Monitoring and Evaluation Senior Officer

The Congo Democratic Multi-Country Office has established strong working relationships with international partners and donors, UN agencies, including UN missions, and Central African governments. It provides technical support and capacity building in the areas of strategic national development, including the development of sustainable infrastructure in the health, education, public works, governance and administration sectors, as well as  sustainable procurement, project management, fund management and advisory services in the areas of peace and security, environmental preservation and protection,  revitalization of programs/projects, among others.

Functional Responsibilities:
Under the overall supervision of the Project Manager, the incumbent is required to perform the following duties and responsibilities he/she is expected:

  • To summarize the results of previous implementation periods and presented to the Project Manager(s) for designing the next period program.
  • To have regular contacts with all the implementing partners and ensure timely submission of implementation status.
  • To support the coordination mechanism between UNOPS and the relevant stakeholders, such as the ministry of health and implementing partners, by organizing various coordination meetings on a  bi-monthly or quarterly basis.
  • To ensure robust development of an M&E framework for key projects operating in the DRC through the relevant Project Managers.
  • In coordination with the Project Manager, conduct the day-to-day management of the grant and in communication with Project Implementing partners (IPs). He/she is expected to have regular face-to-face, virtual and telephonic contacts with the IPs.
  • In collaboration with the Project Manager, reviewing  work plans and reports submitted by implementing partners, ensuring that these are technically sound and in line with the policies and strategies of the National Programme and funding agency, and ensuring gender mainstreaming as appropriate.
  • Assist the Project Manager by providing essential inputs in the drafting of donor reports, cash forecasts, re-planning and reinvestment exercises related to  project funding managed by UNOPS, particularly in the Public Health Sector.
  • Assist in the routine monitoring of grant progress, tracking all activities, results and implementation costs against the approved work plans to ensure that the activities supported by the grants are implemented effectively and efficiently and adjusted as needed to reflect changes in the National Programme priorities as agreed to with the Donors.
  • Improve the quality of data reported by the IPs through regular monitoring and spot checks of field activities.
  • Coordinate with IPs in the reprogramming and reinvestment exercises related to the grant and negotiations with the stakeholders, when required or as needed
  • Assist in following-up with IPs and stakeholders on recommendations and management actions that needed to be carried out based on recommendations from the donor and/or audit/evaluation
  • Attend relevant technical and coordination meetings, under the guidance of the Project Manager; develop and maintain professional relations with stakeholders.
  • Promote information sharing and apply knowledge of relevant issues impacting public health
  • Coordinate and manage training/capacity building activities for IPs as needed
  • Provide continuous hands-on support in the development and tracking of work plans, forecasting and quantification, reprogramming, reporting, risk assessment, preparation of TORs, and other programme-related matters
  • Participate in relevant forums and OneUN thematic M&E groups in DRC.

Education/Experience/Language requirements:
Education:

  • A medical degree or (master’s degree equivalent) in public health, epidemiology, health economics, health management, health social science, public administration, social science or other related discipline is required.
  • A Bachelor’s degree in one of the above fields combined with additional two years of relevant experience to the above responsibilities may be accepted in lieu of a master’s degree

Experience:

  • Minimum of two years professional experience in monitoring and evaluation, particularly in the public health sector is required
  • Willingness and ability to undertake field visits under difficult or challenging conditions is required.
  • Professional experience working with government departments, local government, NGOs, INGOs, development partners and/or donors would be an asset.
  • Professional project, Programme, grant or financial management experience is desirable.

Language:

  • Full working knowledge of French and English is required;
