This position will be based in Tshikapa – Kassaï Province

As part of the implementation of the Rotary Healthy Communities Challenge (RHCC) project in the Democratic Republic of Congo, PATH is looking for a Monitoring, Evaluation and Technical Associate to support the collection, compilation and reporting of project data. Under the direct supervision of the HRCC Project Manager, the recruited person will work closely with provincial and health zone teams, community health workers and technical partners to ensure regular monitoring of activities and documentation of progress.

He/she will contribute to the consolidation and regular transmission of data from health zones, to support IT and community relays for the verification of the quality of the information collected, as well as to participation in joint training and supervision in the field. Under the coordination of the RHCC Project Manager, he/she will ensure data quality, reliability, and timeliness, participate in data quality audits and routine analyses, and work closely with provincial teams, health authorities, and implementing partners to facilitate informed decision-making based on the use of collected data.

Responsibilities:

• Oversee the quality of data transmitted by SSCs and HZs via DHIS2/IASO; Audit data, support r-QA visits, and produce monthly reports.
• Contribute to the implementation of the project’s monitoring and evaluation plan in collaboration with partners (PNLP, PNECHOL-MD, WV) and the central level.
• Train and support community providers on M&E tools, indicators, and the optimal use of data platforms.
• Participate in joint supervision with nurses and management teams to audit the quality of data and improve care in SSCs according to community IMCI standards.
• Perform periodic data analysis to measure the progress of the project objectives and propose adjustments.
• Participate in data validation meetings in the health zone under his/her responsibility,
• Support the drafting of technical reports on the level of achievement of project performance indicators.
• Participate in provincial and national M&E coordination meetings, or monitoring of iCCM indicators.
• Support the organization of impact surveys or assessments, including the development of collection tools and analysis.
• Support the documentation of successes and lessons learned related to community-level activities (CODESA, CAC, CHW, etc.).
• Perform any other M&E related tasks as required by the project.

Required Skills & Experience

• Bachelor’s degree in public health, Medical Sciences, Statistics or another related field.

• Minimum 3 years of experience in monitoring and evaluation of health programs
• Proven experience in the use of National Health Information System tools – DHIS2, IASO and ODK and Kobo Collect mobile apps.
• Experience in supervising and building the capacity of care providers and community actors.
• Statistical analysis (Excel, SPSS, or R).
• Writing technical reports and supporting the documentation of project successes and lessons learned at the community level (CODESA, CAC, CHW, etc.), to promote the capitalization of project experiences.
• Knowledge of integrated management of childhood illness approaches at the community level iCCM/PCIMNE-C.
• Proficiency in MS Office tools (Word, PowerPoint, Teams, Outlook).
• Ability to work in a team, independently and under pressure.
• Excellent communication skills, critical analysis and synthesis skills, rigor and ability to work in resource-limited settings.
• Fluency in French (spoken and written); knowledge of a local language of Kasai is desirable.
• Ability to ride the motorcycle, highly desired
• Travel required Up to 60% of the time in supported health zones, sometimes with access difficulties.
