- Despite the economic growth of the last decade, the level of food insecurity has been stagnant over the past five years in Armenia. Although the situation is improving for a large share of the population, one fourth of the population remains food insecure and do not have access to adequate nutrition. The recent years multiple shocks including COVID-19, the 44-day war, price inflation, escalation of military actions at the borders of Armenia and influx of refugees in September 2023, has impacted the resilience levels of the population residing in Armenia and more than 50% are marginally food secure, meaning that another shock may increase food vulnerability levels further. WFP works on promoting the four pillars of food security to enhance food availability, access, utilisation and stability in Armenia.
- WFP is implementing inter-linked activities in all regions to improve the food security and livelihoods, as well as to build capacity and resilience of households, communities, regional and national authorities towards shocks.
- WFP aims to nationalise projects, whereby national capacity strengthening, and local community engagement is key to ensure that activities are owned and carried forward by the communities and national authorities. WFP has its main office in Yerevan and three field offices in Syunik (Kapan), Gegharkunik (Sevan) and Lori (Vanadzor) regions.
- WFP Armenia Country Office has identified the need for further strengthening monitoring in the field, in particular in the Northern and Southern regions. WFP is therefore establishing two new monitoring positions in Kapan and Vanadzor field offices.
ACCOUNTABILITIES/RESPONSIBILITIES:
Under the overall guidance of the Head of Research, Analysis and Monitoring and the direct supervision of M&E officer, the Monitoring Assistant will be responsible for the following duties:
- Conduct process, output and outcome monitoring activities.
- Support the programme staff in understanding other positive/ negative impacts and multiplier effects of assistance provided.
- Support programme staff in identifying potential connectors and non-transactional partnerships which can enhance the nationalization and local ownership.
- Within the specific area of responsibility, support in collecting, compiling data and support analysis and preparation of reports to support operational decision-making.
- Verify the planned assistance, reporting issues or discrepancies to the supervisor and programme colleagues for timely resolution of problems and to ensure that the quantity and the quality of the operation is in line with WFP standards.
- Maintain information records and monitoring plan documentation, such as records of commodity movements and programme checklists, in order to assist in the effective delivery and distribution of food items or non-food items.
- Liaise with cooperating partners and internal counterparts to gather feedback and comments to support programme reviews and improve services.
- Prepare field mission reports to document programme implementation.
- Work as a team with the programme staff located at the field office.
- Other as required.
QUALIFICATIONS & EXPERIENCE REQUIRED
Education:
- Completion of secondary school education, bachelor’s degree in economics, Statistics, Information Technology, Business Management or other relevant field is desirable.
Experience:
- At least five years of progressively responsible work experience in database management, statistical analyses, visualization, and design. The experience of monitoring and research of agricultural projects.
Knowledge & Skills:
- Strong analytical skills; Data gathering and cleaning abilities; Ability to easily grasp and put into action new ideas, concepts, and approaches; Strong computer and statistical analysis skills; Proficiency in MS Office (Word, Excel and PowerPoint); Ability to work under pressure and meet tight deadlines; Capacity to perform statistical analyses and data visualization.
Languages:
- Fluency in Armenian, and highly competent in both oral and written English language; working knowledge (level B) of Russian language is desired.
