Context:

The Protection Division (PXD) within IOM is responsible for specialized protection interventions that aim to address protection risks by preventing or responding to actual or potential violations of rights defined by relevant international instruments including migration, human rights, refugee, and international humanitarian law. PXD works to ensure the upholding, or restoration of the rights of individuals who are vulnerable to or at risk of violence, abuse, exploitation, discrimination, neglect, and deliberate deprivation. PXD also supports other IOM divisions and departments in protection mainstreaming. PXD is the thematic home for inter alia, combating human trafficking, child protection, addressing gender-based violence (GBV); addressing xenophobia and racism; disability inclusion; housing, land, and property as well as return and reintegration. In partnership with IOM divisions and departments and external stakeholders, PXD responds to protection needs in both humanitarian and non-humanitarian settings, through the following six programmatic pillars: data, research, and learning; training and capacity development; advocacy and communications; convening and dialogue; direct assistance; and thematic guidance.

The Cooperation on Migration and Partnerships to Achieve Sustainable Solutions (COMPASS) programme, funded by the Government of the Netherlands, is a global initiative, in partnership with 14 countries, designed to enhance access to protection-sensitive pathways and empowerment for migrants of all gender and diversity groups, thereby enabling them to contribute to sustainable development outcomes in their communities.

Under the overall supervision of the Head, Protection Division, and direct supervision of the Senior Programme Manager (COMPASS), the Monitoring, Evaluation and Learning Officer (COMPASS) will be responsible and accountable for coordinating monitoring, evaluation and learning efforts for the programme. The incumbent will ensure that monitoring, evaluation, and research findings are applied within the programme; and that learning is more broadly disseminated and contributed to knowledge on effective migration management practices.

Core Functions / Responsibilities:

1. Design performance management framework for the programme, inclusive of: i) indicators to be measured including cross-cutting issues such as mainstreaming gender, age, diversity; ii) measurement tools such as checklists, questionnaires, participatory observation protocol, etc.; iii) guidelines and instructions for staff on use of measurement tools; iv) timelines and frequency for measurement; and iv) identification of responsible persons for conducting measurements.
2. Liaise with Information Management teams of Migrant Management Operational System Application (MiMOSA), Displacement Tracking Mechanism (DTM), and other relevant teams and units to extract programme monitoring data.
3. Oversee the development of databases to organize, store and analyze programme data, in line with IOM’s Data Protection Guidelines and other relevant Organizational procedures, policies and guidelines on information and data management.
4. Use existing institutional tools to create and update monitoring dashboards on results, activities, risks, and budgetary performance of the programme. Produce and circulate easily understood, user-friendly snapshots on programme performance and circulate to programme management and team.
5. Establish a network of monitoring, evaluation and learning Focal Points in the implementing Country Offices in coordination with Regional and HQ Monitoring, Evaluation and Learning (MEL) units.
6. Train and mentor programme staff on monitoring processes and tools and provide technical assistance and guidance in order to ensure timely completion of country-level monitoring activities. Flag delays and/or non-compliance in monitoring efforts to the Programme Manager.
7. Analyse progress in completion of activities, achievement of results, and financial expenditures. Flag under- or over- resourced activities and delays in implementation and work with programme staff and the Senior Programme Manager (COMPASS) to take corrective action.
8. Manage evaluation activities. Develop terms of reference for evaluations, coordinate recruitment of evaluators, and manage the evaluation process. Liaise with Country Offices, Regional Offices, and relevant technical units in HQ in the completion of evaluations.
9. Set up and facilitate mechanisms to systematically capture, share and disseminate best practices and lessons learnt amongst managers, Implementing Partners, thematic specialists, and field and Monitoring and Evaluation (M&E) staff participating in the programme.
10. Participate in design and implementation of research activities and ensure that monitoring, evaluation, and research efforts are joined-up, coherent, and supportive of overall programme learning objectives and in line with and complementing other institutional initiatives.
11. Communicate and disseminate findings, conclusions and recommendations from monitoring, evaluation, and research activities, and facilitate the preparation and follow up of management response plans. Promote and support knowledge management among programme and PXD staff in general and act as the Focal Point on M&E and Learning with the donor and in ensuring dissemination of relevant good practices/knowledge products with the donor and other external stakeholders.
12. Identify areas for potential improvement in programme design and implementation. Regularly prepare briefs for the Senior Programme Manager (COMPASS) and the Steering Committee on how knowledge and learning acquired through the programme can be applied to improve the programme implementation.
13. Conduct duty travel to undertake monitoring and evaluation activities, as required. and under the guidance of the Senior Programme Manager(COMPASS).
14. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Monitoring and Evaluation, Community or International Development Studies, Project Planning and Management, Development Economics, Demography or Development Statistics, Project Management or Business Administration, or a related field from an accredited academic institution with five years of relevant profession experience; or
• University degree in the above fields with seven years of relevant professional experience.

Experience

• At least three years of experience in M&E experience in a development or humanitarian context;
• Experience in collecting and handling programme M&E data including protection of sensitive data and production of data visualization; and,
• Experience in facilitating multi-stakeholder, multi-country M&E processes.

Skills

• Excellent knowledge of research methodologies and quantitative and qualitative techniques; and,
• Excellent writing, presentation, facilitation and analytical skills.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
