This Proposal Opportunity:

Palladium seeks an experienced MEL Director for the anticipated USAID/Cambodia five-year ($25-35 million) Sustainable Outcomes through Primary Healthcare Integration (SOPHI) activity. The goal of SOPHI is to improve access to and utilization of integrated, sustainably-financed primary and community health care services. The project specifically aims to enhance the integration of community health systems, improve coordination among national programs and centers, increase sustainable health financing to support the expansion of Primary Health Care (PHC) and Universal Health Coverage (UHC), and strengthen the integration and sustainability of health services. It will also focus on advancing Social Behavior Change (SBC), particularly for priority public health programs. The initiative will work to build resilient access to care within networks of care (NOCs), in collaboration with the Royal Government of Cambodia (RGC), other USAID projects, and development partners working to strengthen Cambodia’s PHC systems linked to health financing and UHC reforms at both national and subnational levels. SOPHI will operate across national, subnational, and community levels to improve policy, financing, service delivery, and health-seeking behaviors related to PHC.

The Monitoring, Evaluation, and Learning (MEL) Director is a full-time position and will be responsible for leading the design and implementation of the project monitoring and evaluation framework and information system to track delivery against targets/projections, indicators, outcomes, and impact. They will be responsible for ensuring valid and verifiable data collection, reporting and analysis, and communicating program results to USAID and external stakeholders. They will link M&E data to a process of learning and iterative adaptation.

Primary Duties and Responsibilities:

  • Develop and manage the project’s MEL plan(s), indicator reference sheets, results reporting, data use systems, activities, and evaluation strategy.
  • Provide technical leadership and oversight to ensure the capture and communication of project results, as well as ensure high-quality, timely, valid, and verifiable data collection, reporting, and analysis.
  • Oversee the project’s monitoring and evaluation system and ensure compliance with USAID reporting procedures and guidelines.
  • Develop and implement a framework for project results measurement, accountability, learning, and development effectiveness, including the articulation of Theories of Change (ToC) to measure and report project success.
  • Using a CLA framework, ensure that lessons learned and best practices are captured, synthesized, reported, and disseminated. Identify data trends and communicate findings to inform program adjustments and innovation.
  • Collaborate with the technical leads of project components to ensure alignment and coordination within the M&E framework.
  • Support the prioritization and regular use of health information by project partners at national and subnational levels, leveraging routine information systems, prioritizing key indicators, and strengthening data systems for governance, coordination, and accountability in health services.
  • Coordinate and manage all monitoring, evaluation, and research deliverables for the project and ensure that all required reports and documentation for internal management and external reporting are produced in compliance with USAID guidelines.
  • Lead and build the capacity of M&E officers, including remote and field-based staff, to meet program needs and deliverables. Provide technical training as needed (e.g., on-the-job training, coaching, or formal short courses).
  • Guide team efforts in using data and research to inform evidence-based program design and adaptive management.
  • Lead and direct the project’s research agenda.

Key Competencies Required:

  • At least master’s degree or higher in M&E, Statistics, Economics, or related field.
  • Minimum 10 years’ demonstrable experience in developing and implementing MEL and CLA workplans, preferably for USAID projects.
  • Demonstrated experience in establishing and managing MEL systems that track project performance and results.
  • Experience developing, implementing, and managing performance monitoring plans (PMPs).
  • Considerable knowledge of principles, techniques and methodologies used in the monitoring and evaluation of programs and projects including quantitative, qualitative and participatory approaches and socio-economic research.
  • Demonstrated experience in gathering, organizing, and analyzing large amounts of data as well as the ability to design manageable, transparent M&E systems that report progress against indicators throughout the project life.
  • Excellent organizational and management skills to manage MEL teams and activities.
  • Experience in leading and building the capacity of M&E officers, including remote and field-based staff, in qualitative and quantitative monitoring and evaluation techniques through comprehensive staff training, mentoring, and/or coaching.
  • Strong understanding of USAID regulations and M&E reporting requirements, preferably in the health sector, as well as best practices in M&E.
  • Proficiency in data analysis software, Excel, Word, and other MS Office software.
  • Fluent in English with strong writing skills.
  • Oral and written proficiency in Khmer is an advantage.
