Position Summary:

The Manager of Monitoring, Evaluation and Learning (MEL) will serve as a mid-level manager of the MEL team.

The Manager of MEL under the management of the MEL Director will assist with the facilitation and operationalizing of strategies and best practices of the MEL team. They will contribute to the efforts of using data for adaptive management and learning. They will contribute to DT Global-US business development efforts as a contributing writer. The Manager of MEL will also manage junior MEL staff and assist with the management of data collection, information systems, data quality, and enhance capacity for data analysis and use for data-informed decision making.

Primary Responsibilities:

MEL Project Support:

  • Work with home office and field staff to address the MEL needs during start-up and close-out phases of project implementation and strengthen MEL procedures and systems in the field among current projects.
  • Provide ongoing MEL project support as requested, to include MEL Plan revisions, methodology and instrument design, and report review.
  • Carry out quality control reviews of project MEL systems (DT Global Online, Kobo Platform DevResults, other).
  • Conduct field visits to advise and mentor teams to prepare for performance audits (DQAs), internal Data Quality Reviews (DQRs), operationalize MEL plans and protocols, organize learning events, and professionally mentor field staff for better performance. Travel is anticipated to be 50% time.
  • Contribute to evaluation design (baselines, end-lines, etc.), and other types of assessments by drafting SOWs, develop or review data analysis plans, translate results into actionable items for the field teams, and advise with managing MEL sub-contractors in the field.
  • Support field teams in creating a culture of learning and operationalizing approaches to adaptive management that results in improved program management and better MEL practices. Lead, design and facilitate CLA events with field teams, including but limited to: Work Planning Sessions, Pause & Reflects, Strategic Review Sessions, and other adaptive management.
  • Collaborate strategically with the Specialists (Gender, Social Inclusion, etc.) to determine the best measurements for project performance.

New Business Development:

  • Support business acquisition activities by providing support and guidance to ensure robust and sound MEL and CLA approaches in all proposals assigned.
  • Advise technical teams on performance measurements that are consistent with the work described.
  • Lead on the drafting of proposal MEL narrative components aligned with donor requirements.
  • Identify possible MEL partners and subcontractors for specific project MEL needs during the proposal phase.
  • Facilitate Technical Solution Design Sessions (TSDs) as requested by proposal teams.
  • Support MEL Director and L&I unit with L&I new business efforts (potential donors to include USAID, GiZ, UN agencies, and FCDO).

DT Global Learning and Innovation Strategy:

  • Contribute to the Learning and Innovation approach and strategy development.
  • Support the development and the full institutionalization of global indicators and collect lessons learned to inform future programming and MEL practices.
  • Develop and/or update MEL tools and templates for projects to use to improve data collection and project monitoring and assist country teams with the streamlining of MEL data processes across projects and teams.
  • Develop corporate-level competencies in new MEL approaches, including complexity awareness monitoring.
  • Contribute to the MEL Community of Practice by preparing and leading trainings for capacity building of field and home office staff.
  • Assist country offices and group practices to conduct actionable field research to support learning agendas, as needed.

Leadership and Staff Management:

  • Provide guidance and mentorship to junior staff
  • Sets objectives and tasks for direct reports that provide growth and development
  • Evaluates individual performance based on fair criteria, provides regular and timely feedback to employees, acknowledging success and areas of improvement.
  • Explains systems and procedures relating to the job to others, including new colleagues.
  • Provides training and ensures new staff are properly prepared for the job they were hired to do.
  • Set an example as a leader by holding yourself and others accountable, communicating professionally, being a team player, supporting the development of junior staff, and embodying DT Global’s values daily.

Education & Minimum Qualifications (Manager):

  • An advanced degree (M.A or M.S) in a related field (such as International Development, Conflict Resolution, Social Science, etc.).
  • Minimum of 4 years implementing MEL systems for international donor-funded programs.
  • Strong critical and analytical thinking capabilities with the ability to assess situational needs and develop problem solving strategies in a timely manner.
  • Demonstrated expertise with MEL-related activities such as performance monitoring, MEL plan drafting, methodology design, sampling, qualitative and quantitative analysis, instrument design, field survey management and authoring reports.
  • Experience designing, leading, and facilitating learning events and advising on or operationalizing learning processes in programs.
  • Strong writing, communication, and data analysis skills (qualitative or quantitative).
  • Experience contributing to USAID or other donor-funded proposals with respect to MEL and Learning-related technical inputs.
  • Experience conducting assessments in the field.
  • Proficiency in French, Arabic or any other language is preferable.
  • A minimum of 1-year supervisory experience
  • Proven experience with MS Office applications Excel, Word, PowerPoint).
  • Strong communication and leadership skills.
  • Knowledge of U.S. foreign policy in the Middle East, Africa, Latin America, and/or other relevant regions.

Preferred Qualifications:

  • Significant contributions to USAID and other donor-funded proposals preferred
  • Experience training local partners and staff in M&E and data collection, data management, ethics and methodologies preferred
  • Fluency in a foreign language
  • Experience working with multiple donors (USAID, UK FCDO, Canadian FCO, GiZ, UN Agencies)
