OVERVIEW OF THE FUNCTIONS OF THE POST
Under the overall supervision of the Head of the UNESCO Desk for Ukraine, based in Kyiv, the Monitoring and Reporting Officer will work closely with projects’ units in Kyiv, L’viv and Headquarters, supporting UNESCO programme activities and projects’ implementation. For this purpose, the M&R Officer shall:
Main duties and responsibilities
- Develop and maintain a system for project data collection, analysis and storage from all projects currently being implemented by UNESCO Ukraine team.
- Verify project data accuracy and ensure quality assurance in narrative writing and report preparation, including supporting the production pipeline for various publications and reports.
- Contribute to the development and improvement of indicators, results frameworks and monitoring and evaluation frameworks for the ongoing and future projects.
- Work closely with Headquarters and Kyiv Desk to provide and validate data and information upon request, coordinating with various internal and external teams for the production of education reports and supplementary materials.
- Ensure accurate and timely data reporting and sharing on both UNESCO’s internal platforms and inter-agency portals, maintaining consistency and reliability of information.
- Keep update ININFO portal with relevant data on UNESCO projects
- Actively participate in relevant working groups and meetings.
- Conduct regular data collection to monitor project performance against project documents, evaluate the impact of programs, and make recommendations for improvement.
- Undertake occasional field visits to monitor project quality and provide support to project teams.
- Prepare periodic progress reports, ensuring that field-based monitoring data is regularly collated and made available for reporting purposes.
- Provide support in informal translation and interpretation between Ukrainian to English.
- Undertake other tasks as deemed relevant by the direct supervisor and/or UNESCO Education management.

Expected results:
- Through systematic mapping, data verification, and quality assurance, programmes should demonstrate improved quality and effectiveness.
- Officer’s support should contribute to the timely and effective implementation of UNESCO projects in Ukraine, aligning with the Organization objectives.
- Regular and effective monitoring, data collection, and comprehensive reporting should result in accurate and timely documentation of project progress and outcomes.
- The officer’s role in monitoring and recommendations should lead to measurable improvements in the impact and sustainability of on-going and pipeline projects.
- Regular data and information sharing with stakeholders are expected to foster stronger partnerships and collaboration in the domains of UNESCO mandates and initiatives.

REQUIRED QUALIFICATIONS
Academic qualifications
- A degree in Economics, Education, Social Sciences, Development Studies, or a related field
Experience
- A minimum of four (4) years of work experience in program planning, implementation, monitoring, and reporting in the education sector, preferably within a humanitarian or development context.
Skills/competencies
- Ability to manage information objectively, accurately, and confidentially.
- Flexibility and adaptability to work schedules and priorities according to workload, emergencies, and deadlines.
- Ability to design, work and execute tasks independently with thoroughness, care, and method.
- Excellent interpersonal skills and the ability to work effectively in a team and in a multicultural environment.
- Very good IT skills (Microsoft Word, Excel, PowerPoint, Intranet, Internet, etc.).
Languages
- Excellent knowledge (written and spoken) of English and Ukrainian.
DESIRABLE QUALIFICATIONS
- Proficiency in data collection, analysis, and reporting, along with experience in using various monitoring and evaluation tools and methodologies.
- Experience in implementation of education projects in Ukraine.
- Solid understanding of UNESCO mandate and action.
- Relevant professional experience in UN System or at the international level.
