Context

UNFPA in Bolivia is implementing the Promoting Gender Equality for the Exercise of Sexual and Reproductive Rights of Adolescents in Bolivia (2021-2025) Project through a grant arrangement with the Korean International Cooperation Agency (KOICA). This initiative aims to reduce teen pregnancy through increased access of adolescent to Sexual and Reproductive Health and Rights (SRHR) services and information, and to increase awareness and capacities of Gender-Based Violence (GBV) prevention and response, in two departments of the country (La Paz and Cochabamba).

The main stakeholders are Ministries of Health, Education, Public and Justice; Departmental and Municipal Governments, and other national stakeholders.

This assignment is funded through a project funded by the Government of Korea, therefore candidates must be Korean nationals.

Task description

Within the delegated authority and under the supervision of Programme Analyst M&E or his/her designated mandated representative(s), the UN Volunteer Monitoring and Evaluation Expert will:

  • Provide support to Programme Officers and technical personnel to ensure that they perform their results-based M&E tasks i.e. data collection and reporting on output indicators and results-based field monitoring, to assess the quality of outputs and outcomes; and budget and other operational indicators of the office;
  • Keep close record of the activities and expenditures, revision of workplans, calendar of events, and results framework to track the progress towards indicators in close coordination with programme, operations and communications teams;
  • Establish and manage internal systems for effective and efficient project monitoring and reporting, both internal to UNFPA and for Implementing Partners;
  • Contribute actively to the development and quality control of work plans and related budget/project proposals, budget analysis, expenditure reports, travel and procurement plans, so as to strengthen the adoption of a Results-based management and M&E approaches throughout the process;
  • Monitor the implementation of agreed work plans and review and make appropriate recommendations related to the project, the overall program performance and the use of funds;
  • Support in the designing of tools to systematize data and information related to the Project;
  • Provide tools for the data analysis and visualizations of the advance;
  • Ensure periodic updating of the Project monitoring and make proposals for corrective actions to be taken.
  • Perform field visits to monitor the implementation of the Project activities and ensure the quality and accuracy of the collected or reported data;
  • Contribute to design of an integrated platform for monitoring the Project;
  • Contribute to drafting the reports, concept notes, and official requests required by KOICA, and ensure that the reports are presented on time;
  • Contribute to the developing of Terms of Reference (ToR) for research to be conducted within the Project framework;
  • Support the programme staff with effective use of tools and methodologies for planning, monitoring and reporting;
  • Identification and formulation of lessons learned from evaluations and studies to be integrated into broader country office;
  • Perform any other duty required.

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

  • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
  • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
  • Provide annual and end of assignment self- reports on UN Volunteer actions, results and opportunities.
  • Contribute with articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
  • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
  • Promote or advise local groups in the use of online volunteering, or encourage relevant local.
  • individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Results/expected outputs

As an active UNFPA team member, efficient, timely, responsive, client-friendly and high-quality support rendered to UNFPA and its beneficiaries in the accomplishment of her/his functions, including:

  • Timely monitoring and reporting of the Project to the donor.
  • Innovate data collection, analysis, dissemination, and information management products developed and deployed.
  • Ensure effective support in monitoring and reporting.
  • Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment.
  • A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed.

Requirements

Required experience

  • 5 years of experience in M&E at national and/or international level; working in the UN or other international development organization.
  • Be Korean national.
  • At least 5 years of professional work experience in gender-related fields.
  • Proficiency in data management and visualization software applications and advanced Excel skills.
  • Excellent oral and written skills; excellent drafting, formulation, and reporting skills.
  • Accuracy and professionalism in document production and editing.
  • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development.
  • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel.
  • Self-motivated, able to work with minimum supervision and with tight deadlines.
