Position Description
The Monitoring and Implementation Director is responsible for leading all monitoring and evaluation, research, adaptive management, learning cycle, and data management aspects of the project. The position also oversees successful Activity implementation, leading a high-functioning team. The position ensures reporting against required Activity indicators. This position reports to the Chief of Party and is based in San Juan de la Maguana, Dominican Republic.

Mentor and oversee research, monitoring, evaluation, adapting, and learning functions and related project staff to ensure Activity implementation is effectively supported.
Coordinate the development and oversee the implementation of the Activity Monitoring, Evaluation, and Learning Plan as well as annual revisions as applicable.
Develop, manage, and implement the project’s monitoring and evaluation systems and tools, including relevant performance evaluations, complementary research studies, and annual targets and ensure compliance to USAID requirements.
Oversee and monitor the progress of implementation of project activities conducted by grantees and partners in priority geographies.
Ensure close communication and knowledge sharing between field teams.
Supervise the collection, analysis, and reporting on performance indicators by other team members and project counterparts.
Ensure adherence to USAID and RTI data quality principles, inclusive and crisis-resilient data collection approaches, and gender and disability inclusive reporting in all aspects of Activity Monitoring, Evaluation, Research, Learning & Adapting (MERLA).
Coordinate the preparation of monthly, quarterly, and annual progress reports on the status of project implementation for timely submission; contribute to other project reports such as annual work plans.
Regularly consult with relevant stakeholders to inform project MERLA approaches.
Organize and undertake frequent trips to Activity sites across Dominican Republic to ensure sound implementation of MERLA programming and to verify results reported by staff, partners or consultants.
Develop and implement practices to ensure a high level of staff morale and retention.
Demonstrate professional behavior, including a commitment to gender sensitivity, social inclusion, and climate and environmental protection and being a team player within the project, and growing and learning.
Perform other duties as assigned by the Chief of Party.
Qualifications
Qualifications:

Bachelor’s Degree and 12 years of experience or a master’s degree and 10 years of experience in the following fields: Education, Economics, Migration, Violence Prevention, Statistics, or a relevant field
Demonstrated experience in senior-level supervision and management.
Prior experience with quantitative and qualitative M&E
Prior experience in Collaboration, Learning and Adapting (CLA) for knowledge sharing and resiliency programs.
Experience managing a complex MERLA program component or portfolio of complex MERLA activities contracts and supervising staff.
Experience in the formulation and monitoring of a theory of change and the establishment of a results framework to ascertain performance and impact indicators.
Experience in conducting impact evaluation, and counterfactual experimental evaluations.
Verbal and written fluency in Spanish. Professionally proficient in English is required.
