UNOPS is an operational arm of the United Nations helping a wide range of partners in delivering peace, security, humanitarian and development projects across the world.

UNOPS Sri Lanka implements tailored socio-economic development projects that benefit vulnerable communities and supports the Government national capacities. UNOPS has been working across Sri Lanka managing education, public health, roads, water and sanitation, fisheries, agriculture and solid waste infrastructure projects. UNOPS also provides expertise in procurement, fund management and human resources management services.

As part of its programme implementation and advisory capacity, UNOPS will work closely with members of the Government of Sri Lanka and its representatives, and the Sri Lankan civil society to deliver agreed sets of projects and activities to support the work of Sri Lankan civil society in assisting the people and communities of Sri Lanka.

The Monitoring and Evaluation (M&E) Senior Officer will be responsible for all M&E activities related to the Vriddhi project.

As such, s/he will work with UNOPS project teams located in field offices and in Colombo in protection, project management, financial management, advisory services, grants management, ICT services, GIS, supporting artistic creation and other related areas of work.

In addition, s/he will have extensive working relationships with members of the civil society in Sri Lanka whose activities will be monitored by the incumbent as part of the grants awarded and services provisions by UNOPS. Under the supervision of the Programme Manager, the Monitoring and Evaluation officer will ensure all monitoring and evaluation activities are delivered as per UNOPS agreed policies, processes and standards.

S/he will have a high sense of integrity, confidentiality and the ability to engage sensibly with local stakeholders including local authorities, local partners and communities. This position is based in Colombo with extensive travel to field and project locations.

Under the overall guidance and supervision of the Programme Manager, and in close collaboration with other members of the UNOPS Grants Management Unit and Programme Teams, the Monitoring and Evaluation Senior Officer will perform the following functions:

Monitoring and Evaluation

  • Provide analytical support to the Programme Manager in the design and development of the Monitoring and Evaluation strategy and framework.
  • Support the roll out the approved M&E framework in close consultation with the UNOPS partners in the civil society, and in accordance with UNOPS guidelines;
  • Develop and maintain a system that collates and visualises information on all UNOPS grants funded projects and service provisions, that needs to be fed into the M&E framework in collaboration with the programme team, ICT and GIS unit.
  • Ensure that implementing partners fulfill their M&E and reporting obligations, while supporting to build their capacity in M&E
  • Contribute to recording and reporting systems that are harmonised both among implementing partners and with UN/UNOPS and national systems and Sustainable Development Goals(SDG) where possible;
  • Provide support and feedback on M&E and performance issues to implementing partners collaborating with UNOPS,
  • Undertake regular site visits as required.
  • Conduct internal evaluation exercises based on Project management cycles and support external evaluation exercises required by donors.

Reporting

  • Adhere to the agreed reporting cycles and requirements with each implementing partner;
  • Develop and manage the standard monitoring, evaluation and reporting formats based on the logical framework and reporting requirements;
  • Support the mid term reviews, annual reviews, end of programme reviews, independent external evaluations and related reporting requirements;
  • Support the preparation and timely submission of periodic progress reports to stakeholders; and
  • Support the Programme Manager in completing necessary internal reporting requirements.

 

Knowledge Management and Capacity Building

  • Support in programme team in managing lessons learnt and best practices
  • Support the Programme Manager in setting up an Accountability to Affected Population mechanism
  • Facilitate dissemination and use of lessons learnt, M&E findings and reports amongst stakeholders;
  • Based on the monitoring and evaluation data, support the project in developing performance improvement plans; and
  • Build capacities of implementing partners in M&E through workshops as needed.
  • Perform other similar duties as may be assigned by the Programme Manager to support the implementation and oversight of the project.

Impact of Results

The Monitoring and Evaluation Senior Officer directly impacts on the achievements of project outputs by tracking progress, assessing quality, and evaluating impact on beneficiaries and communities.. This consequently reinforces the visibility and image of UNOPS as an effective service provider in project services and management and strengthens its competitive position as a partner of choice in sustainable development and project services.

Education

  • Advanced University Degree (Master Degree or equivalent) in relevant field such as preferably Social Sciences, Development, or Economics.

Experience

  • At least 2 years experience in the design, development and/or implementation of monitoring and evaluation systems, preferably relevant to programs in humanitarian and/or development contexts
  • M&E/research design skills is required
  • Data management skills including the use and maintenance of databases is required
  • Quantitative and qualitative data analysis skills including the use of software to present data
  • Experience in the monitoring and evaluation of donor funded programs are highly desirable


Language

  • Full working knowledge of English is essential
  • Full working knowledge of Tamil and/or Sinhala is required

 

 

Contract type: Individual Contractor Agreement

Contract duration: Open-ended, subject to organizational requirements, availability of funds and satisfactory performance
