Monitoring, Evaluation, and Learning (MEL) Advisor

Chemonics is seeking a Monitoring, Evaluation, and Learning (MEL) Advisor to support the newly awarded USAID JRAP. The objective of USAID JRAP is to improve the efficiency, transparency and accountability of the judicial system in the short and medium term, while increasing the availability of legal services and the capacity to adjudicate cases fairly and efficiently. JRAP has two components: (1) Strengthening the efficiency, transparency and accountability of the judicial system (2) Strengthening due process and improving integrity, transparency and access to justice.

The MEL Advisor will be responsible for developing and implementing the project’s efforts to improve the monitoring and evaluation of JRAP’s activities and interventions in Haiti. They will also be responsible for developing and implementing the project’s monitoring and evaluation plan and framework, as well as developing and operationalizing indicators, and setting and monitoring targets to measure project progress. They will report directly to the Chief of Party and will work closely with other members of the MEL, GESI, Technical, Program and Field teams.

Responsibilities:

  • Lead the design and implementation of the project Activity Monitoring and Learning Plan (AMELP) and Monitoring and Evaluation Plan.
  • Develop and conduct quarterly reviews of the AMELP against the project’s learning agenda and indicators and collaborate with other MEL leaders to adjust the AMELP based on insights from other implementing partners.
  • Support Chief of Party on quarterly and annual performance data.
  • Develop and implement indicators, set targets and monitor progress of activities against indicators.
  • Oversee all central data collection, review and analysis efforts.
  • Oversee all technical activities aimed at collecting data against indicators and identifying best practices and lessons learned.
  • Design and implement strategies and training for staff on data-driven decision-making.
  • Support project technical staff in all aspects of M&E, including designing in-house training, supervising and contributing to project technical reports, and managing the MEL team.
  • Design needs-based research studies and protocols to generate evidence to inform project innovations.

Qualifications:

  • Bachelor’s degree in social sciences, development economics or related field required. Master’s degree preferred.
  • Minimum of five years’ professional experience in the MEL field, with particular emphasis on M&E analysis, adaptive management and data management.
  • Experience working on donor or USAID funded projects.
  • Ability to work effectively, responsively and collaboratively with government counterparts such as ministries, development and private sector partners, civil society organizations, the private sector and academic and research institutions.
  • Computer literate, able to analyze and interpret data using Excel, online reporting tools or statistical packages.
  • Experience in designing data collection tools and indicators for USAID-funded projects.
  • Proven skills in qualitative and quantitative data collection, with experience in proposing and implementing innovative approaches to using data for decision-making.
  • Experience leading teams in data collection, analysis and integration efforts is highly desirable.
  • Previous experience with USAID or other international donors is preferred.
  • Strong interpersonal, written and oral communication and presentation skills.
  • Fluency in French required, fluency in English preferred.
