PROGRAM SUMMARY:

Project HOPE is providing humanitarian assistance to internally displaced and conflict-affected persons throughout Gaza. The portfolio in Gaza focuses on Health, Mental Health, Protection, and WASH programming in partnership with local NGOs. Our activities include the operation of several primary and sexual reproductive health clinics operated by local Project HOPE staff.

This position will be based in Gaza and is contingent on funding.

Successful candidate must be able to travel through Israel to the position post.

POSITION SUMMARY:

The Monitoring, Evaluation and Learning (MEL) Manager will provide leadership and technical guidance to the program team on all monitoring, evaluation and learning -related issues. Under the direction of the Country Director and in close collaboration with the technical leads, the MEL Manager will be responsible for the design, implementation and quality of all monitoring, evaluation and learning components of the program. This includes supporting the design and implementation of robust MEL frameworks, methodologies, and tools to effectively track performance, progress, outputs, quality, and outcomes, using DHIS2 and other required information systems. The MEL Manager will oversee the planning and execution of monitoring and performance assessment activities, to ensure the timely collection of high-quality data and to maintain data integrity throughout the process.

PRINCIPAL RESPONSIBILITIES:

  • Support the development and implementation an MEL strategy outlining M&E systems for data collection, focusing on utilizing DHIS2, targeting and tracking custom and USAID indicators, knowledge management, impact assessments, learning activities and reporting in compliance with the requirements provided in the Activity contract, USAID regulations.
  • Oversee data collection, collation, storage, analysis, and reporting, including routine DQAs and DHIS2 validation functions, to ensure that data is of high quality and audit worthy.
  • Guide and maintain relevant protocols, SOPs, instruments, data sets, manuals, training materials and reports pertaining to monitoring, evaluation and learning; ensure that these all adhere to Project HOPE and international policies and standards; and ensure that they remain technically and ethically sound.
  • Provide oversight and support to M&E staff for data collection and analysis, utilizing DHIS2 to the extent possible, to ensure the timely completion of M&E activities and reporting.
  • Lead the program performance reporting process including donor reporting, Project HOPE’s global indicators and organizational KPI reporting, engaging with project technical staff in the process.
  • Manage technical input and program quality assurance activities such as data quality audits, partner capacity assessments, mid-term and final reviews, field monitoring and evaluations.
  • Facilitate Collaborating, Learning and Adapting (CLA) strategies to support the use of data and information from the M&E system for real-time decision-making to improve project implementation.
  • Ensure compliance with all USAID, BHA, and, if/where applicable, host country government reporting requirements.
  • Other duties as assigned.

MINIMUM QUALIFICATIONS:

  • Bachelor’s in Public Health, International Development, Social Sciences, Statistics or related area. Master’s Degree preferred.
  • Five years minimum in a similar job for donor-funded health projects; experience with other NGOs, desirable.
  • Strong familiarity with USAID health programming.
  • Knowledgeable on reporting procedures, best practices, guidelines, and tools for M&E of health projects.
  • Strong writing and organizational skills for monitoring and reporting on program and study results.
  • Strong communication abilities, including communication with both technical and non-technical audiences.
  • Experience using quantitative and qualitative data analysis methods and M&E practices to answer program learning and evaluation questions.
  • Flexibility and Adaptability: Adapts to challenges and changes in work environment.
  • Teamwork and cooperation and can cope with stressful workload.
  • Demonstrated understanding of data protection and confidentiality as part of data collection and management practices, and the ability to respect and maintain confidentiality.
  • Demonstrated competency in database design, preferably DHIS2 and other tools for information management.
  • Fluent knowledge of English and of local language (Arabic).
  • Essential computer literacy (word, excel, Teams and internet).

Work environment:

  • Typical office environment with exposure to a minimal noise level.
  • Emergency deployments may be in resource-deprived environments with austere living conditions.
  • Travel for extended periods may be by air and/or other modes of transportation.
  • Project HOPE employees may be required to travel or work in countries where working conditions are classified as “hardship.”
