Signing of the Chittagong Hill Tracts Peace Accord in 1997 was a major political achievement marking the end of a protracted low intensity conflict in the region. One of the key government strategies outlined in the 8th Five-Year Plans is to fully implement the provisions of the Peace Accord. The government also aims at implementing accelerated development activities in the region. Despite these good intentions, CHT still suffers from its remote location, diverse ethnic composition, and limited infrastructure, impacting essential services such education, healthcare, and water access. Despite commitments, the CHT institutions haven’t achieved their full potential due mainly to undefined roles and pending elections, hindering effective service delivery and regional governance. The unique biodiversity of the CHT, including forests, wildlife habitats, and waterbodies, is at risk due to diversion of forest land for population and settlement growth, inappropriate agricultural practices, and climate change.
To continue the momentum of successful implementation of the Promotion of Development and Confidence Building in CHT project (2003–2016) and Strengthening Inclusive Development in CHT (SID-CHT 2017-2023), MoCHTA and UNDP, with assistance from a number of Development Partners, have undertaken a new project titled “Ecosystem Restoration and Resilient Development in the Chittagong Hill Tracts (ERRD-CHT)”. The project focuses on enhancing resilient ecosystems, development and governance in the CHT by building community and ecosystem resilience through various development and conservation outputs and activities. Support for resilient livelihoods and micro-enterprises will be combined while conserving ecosystems and biodiversity and improving local governance by empowering local communities, including women and youth and marginalized sections, and institutions in partnerships with the Government of Bangladesh (GoB), counterparts, traditional leaders, and development partners.
The ERRD-CHT Project will produce results on four interlinked levels, thereby strengthening the ability of the population to enhance resilience, development and governance that impact the people’s lives and livelihoods. The main objective of ERRD-CHT project is “to strengthen gender-responsive resilience and development through improved governance and ecosystems, and adaptive livelihoods with market access.” which will be achieved through the following four Outputs:
- Output 1: Improved and resilient forest ecosystems and livelihoods.
- Output 2: Enhanced capacity and institutional building of the CHT institutions and strengthened democratic governance with increased people’s participation, responsive communities and more effective service delivery.
- Output 3: Inclusive and gender-responsive learning and empowerment among women and girls.
- Output 4: Enabled environment for self-reliant youth development and leadership.
The project will be implemented in all 121 Unions of 26 Upazilas in the three Hill Districts of Rangamati, Khagrachari and Bandarban. In the CHT, nearly 100,000 rural- and urban households will directly benefit from the project. It will include the extreme urban and rural poor and vulnerable groups, including women and youth.
Monitoring and Reporting Analyst will be a key member of the Gender, Community Cohesion and Women Empowerment Team of ERRD-CHT and under direct supervision of Gender and Community Cohesion Analyst and with technical guidance from PMR Analyst , the incumbent will be responsible for planning, designing, developing and implementing monitoring, evaluation and reporting of all activities related to Global Affairs Canada funded components- i. Women and Girls Empowerment through Inclusive Education in CHT, ii. Community Resilience through Locally-led Inclusive Adaptation Project (CoRLIA), capacity building of communities, different sub-project activities supported under ERRD-CHT project including funding from GoB etc. S/he will analyse the data regularly and share with the senior management for strategic decision. S/he will develop a web-based monitoring system for monitoring project activities, results, lessons learned and risks on a regular basis. S/he will closely work with the PMR (Planning, Monitoring & Reporting) Analyst, programme focal persons, district teams as well as different partners including Hill District Councils (HDCs) and partner NGOs. The incumbent will be responsible for the management and maintenance of database and web-based monitoring system in relation to the project activities. S/he will design the performance/capacity assessment tools and strategy and measuring progress of results. S/he will be responsible for developing capacity of the staff on MEL in order to ensure quality MEL implementation and performance of the project. S/he will supervise and guide an M&E Associate to be recruited under other sub-projects. S/he will play an inter linking coordination and supporting role to all unit/team of ERRD-CHT project (Planning, Monitoring and Reporting Unit, Livelihoods, Climate Change and NRM Team, Gender, Community Cohesion and Women Empowerment Team, MoCHTA Coordination and Capacity Building Team, and Forest, Biodiversity and Watershed Management Team) in order to achieve his/her deliverables.

