This job opening is being advertised for the position of Monitoring and Evaluation (M&E) Officer located in the OCHA Office in Garowe, Puntland, Somalia. Under the overall guidance of the HAO/Pooled Fund Manager (Accountability), OCHA Somalia, and direct supervision of the Monitoring and Evaluation Specialist, participates in the overall implementation of the SHF Accountability Framework and works in close collaboration with the HFU and other OCHA Somalia staff, as well as cluster coordination staff. He/she will travel extensively to the SHF project locations within Somalia to assist with implementing the SHF Accountability Framework, with a focus on monitoring, and contribute to other programmatic aspects of the management of the SHF.

Key Duties and Responsibilities:

Support the implementation of the monitoring pillar of the SHF accountability framework.

  • Contribute to the development and implementation of monitoring plans in line with allocation funding modalities;
  • Assist in the planning and execution of  project field site monitoring missions in line with the monitoring plan and in close coordination with OCHA Somalia sub-offices and cluster coordination staff;
  • Assist in promoting monitoring, financial spot-checks, audits, and evaluations as means of guiding and supporting agencies implementing the SHF-funded projects;
  • Assist in the planning of third-party monitoring (TPM), remote call monitoring (RCM) and other types of field monitoring;
  • Assist in providing training on monitoring and reporting to the SHF implementing partners’ staff, including programmatic capacity support;
  • Assist in the orientation and training of  OCHA field staff and cluster support staff on the SHF monitoring tools and methods, as well as verification of the accuracy of reports submitted by recipient organizations;
  • Assist in the review of project monitoring reports, analyze results and lessons learnt, and follow up on recommendations with the SHF implementing partners;
  • Contribute to the development of the internal RCM/ TPM system/tools and recommend improvements based on lessons learned;
  • Support on matters related to contracting of monitoring (TPM, RCM) and capacity assessment vendors.
  • Assist in developing contextualized feedback and complaints infrastructures, mechanisms, and approaches to receive feedback and complaints from beneficiaries. 
  • Assist in the collection and management of complaints and feedback in close coordination with Programme and finance team. Track timeliness of response to complaints and maintain an updated  Programme  complaints tracker

Supports funding information management 

  • Support the periodic update of project monitoring timelines, results and recommendations in the Grant Management System (GMS);
  • Participate in the request and review of partner due diligence information/document submissions and corresponding status update in GMS;
  • Periodically upload the SHF partner capacity assessment information in the GMS and the Risk Management Unit (RMU)–managed Contractor Information Management System (CIMS).

Support financial verification and capacity building of partners 

  • Support the planning and execution of financial spot-checks in line with the SHF operational modalities;
  • Assist in the submission and return of implementing partners’ financial documentation for spot-checks in OCHA field offices.
  • Assist in the planning and training of partners on best practices, rules and guidelines in relation to financial management, audits, fraud controls, risk management and reporting.
  • Assist in providing logistical support during project audits to HFU staff, auditors or implementing partners.

Support knowledge-building and knowledge-sharing on finance, monitoring & evaluation within OCHA Somalia, clusters and the SHF implementing partners

  • Assist in the identification and and synthesis of finance, monitoring and evaluation best practices, lessons learned and recommendations to be integrated into fund management efforts and channeled into decision-making processes; 
  • Contribute to the Accountability to Affected Population (AAP)/Communication with Communities (CwC) forums among Somalia humanitarian actors;
  • Assist in enhancing OCHA’s collaboration and coordination role with other UN agencies, government agencies, NGOs, and other organizations on monitoring and evaluation issues;
  • Support other programmatic aspects of the management of the SHF, including allocation processes (project reviews, review meetings, etc.);
  • Seek professional growth through active learning.

Qualifications:

Education:  

  • Master’s degree or equivalent in International Relations, Political Science, Economics, or related social sciences in combination with two years of relevant work experience.
  • A bachelor’s degree in international relations, Political Science, Economics, or related social sciences with four years of relevant work experience may be accepted in lieu of the advanced university degree.

Experience:

  • Two (2) years with (a master’s degree) or four (4) years with a bachelor’s degree) of relevant working experience at the national or international level providing hands-on experience in designing, monitoring, and evaluating projects is required.
  • Experience with new monitoring tools such as remote call monitoring, aerial photography, SMS campaigns, mobile money monitoring, or biometry is desirable.
  • Good knowledge of financial control systems and previous exposure to accounting and auditing tools is desirable.
  • Experience in Humanitarian Coordination and knowledge of the cluster system is desirable.
  • Active exposure to the cluster coordination system in Somalia is an asset.
  • Experience using computers and office software packages and good knowledge and experience handling web-based management systems, ODK, Kobo collect, or PowerBI is desirable.
  • Knowledge of social accountability and feedback mechanisms 
  • Excellent writing skills with a clear understanding of the log frame are desirable.

Language requirements

  • Fluency in English and Somali is required.
