Position and Project Summary
Kaizen is seeking a Monitoring, Evaluation and Learning (MEL) Director for the anticipated United States Agency for International Development (USAID) Cambodia Localization Support Activity. To support USAID/Cambodia efforts to ensure that local actors are leading Cambodia’s development. Primary services under the prospective activity will cover the three categories: support for Mission staff to improve local partnership; monitoring, evaluation and learning; and capacity strengthening for local actors. These services will assist the Mission in contributing to the Agency’s localization agenda and indicators. These efforts align with the goal of USAID/Cambodia’s 2020-2025 Country Development Cooperation Strategy (CDCS): “Cambodia becomes a more open, prosperous, resilient, and inclusive partner in the Indo-Pacific region. The MEL Director will lead and oversee the provision of MEL related support to the Mission including third party monitoring, implementing accountability and feedback plans, partner landscape analyses, and data quality assessments. 

Duties and Responsibilities

  • Lead Collaboration, Learning and Adapting (CLA) for USAID/Cambodia as well as for activity to ensure continuously learning from ongoing work in Cambodia as well as from global best practices and methodologies
  • Provide USAID/Cambodia with guidance on hiring and training of MEL staff
  • In collaboration with USAID, identifying training needs for program monitoring within the mission and amongst local implementing partners
  • Lead MEL capacity strengthening of USAID/Cambodia staff
  • Assist with strengthening the capacity of local MEL professionals and organizations through coaching, on-the-job trainings, and webinars
  • Oversee data collection for Accountability and Feedback Plans on activity context, implementation, and results from a variety of stakeholders.
  • Integrate local voices in programs using required feedback plans, emphasizing local accountability.
  • Lead the monitoring and evaluation of capacity strengthening efforts, including measuring against key USAID localization indicators CBLD-9, 10, and 11
  • Use Complexity-Aware Monitoring Approaches and Complementary Monitoring and qualitative measures that capture local perspectives and systems change.
  • Other duties as required by the Activity.

Qualifications

  • An advanced university degree in international relations, economics, statistics, political science, public policy, or other relevant field, or an equivalent combination of education and experience.
  • A minimum of 8 years of experience in monitoring, evaluation, and learning positions.
  • Experience in the following is highly desirable:
    • Preparing and delivering training and training materials
    • Partner Landscape Analysis
    • Indicator development, data collection and analysis, data quality assessments, third party monitoring, and/or performance monitoring and reporting
    • Implementing Accountability and Feedback plans
    • Creating and managing performance monitoring plans
    • Designing performance and impact evaluations of development interventions
    • Designing and field-testing surveys and other data collection instruments
    • Familiarity with USAID policies relating to evaluation and performance management
  • Strong written and oral communication, and excellent interpersonal skills.
  • Experience in Cambodia is preferred, regional experience is required
  • Fluency in English, required
  • Fluency in Khmer, preferred
