As such, UNDP is seeking a Monitoring and Evaluation (M&E) Analyst who is willing to be based in Cotabato City, and who will support the Peace & Stabilization Programme Team (PSPT) Project/s in establishing the M&E system.

The M&E Analyst will work closely with local authorities, UN agencies, and various stakeholders to ensure a coordinated approach to conflict prevention, conflict mediation, conflict resolution, peacebuilding, and normalization activities. The M&E Analyst will support the implementation of initiatives ensuring close monitoring and reporting on the achievement of key outputs. The M&E Analyst will also support and closely monitor the work of the PSPT Project Teams. He/She will also be monitoring corporate compliance requirements and  take the lead, and in coordination with the Project Managers, in drafting reports and correspondence  with  development partners (i.e. donor/s) and government agencies (e.g. NEDA and BARMM Ministires, etc.). Together with PSPT project team members and partners, s/he will support the identification planning, designing, reporting and guide the implementation of interventions and provide quality assurance relative to the established progress on indicators, tracking achievements, challenges encountered and providing mitigation pathways. S/he will provide relevant data that will inform decision making by the PSPT Team Leader and the Project Manager/s  in line with the overall strategic objectives of the  UNDP and PSPT. S/he will carry out capacity building and mentoring of staff and partners, and conduct field visits, whenever required, to come up with realistic programmatic support.

Duties and Responsibilities

Under the overall guidance and direct supervision of the Project Manager, the M&E Analyst will be tasked to deliver distinct outputs of the PSPT project, to ensure quality implementation. He/She will work with UNDP’s key partners and stakeholders, to deliver distinct outputs of the project, to ensure the quality implementation – from capacity building, management of human and financial resources, oversee the monitoring, evaluation and communication framework towards achievement of delivery targets.

Programme Management and Analysis

  • Support planning, design, management, and reporting of the PSPTProjects, including through strategic and technical guidance; Ensure consistency and alignment of the PSPT Projects with the UNDP’s Country Programme Document and Strategic Plan
  • Provide analysis and written outputs on the work of the PSPT Projects, emerging issues and their impact for the implementation of the PSPT projects;Support the Project Teams in the drafting and implementing of multi-year and Annual Work Plans;
  • Develop, review and update as needed the Projects’ Theory of Change (TOC), Results and Resource Framework, M&E plan and Risk Log both in Quantum and offline monitoring,  ensuring alignment with program goals and donor requirements following UNDP policies, guidelines and tools. 
  • Support partnership with think tanks, academic and research institutions and lead on specified action researchers that will contribute to the implementation of the PSPT projects; 
  • Support the Project Teams and Project Personnel in the preparation of key events, such as the Project Board Meeting, Project Donor visits to the project sites, and turnover ceremonies
  • Support the PSPT in drafting and revising technical reports, donor reports, and project proposals for resource mobilization .

Monitoring, Evaluation and Reporting:

  • Implement, monitor, assess, and update M&E plans as necessary, Develop participatory tools on monitoring to ensure that all indicators are tracked. Ensure monitoring and evaluation of the Projects, including through recommending improvement of logical frameworks to align to the UNDP CPD and SP; 
  • Progressively assess the relevance, effectiveness, efficiency, impact and sustainability of the project, including through regular reviews;
  • Provide strategic advice to the Programme Team Leader and Project Manager/s  suggesting strategies to improve project implementation, management and impact;
  • Develop the M&E system with the support from Project teams, setting up standard procedures and processes to ensure credible, reliable, timely and cost-effective monitoring data needed to inform ongoing management decisions, strategic planning, learning, and uphold accountability;
  • Prepare corporate and donor requirements for PSPT Projects while ensuring timely and quality submission of reports, progress is highlighted, impact documented, gaps identified, and corrective measures recommended;
  • Lead and coordinate programme and project evaluations in compliance with UNDP Evaluation Guidelines ; Consolidates semestral progress reports with relevant data;
  • Orient staff and partners / stakeholders on aspects of M&E and reporting for quality reporting; Organize and support monitoring and evaluation missions involving UNDP, the Philippine Government, donor delegates to visit field sites and activities on the ground;
  • Develop an M&E database and dashboard and provide support to the Programme Team to identify M&E-related challenges and develop a methodology to resolve the issues and improve the capacity.
  • Take the lead in providing inputs to global reporting platforms (e.g. Results Oriented Annual Reports, Country Office Business Plans, various UNDP Global and Country Office dashboards, etc.)

Knowledge Management:

  • Identify and formulate lessons learned and recommendations to be integrated into UNDP’s broader knowledge management efforts; 
  • Contribute to relevant knowledge networks and communities of practice, with a view to facilitate innovation and knowledge sharing mechanisms; 
  • Liaise with the Communications Team to plan launches, events and other activities designed to bring attention to the results and findings of the PSPT program;
  • To finalize outreach, communication and reporting materials and packages to supportfor resource mobilization and general communication efforts;
  • Contribute to the projects’ visibility in UNDP’s social media accounts and website through articles, blogs, inputs to the development of results/impact stories and other social media content

Required Skills and Experience
Education:
  • Advanced university degree (master’s degree or equivalent) in public policy, project management, social policy, political science, economics, business administration, development studies, or a related field, or
  • A first-level university degree (bachelor’s degree) in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree
Experience:
  • Minimum 2 years (with master’s degree) or 4 years (with bachelor’s degree) of relevant experience at the national or international level of progressively responsible experience in programme management, with a focus on crisis/ post conflict areas, is required.
  • Excellent computer literacy and skills on MS Word, Excel, and PowerPoint, database systems, and overall report writing, is required;
  • Relevant field experience in emergency situations (complex emergency or natural disaster) is desirable
  • Extensive experience in M&E of humanitarian, peacebuilding and/or development programmes for internally-displaced communities in the different provinces of the BARMM
  • Experience in monitoring and reporting on projects / programmes funded by multiple donors and with political sensitivity is desirable.
  • Experience in monitoring and reporting projects related to peacebuilding, community area development and community transformation is an advantage.
  • Expertise in analyzing data using statistical software is an asset
  • Previous working experience with a UN organization or other international organizations at local or international level is desirable
  • Previous working experience in Mindanao , particularly in the BARMM
  • Knowledge of local languages in Mindanao is desirable
Required Languages:
  • Excellent written and verbal English language skills is required
  • Fluency in Filipino and/or local languages is required (e.g. Mindanao Cebuano, Ilonggo, Maguindanaoan, Maranao, Tausug, etc.)
