Background

Cameroon is compounded by three conflict-related humanitarian crises in addition to the secondary impacts of pandemics and outbreaks such as cholera that have further exacerbated the needs in-country. Incursions by Non-State Armed Groups in the Lack Chad Basin have resulted in 136,210 Nigerians seeking refuge in Cameroon, 385,372 Cameroonian IDPs, and 138,152 returnees in urgent need of humanitarian assistance. Cameroon’s East region is still home to over 315,747 refugees from the Central African Republic and the North-West South-West region is witnessing the ongoing violence that has led to the displacement of 714,159 English-speaking Cameroonians.

NRC has been operating in Cameroon since April 2017 and currently has five field offices: Maroua and Kousseri in the Far North, Buea in the South-West, Bamenda in the North-West and Batouri in the East. To provide assistance to people affected by these 3 crises, NRC is implementing 11 projects covering the three crises.

NRC implements programs in WASH, shelter, ICLA, LFS, and Education, and aims at improving the evidence-based decision-making, learning opportunities and programme design. A confirmed Monitoring, Evaluation and Learning manager is needed to lead this work.

What we are looking for:

The holder of the position should possess strong analytical skills, effective communication & presentation skills and one able to foster team cohesion.

Key skills required include data analysis and interpretation, capacity building and training, adaptability, and collaborative spirit in a diverse and dynamic environment.

What you will do: 

In this position, you will:

  • Support HOP in setting up and implementing systems for tracking management responses.
  • Contribute to fundraising by ensuring robust TOCs, MEL plans, logframes, MEL activities, budgets and staffing are incorporated into programme and project proposals.
  • Provide technical guidance and support to MEL staff at area office level.
  • Develop efficient and relevant MEL tools when needed.
  • Take the lead on external studies and evaluations.
  • Support partners, mainly LNGOs, in developing comprehensive MEL systems and tools.
  • Plan for and conduct learning moments and capitalization workshops.
  • Any other tasks as delegated by the line managers.

What you will bring:

  • At least 3-5 years of demonstrated management experience in design, implementation, and oversight of monitoring, evaluation, learning and research for large to mid-scale international projects or programmes.
  • Advanced degree in economics, research methods, social sciences or a related field.
  • Technical competency and prior experience implementing various programme evaluation methodologies and approaches.
  • Excellent analytic, communication, interpersonal, writing, collaboration, problem-solving, planning/organizing, and facilitation skills.
  • Advanced experience in qualitative and quantitative data analysis and in development of tools.
  • Experience in developing Gender-sensitive/transformative MEL systems.
  • Experience in supporting local NGO partners.
  • Experience in supporting MEL for one of NRC’s core competencies is an asset.
  • Fluency in spoken and written English and French is mandatory.
  • Knowledge of the context in Cameroon and understanding of the three ongoing crises.
  • Experience with exploratory, start-up and exit missions.
  • Capacity to perform under pressure and to observe tight deadlines.
  • Understanding and commitment to humanitarian values and principles, community engagement, and duty of care.

What we offer:

  • Duty station: Yaounde, Cameroon
  • Contract: 12-month contract (possible extension, dependent on performance & funding)
  • Travel: up to 40%
