The USAID-funded Enhance Activity in Thailand, implemented by Tetra Tech International Development (International Development Jobs – Tetra Tech) is currently accepting expressions of interest for a MEL Officer. This position will be located in the main office in Bangkok.

Position Description/Summary:

The MEL officer is responsible for supporting the implementation of the MEL Plan and activities, including all reporting functions. Responsible for collection and analysis of performance metrics (performance indicators and deliverables) across components. The MEL officer will report directly to the Knowledge Management Director.

Responsibilities:

*Assist in developing and implementing a results-based MEL system that aligns with USAID’s systems and procedures.

*Conduct data analysis to identify trends, patterns, and relationships within quantitative datasets from various data management systems, including Airtable, Mentimeter, Kobo Toolbox, Power Bi, and others.

*Generate data materials, such as tables, graphics, dashboards, maps, and other visual aids, to effectively communicate findings and actionable insights.

*Support Knowledge Management Director in interpreting data, identifying correlations, and providing insights to inform key decision-making processes.

*Collaborate with the MEL Manager and other relevant teams to design data collection tools, such as beneficiary feedback mechanisms and baseline surveys, ensuring they adhere to standard operating procedures and ethical standards.

*Support in monitoring data quality, ensuring accuracy, consistency, and identifying areas for improvement.

*Assist in gender-related activities and analysis.

*Contribute to the preparation of concise, summarized reports against indicators for quarterly and annual progress reports.

*Participate in USAID training sessions on MEL topics, as needed, and contribute to capacity-building efforts within the team.

Qualifications:

*Bachelor’s degree in social science, statistics, or related field

*1+ years of experience in with MEL systems on donor-funded programs

*Data analysis experience using Power BI preferred

*Excellent organizational skills

*Demonstrate the ability to communicate clearly and effectively with all levels of staff

*A working knowledge of data management using Microsoft Word and Excel software programs

*Ability to effectively respond to continuously evolving priorities

*Fluency in Thai and English required
