The MEAL Officer will have a country-level focus to ensure advanced accountability to the affected population. S/he will ensure that areas of accountability are understood and implemented in each of the area offices. This includes informing beneficiaries of the available complaint mechanisms, managing complaints at a country level and feedback mechanism and ensuring it is understood and disseminated through all DRC projects in the area. The role will be responsible for planning and conducting monitoring activities, communicating information, gathering data from the field and following up on activities in order to get feedback on the quality and relevance of the assistance to be analyzed and reported later.                                                                         

Responsibilities

Accountability:

  • Raise awareness among beneficiaries, employees, and stakeholders about DRC Community Feedback Mechanisms (CFM) through various channels.
  • Supervise and contribute to the operation of DRC KRI hotline.
  • Register all feedback, complaints, and information requests received through various channels in the DRC online platform, and ensure appropriate referral to relevant managers while maintaining complainant protection and confidentiality throughout the process.
  • Ensure availability, functionality, and responsiveness of all complaint channels (hotlines, SMS, complaint boxes, service desks) at DRC Offices, centers, and project implementation locations
  • Maintain and enhance complaint registration tool, information-sharing materials, and CFM awareness raising materials through collaborative and participatory efforts.
  • Contribute inputs and collaborate on updating and improving standards and processes for managing complaints and feedback.

Monitoring and evaluation activities:

  • Plan and conduct monitoring and data collection activities with DRC beneficiaries using a varied suite of tools
  • Support the development of data collection methodology and tools
  • Regularly undertake field monitoring visits
  • Monitor and update the MEAL and accountability workplan for active projects on a weekly basis.
  • Ensure the high quality of data by ensuring the accurate data collection, data entry and upload as well as basic analysis of information
  • Ensure timely reporting on monitoring activities in line with work plans and project timeline
  • Work closely with the livelihood team, conducting any monitoring activities and data verification surveys for the livelihood projects
  • Attend Grant Review Meetings (GRMs) to represent MEAL and share findings.
  • Manage enumerators’ work and paper as well as provide them with training and supervision as needed for quality data collection.

Other

  • Conduct duties in accordance with DRC Iraq programme Standard Operating Procedures (SOPs);
  • Conduct duties in accordance with DRC Code of Conduct.
  • Ensure compliance with DRC AGD policy and AGD programmatic minimum standards.
  • Ensure compliance with the zero-tolerance to Sexual Exploitation and Abuse policy .
  • Any other duties as may be assigned by the Line Manager.

Experience and technical competencies

Essential

  • Minimum 2 years of relevant work experience – preferably in social work, community development, non-governmental organizations, or civil society.
  • Knowledge/experience with Monitoring & Evaluation specifically, information management or accountability
  • Ability to respect and maintain confidentiality.
  • Good knowledge of data analysis practices and tools
  • Good reporting and communication skills.
  • Excellent skill in MS Word, Excel, and PowerPoint.
  • Advanced English proficiency.
  • Fluency in local language.
