be given due consideration in lieu of Master’s degree.
Experience:
  • Minimum 2 years (with Master’s degree) or 4 years (with Bachelor’s degree) of progressively responsible experience in the field of monitoring and evaluation (M&E).

Languages:

  • Fluency in English, Russian, and Tajik is required.

Required skills:

  • Technical knowledge in assessment of data quality and analysis, preferably related to HIV and TB is required.
  • Experience in designing monitoring and evaluation systems and designing development projects or integrated portfolios is required.
  • Experience to work with quantitative and qualitative data, and appropriately use qualitative data /information collection tools in innovative ways is required.

Desired skills:

  • Experience with Global Fund funded projects will be an asset.
  • Relevant work experience with international development organizations will be an asset.
