Jhpiego seeks a Monitoring, Evaluation, and Learning (MEaL) Officer for the HPV Vaccination Program Partners Initiative (or HAPPI) Project Phase II Learning Activities. HAPPI is part of Jhpiego Philippines’ cervical cancer elimination portfolio that provides technical assistance to the Philippine government. The HAPPI Project is a consortium of international NGOs, including Jhpiego, which aims to improve HPV vaccination coverage in selected countries in Africa, South and Southeast Asia, including the Philippines, in support of 90% target on HPV vaccination of the WHO’s Global Strategy to Accelerate the Elimination of Cervical Cancer as a Public Health Problem by 2030.

The Monitoring, Evaluation, and Learning (MEaL) Officer is responsible for implementing the HAPPI Project’s Flexible Learning Activities (FLEX LA) to capture programmatic lessons learned at the subnational levels with variation of high and low coverages and systematically document success, challenges, and opportunities for growth.

Responsibilities

  • Work closely with HAPPI Project team to set contribute to program planning, identifying program priorities and directions based on data collected, successes, challenges and gaps identified;
  • Work closely with other parties that will be involved in the technical and analytic approaches, and other methodologies that will assess HPV vaccination determinants of the health system and community engagement, multi-sectoral collaboration, and framework development;
  • Manage the HAPPI Project Learning Activities and reportorial requirements of the project, particularly ensuring compliance with Jhpiego and BMGF M&E policy requirements;
  • Assure timely, accurate, quality and complete collection, data entry and reporting of project sites data through the projects’ standard reporting tools;
  • Track project Key Performance Indicators (KPIs) to determine progress against meeting the project’s goals and utilization of related data for decision making on project strategies and priorities;
  • Prepare the HAPPI Flex LA progress report submitted to donors and other stakeholders;
  • Assist in communicating the local adaption of the technical assistance and support the project to gain buy-in for the acceleration of cervical cancer elimination campaign;
  • Design and lead trainings for providers at site level on data collection, data reporting, and recording for HPV vaccination program implementation and coverage, health promotion, and communication;
  • Provide MEaL-related technical support to project implementation at the project level;
  • Ensure teams’ compliance to the project’s data management system while providing support to strategic; information-related programmatic activities which involves data collection, analysis and utilization;
  • Provide other MEaL-related guidance and expert assistance required in support of the project site team;
  • Perform necessary travel to project sites;
  • Perform other tasks as may be assigned by the Supervisor from time to time.

Required Qualifications

  • Graduate of a bachelor’s degree in a health-related course;
  • A master’s degree in any of the following is preferred: public health, development studies, data science, implementation science, or other related fields of studies;
  • Midlevel or equivalent experience working in the health sector is required;
  • Minimum of five (5) years of experience working in monitoring and evaluation, program evaluation, research and learning, or preferably in health care settings or health systems strengthening;
  • Good knowledge of monitoring, evaluation, and learning approaches, data management, and tools;
  • Knowledge in data visualization and geographic information systems (GIS) will be advantage;
  • Excellent analytical and problem-solving skills, with a strong eye for detail;
  • Experience of working in a research environment or information-generating context;
  • Strong interpersonal and communication skills;
  • Ability to work under pressure, priorities, schedule and balance workloads in the face of conflicting and uneven demands;
  • Excellent oral and written communication skills in English and Filipino; and,
  • Strong computer skills: be able to run Pivot table, SPSS, data visualization software, and other similar applications.
