The International Water Management Institute (IWMI), a CGIAR Research Center is seeking a dynamic and target oriented individual to join its office in Lahore, Pakistan, as Monitoring, Evaluation and Learning (ME&L) Associate.
The Monitoring, Evaluation and Learning Associate will support the FCDO-funded Water Resource Accountability in Pakistan (WRAP) Programme: Component 1 [Climate Resilient Solutions for Improving Water Governance (CRS-IWaG)].
This role involves data collection, analysis, reporting, and learning activities to ensure effective monitoring and evaluation of the project’s progress. Additionally, the Associate will develop a learning agenda for the WRAP.
DUTIES & RESPONSIBILITIES:
- Assist in ME&L initiatives by drafting monitoring reports, conducting data quality checks, tracking task progress, and aiding in staff capacity building related to M&E as necessary.
- Conduct regular field monitoring, data collection, analysis, and reporting in line with all project and task indicators and targets.
- Initiate the creation of Theory of Change, Logical Framework, and indicators for monitoring and evaluating project outputs and outcomes in liaison with the Team Lead and ME&L Specialist.
- Responsible for drafting and defining indicators, setting appropriate targets, and monitoring progress to track the success of the project.
- Propose and draft strategies to increase data use and demand among the team, partners, and stakeholders.
- Provide sound and pragmatic judgment and assistance to the programme team on appropriate documentation, organizing, capturing project progress, and measuring achievements against targets.
- Draft quarterly and annual performance reports for FCDO on the Monitoring, Evaluation, and Learning Plan and the indicators achieved each quarter.
- Assist the ME&L Specialist in drafting work plans and their revisions as well as data collection procedures under the supervision of the Team Leader and Deputy Team Leader. This includes but is not limited to Monitoring, Evaluation, and Learning Plans, Quarterly and Annual Progress Reports, Annual Plans, logical/results framework, project performance tracking, indicators, data flow charts, and M&E manuals.
- Stay abreast of activity changes and progress developments to advise and recommend tools and strategies to increase project performance and results.
Requirements
EDUCATIONAL QUALIFICATIONS & EXPERIENCE:
Essential,
- Master’s Degree in Administration, Information Management, Economics/Econometrics, Project Management, or a related field.
- Minimum of 4 years’ experience in monitoring and evaluation of donor-funded development programs.
- Experience in executing full-cycle monitoring and evaluation activities for international donor-funded projects, including developing ME&L plans, drafting quarterly/annual progress reports, designing survey and evaluation tools, and sharing data.
- Proven track record of producing high-quality reports and briefs in English.
Desirable,
- Prior experience working in M&E with FCDO-funded activities.
- Experience in the water/climate sector and/or research.
KNOWLEDGE, SKILLS & ABILITIES:
Essential,
- Proficiency in Windows Operating System, Microsoft Office Suite, statistical design, and quantitative analysis.
- Availability and willingness to travel within Pakistan regularly, including extended durations outside Lahore.
- Strong interpersonal skills with the ability to work effectively across genders and cultures.
- Excellent oral and written language skills in English & Urdu, including effective listening and strong verbal and written communication abilities.
- Demonstrated ability to train and build capacity in others.
Desirable,
- Proficiency in Punjabi/Pushto.
