Monitoring, Evaluation and Learning Officer

The execution of the Project will be the responsibility of IUCN, which assumes the general coordination, administration, as well as the technical and financial supervision of the Project. IUCN also assumes monitoring and technical support for Sub-Beneficiaries, facilitating learning among actors. For this purpose, a Project Coordinating Unit (PCU) will be formed within the ORMACC. The UCP will have its headquarters shared between the IUCN offices in San Salvador and Guatemala City.MAIN RESPONSIBILITIES OF THE POSITION:

The MEL Officer will provide technical support to the two Projects described above: Selva Maya II and GENERA+. He will work under the supervision of the Selva Maya II Project Coordination, in close coordination with the GENERA + Project Coordination and with the technical guidance of the MEL Regional Coordinator, based at the ORMACC headquarters in San José, Costa Rica.
The MEL Officer will be responsible for the design and implementation of planning, monitoring, evaluation and learning processes that ensure adequate measurement of the performance of the two Projects according to the donor (KfW) and IUCN performance standards. This includes the development, management and implementation of the planning, monitoring and evaluation components of both Projects, contributing to the development/supervision of the respective work plans and budgets to ensure sufficient resources for activities related to performance and accountability, and facilitating learning processes with project teams and Sub-Beneficiaries.

The MEL Officer will be responsible for the implementation of the following standards and expectations:

  • Design and implementation of a digital monitoring and digital learning platform to facilitate learning processes, based on the data provided by the monitoring system. Includes training for Project and Sub-Beneficiary personnel on the use of this platform.
  • Lead the implementation / application of planning, monitoring & learning and evaluation instruments / systems / platforms in coordination with the Project teams and Sub-Beneficiaries.
  • Support in the preparation of the Operational Manuals, the General Operational Plans (POG) and Annual Plans (POA) of the Projects and the Call documents.
  • Generate and collect inputs and consolidate the (semi-annual) progress reports of the Projects to KfW, specifically in relation to the logical framework of the Projects.
  • Facilitate risk analysis processes, based on the risk register defined for each Project.
  • Provide input on the Projects’ contributions to IUCN indicators, reflected in institutional reports and in the IUCN Project Portal.
  • Contribute to the completion and closure of Projects, in accordance with IUCN requirements.
  • Manage independent evaluations required under the Projects, including the development of the ToR (Terms of Reference), the review of the evaluation deliverables, the facilitation of the preparation of the Management Response, and the general support in the evaluation management when necessary.
The MEL Officer will also be responsible for the management and execution of the performance management and accountability efforts of the Projects, coordinating the activities and contributions of the team members (UCP) of each Project. It will ensure data quality assurance and alignment with IUCN policies, practices, standards and institutional systems, such as the IUCN Project Guidelines and Standards (PGS), the Evaluation System and Approval System (PAAS – Project Appraisal and Approval System) and other specific contractual requirements of KfW.

The MEL Officer will also support the Project Coordination to ensure that risk management and Environmental and Social Safeguards – defined in the Environmental and Social Management Framework of each Project, are effectively applied.

As an expert in performance, planning, monitoring, evaluation and learning, the MEL Officer will provide technical support and strengthen the capabilities of Project team members and Sub-Project managers. -Beneficiaries).

The geographical scope of the MEL Officer will be the regions where the Projects intervene.

Specific Functions:

Design and planning:

  • Support the Project Coordinators through technical knowledge and operational guidance, in the design and planning of the intervention, including support in the preparation of the Operational Manuals and planning documents, the documents Call, clearly defined quantitative and qualitative indicators, baseline and monitoring and evaluation plans.
  • Ensure the alignment of the results and indicators of the intervention with the strategic goals and priorities of IUCN (global, regional, national and thematic) and with the principles established in the Single Program Charter.
  • Direct the design and development of MEL tools and processes.
  • Provide information on the level of effort and resources necessary to support all expected performance activities and responsibilities.
Implementation, monitoring and reporting:
  • Manage and coordinate the completion of performance and accountability activities in a timely and efficient manner
  • Support the implementation of monitoring tools and processes to ensure that activities are on track and contribute to the achievement of Project objectives, as well as IUCN Program objectives and contractual obligations.
  • Ensure that the performance measurement framework allows for accurate and effective quantitative and qualitative measurement of the progress and execution of the Projects, through the development of baseline measurements, milestones and objectives with defined deadlines and clear indicators to measure the progress and results.
  • Coordinate among Project team members the collection, analysis and synthesis of data and information to monitor and evaluate performance, in order to support reporting and decision making. This may include coordination with IUCN partners and members.
  • Provide technical assistance, operational guidance and training to the Project Coordination on performance and accountability to support execution and adaptive management, including appropriate monitoring and data collection methods and tools.
  • Promote and facilitate the proactive use of information on the performance and results of each Project in decision-making and adaptive management, by providing technical contributions from monitoring data and as an expert in the development and use performance boards (dashboards).
  • Prepare technical information and/or contribute to the writing of reports and other evidence-based communications on progress made internally and to KfW, coordinating, ensuring data quality and synthesizing data for reporting.
  • Identify and contribute to mitigating risks in the Projects, supporting the Coordination in the development of risk management tools and guaranteeing that the risk registry of each Project and its monitoring and periodic updating, as well as linking, harmonizing and generate effective synergies of actions and results between countries to consolidate effects and impacts at the regional level, in accordance with the objectives of the Projects.
  • Support the Project Coordination to keep the data on the IUCN Project Portal updated.
  • Support the Project Coordination in compliance with IUCN requirements for the completion and formal closure of Projects (standards to document results and lessons learned).
  • Regularly monitor compliance with the Operational Plans (POG, POA) and the scope of the established results and goals, in accordance with the Results Matrix of each Project.
Evaluation and Learning:
  • Manage the independent evaluations of the Projects in coordination with the MEL Regional Coordinator (who plays a guarantee role): draft the evaluation ToR, provide technical contributions, guarantee the quality of the evaluation results, contribute to facilitating o draft Management Responses, and ensure that Projects meet the requirements of the IUCN Evaluation Policy for the mid-term and final evaluation of each Project.
  • Promote learning within the framework of the Projects through the design and maintenance of Dialogue and Learning Platforms. Likewise, train Project personnel and sub-Beneficiaries on the use of these platforms.
  • Support internal learning processes and exchange of experiences. Support and contribute to oversight missions carried out by the IUCN ORMACC management group, including analysis or reporting on progress made against indicators.
  • Ensure and facilitate the proactive use of monitoring and evaluation information to support data-driven Project management in all phases of each Project cycle (promoting adaptive management and learning).
  • Contribute to the communication efforts of each Project, with information from the monitoring, evaluation and learning system.
Other responsibilities:
  • Strengthen the capabilities of the team of each Project and its Sub-Beneficiaries, in terms of MEL, through continuous training and training.
  • Perform other relevant tasks assigned by the Coordination of each Project or functional managers, by mutual agreement with them.
  • Promote, guide and help incorporate rights, social, ethnic and gender equity inclusion approaches, and respect for diversity in all MEL actions of each Project. Likewise, guarantee the quality of the data to facilitate its analysis.
Reporting Responsibilities:

Requirements:
  • Have one of the following University Degrees (or equivalent): Agricultural Engineer, Natural Resources Engineering, Forestry Engineering, Biology, Geography, Economics, Project Management, Business Administration or related career. Preferably have a master’s degree in related topics.
  • Demonstrated experience in the areas of project performance: accountability, learning, methods of measuring results and project management in conservation, rural development or other relevant sectors. Recommendable complementary studies in biodiversity conservation, natural resource management, or similar.
  • Demonstrated experience in the monitoring, design, execution and/or management of complex, multinational projects, with multiple partners in conservation, rural development or other relevant sectors in the region.
  • At least 5 years of experience in monitoring, evaluation and learning for projects, programs or portfolio of projects in the field of conservation, agricultural production, agroforestry and sustainable forestry or sustainable rural development.
  • Knowledge in the application of environmental and social safeguards; Work experience in this field will be valued.
  • Experience with KfW, Global Environment Facility (GEF) or Green Climate Fund (GCF) projects will be an advantage.
  • Excellent organizational and communication skills, with a demonstrated ability to interact at all levels of an organization and across all geographic areas.
  • Group facilitation skills and experience in applying monitoring and evaluation methodologies.
  • Excellent ability to collect, analyze and synthesize information in order to prepare reports that facilitate decision making by the coordination of each project.
  • Mastery of data management and analysis, with solid statistical knowledge, will be valued.
  • Proficiency in data management and/or project management software and tools (for example, Smartsheet, Kobo toolbox, PowerBI, SQL and other related tools) will be an advantage.
  • Experience in knowledge management and institutional learning will be valued.
  • Ability to work as a team within a diverse and multicultural team.
  • Excellent writing skills (in Spanish) to prepare clear and concise reports.
  • Proficiency in English and Spanish is required (English: intermediate level).
  • Residing or availability to reside in Guatemala City.
  • Willingness to travel inside and outside the countries covered by each project, as required by their functions.