Specific Duties and Responsibilities:
Ensure Effective Planning, Coordination, Monitoring and Reporting
- Design and develop necessary data collection tools, formats, and methodologies for different project activities, implement them and provide orientation to field staff for their proper application and use;
- Closely work with all project team members and PMR unit in preparing the activity Work Plans and Reports (annual, quarter and monthly) with results and targets for different components;
- Prepare expenditure and activity implementation plans with necessary guidelines (implementation modalities, etc.) and budget;
- Prepare District and Upazila wise work plans and implementation guidelines;
- Monitor activities, inputs, outputs, budget, effects and impact of different project activities;
- Conduct MEL workshops and orientation sessions for project staff and partners on a regular basis;
- Conduct field visits and data validation regularly and prepare field reports; and
- Design and implement outcome studies for donor and UNDP requirements.
- Produce high quality case studies and monitoring/evaluation/survey reports.
Ensure Processing, Analyzing, Learning and Evaluation of relevant data bases
- Collect, compile, analyze and manage relevant databases on a regular basis for creating knowledge base for MEL purposes;
- Design and manage surveys for assessing the capacity/performance of the concerned institutions and beneficiaries targeted;
- Work with partners to ensure the collection and use of relevant and appropriate data;
- Design appropriate PME (Participatory, Monitoring and Evaluation) tools for beneficiaries/communities and ensure implementation at the field level;
- Ensure storage and protection of data and manage knowledge base in coordination with the PMR unit and UNDP compliance;
- Prepare and coordinate regular mid-term and end-term evaluation reports;
- Conduct periodic Data Quality Assessment (DQA) as per requirements and share reports with recommendation for project improvements;
- Capture lessons learned/good practices and disseminate as appropriate; and
- Design necessary tools and techniques for capturing successful cases and managing case study capturing exercises.
Facilitate Capacity Building on Monitoring Evaluation and Learning (MEL)
- Assist, demonstrate and orient field teams, partner NGOs, FD and HDCs in developing realistic plans and managing MEL activities;
- Organize and conduct need-based training on planning and MEL for field teams;
- Assist in the preparation of reports on the findings and lessons learned from project interventions by field staff and partner organisations;
- Facilitate capacity building for implementing partners to enable them to monitor and evaluate their own effort, gather, verify and rectify relevant data and produce required reports;
- Assist the field staff and partners in managing data base and producing high quality reports; and
- Perform any other duties as assigned by the management.
Design and Development of Web-based Monitoring System
- Design, develop, set up and implement an integrated web-based MEL system with effective monitoring tools and formats as applicable for projects;
- Complement the web-based MEL system with the offline MEL system for project sites that have inadequate communication and internet facilities.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

- Advanced university degree (master’s degree or equivalent) in Statistics, Economics, Development Studies, Social Studies/Social Science, or any other related discipline is required. Or
- First-level university degree (bachelor’s degree) in the areas mentioned above, in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree
- Up to 2 years (with Master´s degree) or minimum 2 years (with Batchelor’s degree) of working experience in handling MEL functions, preferably in an integrated development project is required.
- Extensive experience in designing tools and strategies for data collection, analysis, and production of reports.
- Demonstrate experience in developing and implementing web-based M&E monitoring system.
- Demonstrate ability in the design of methods and strategies to produce, analyse data, use and share information with a variety of actors in different environments.
- Experience in working on different donor funded project of UNDP or INGO projects be an added advantage.
- Experience in working CHT will be an added advantage.
- Ability to analyse trends to identify the risks and benefits of different options for data collection and validation is an asset.
- Demonstrated ability of high-quality report writing with state-of-the-art graphs, charts etc is desired
Language Requirement:
- Fluency in English and Bangla is required
- Working knowledge in any of the CHT languages or Chittagonian dialect is desirable.
