Monitoring and Evaluation Specialist

The Monitoring and Evaluation Specialist will be responsible for ensuring that the Green Climate Fund’s investments are deliverable, measurable, monitorable and credible by safeguarding the quality at entry of the monitoring and evaluation aspects of mitigation, adaptation and cross-cutting funding proposals, readiness grant proposals, project preparation facilities and national adaptation plans, among others. Additionally, the specialist will focus on supporting the adherence by Nationally Determined Authorities and other partners (internal and external) to quality assurance standards for the Green Climate Fund and best practices in results management.  Lastly, the specialist will improve the operationalization of the Fund’s Integrated Results and Resources Management Framework with respect to creating guidance, templates, initial quality assurance checks and substantive review and extraction of lessons learnt from operations.

  • Provide thorough and actionable guidance on and assessments of climate rationale, Theory of Change, indicators, methodologies and measurement, reporting and verification systems as articulated in concept notes and funding proposals at various stages of development;
  • Ensure integration of meaningful Monitoring, Evaluation and Learning (MEL) methodologies in funding proposals and readiness proposals in compliance with the Board-approved frameworks such as the Integrated Results and Resources Management Framework and Monitoring and Accountability Frameworks to improve the current and future management of outputs, outcomes, and impact;
  • Develop and coordinate the implementation and maintenance of the Secretariat‘s internal monitoring and reporting system including defining the necessary key performance indicators and online reporting tools for visualizing the status of the Secretariat operations through scorecards and dashboards.

Engagement:

  • Build internal and external partners’ competencies with respect to best practices in Monitoring, Evaluation and Learning methodologies to ensure that they are capacitated to deliver transformational and measurable/monitorable investments for more impactful climate action;
  • Network and actively engage with peer institutions, communities of practice, accredited entities, nationally designated authorities, delivery partners and executing agencies to disseminate learnings and to acquire timely information with respect to MEL policies, tools, best practices;
  • Advise internal and external partners on current MEL best practices on elements such as using realistic benchmarks and standard methodologies for measuring effectiveness of investments in adaptation and mitigation programmes.

Delivery:

  • Update MEL approaches to review and assess Funding Proposals and Readiness Grant proposals and work to build consistency in project/programme outputs, outcomes and impact;
  • Lead efforts to improve data analytics including the identification of trends, causality and projection of expected and actual results;
  • Lead the development of modelling tools to project ex-ante results of parametrized variables for the enhanced effectiveness and impact of funded activities.
  • Devise MEL tools and processes to evolve and maintain their responsiveness to evolutions in the field, GCF policies, and stakeholders needs;
  • Generate knowledge management products on MEL such as handbooks, toolkits for indicators, methodologies for calculation; lessons learnt; webinars, etc.

Requirements (Education, experience, technical competencies required :

  • Masters level in economics, finance, business administration, sustainable development, climate policy, environmental sciences, or related fields. A Bachelor’s degree in relevant fields with an additional two years of relevant experience may be considered in lieu of the Master’s degree requirement;
  • A minimum of nine (9) of relevant work experience in evaluation, monitoring and learning of development or climate related programmes;
  • Outstanding interpersonal, communications, listening, relationship management, collaborative, and negotiation skills
  • A team-player with a proactive, solution-oriented and can-do attitude;
  • Strong M&E design skills and;
  • Proficiency in applying mix-methods, econometric models in complex climate change projects;
  • Strong competence and professional skills in standard software such as Excel, Word, PowerPoint, Outlook, and Access;
  • Experience in using analytics and statistical software packages, and database management systems;
  • Experience in developing quantitative and qualitative modelling work. Familiarity with systems dynamics would be an advantage.
  • Excellent written and oral communication skills in English are essential for this position; knowledge of another UN language an advantage;
  • Excellent presentation skills;
  • Strong data management skills;
  • Ability to articulate complex issues verbally and in writing in a concise manner;
  • Project implementation and experience in an international setting are advantageous.
