Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

Introduction

The Research, Innovation, and Strategic Engagement Project to Promote Freedom of Association and Collective Bargaining Globally (RISE) aims to strengthen policies and improve the capacity of governments, employers’ and workers’ organizations, and other actors in society to respect, promote, and realize freedom of association and collective bargaining (FACB). The project, funded by the US Department of Labor, will be implemented in overlapping phases and will include activities at the global, regional, and national levels. The project strategy seeks to continuously build and promote the application of critical knowledge needed to inform policy choices, strengthen the implementation of FACB in target countries, regions, and sectors, and communicate the impact and outcomes effectively. The project seeks to achieve three complementary outcomes:
• Outcome 1: Improved knowledge base on freedom of association, collective bargaining, and industrial relations;
• Outcome 2: Improved capacity of governments, employers and their organizations, and worker organizations to effectively realize freedom of association and collective bargaining; and
• Outcome 3: Global, national, sector, and enterprise-level stakeholders learn about and promote innovative approaches and take action for the realization of FACB

The project falls under the technical responsibility of the Governance, Rights and Dialogue Cluster of the ILO (ADG/GRD). ADG/GRD encompasses the functions and responsibilities of four policy departments: International Labour Standards (NORMES), Governance and Tripartism (GOVERNANCE), Conditions of Work and Equality (WORKQUALITY) and Sectoral Policies (SECTOR).

The ILO seeks to recruit a Monitoring, Evaluation and Learning (MEL) Officer for the above project. Within the policy and procedural requirements established by the ILO and the project through a Cooperative Agreement, the MEL Officer will be responsible for the overall monitoring, evaluation and learning function of the project and for setting up the necessary systems and tools for data collection and analysis that would also inform the development of learning products.

The Monitoring, Evaluation and Learning Officer will work under the general supervision of the Chief Technical Adviser of the Project and will coordinate with relevant technical specialists in Departments and Branches from within the Cluster, as well as from relevant field offices.

Description of Duties

1. Assist the Chief Technical Adviser and the project staff in results-based implementation of the project by providing technical inputs, particularly in the areas of planning, monitoring and evaluation of project activities. Ensure conformity with ILO policies and project strategies, ILO programming guidelines, Office procedures and practices, and USDOL requirements.

2. Provide technical advice and support in the development and implementation of the overall monitoring, evaluation and learning (MEL) plan and support the country teams in developing country level MEL plans. This includes facilitating the setting up of systems for strategic planning and performance measurement, including a performance monitoring strategy and a Monitoring, Evaluation and Learning plan. The gender dimension will be included in the overall MEL plan as well as those developed at the country level.

3. Facilitate the development of baseline studies and develop and refine data collection tools, including surveys; ensure regular follow-up of monitoring exercises, including data collection, data quality assessments and oversight, and monitoring progress on indicators; and coordinate with relevant technical specialist the verification/validation of data.

4. Manage and update the MEL database, including monitoring progress toward targets and indicators on all results levels and suggesting corrective and/or remedial action.

5. Produce analytical reports with findings, recommendations and lessons learnt covering the scope of the MEL plan, including developing learning products based on the monitoring results.

6. Provide technical advice, support and input into the implementation of the MEL plan and the project theory of change, particularly in the areas of performance indicators, risk and their measurement and management to ensure the achievement of changes at the outcome level.

7. Advise and plan for MEL systems for specific interventions and activities to support innovation and learning.

8. Train the project staff and partners on MEL frameworks developed by the project and broader theory of change approaches and methodologies as part of building and strengthening country-level MEL systems and capacities.

9. Support the development of an evaluability assessment at the outset of the Project and act as a liaison for independent midterm and final evaluations and for USDOL monitoring and evaluation experts.

10. Carry out any other tasks as assigned by the Chief Technical Adviser.

Required qualifications

Education

Advanced university degree in economics, sociology, statistics, demography, public policy, international development, or related fields. An advanced certificate in M&E and statistics would be an advantage.

A first-level university degree (Bachelor’s or equivalent) in one of the afore-mentioned fields or other relevant field with an additional two years of relevant experience will be accepted in lieu of an advanced university degree.

Experience

At least five years professional experience in project management and evaluation of development cooperation projects, including design, planning, management, implementation of evaluations and M&E strategies, and using data and learning to inform programme adaptation and redesign.

Demonstrated technical capacity to manage and provide technical support and guidance in comprehensive monitoring and evaluation systems. Experience and knowledge of forced labour and human trafficking, as well as on gender equity and social inclusion, diversity, equity, inclusion and accessibility (DEIA), do no harm or culturally-responsive M&E, is an advantage.

As well as proven experience in research and writing, preferably legal and /or policy analysis.

Languages

Excellent command of English and good working knowledge of French or Spanish.

Competencies

– Extensive knowledge of logical framework and theory of change based planning and M&E methodologies, strategic planning, results based management, logic models and theory of change;

– Proven success in designing, implementing, and operating project M&E systems from project initiation to closeout stages.

– Experience in database management solutions/software, including designing and preparing reports, creating complex queries for data extraction based on user needs, and collecting, analysing, and inputting data in a database;

– Ability to communicate effectively both orally and in writing.

– Knowledge of the major evaluation methodologies (e.g., qualitative, quantitative, mixed-method, and impact) and data collection and analysis methodologies.

– Experience in planning and managing surveys.

– Experience developing and refining data collection tools.

– Experience with data quality assessments and oversight.

– Training and workshop facilitation skills and experience,

– Ability to provide technical advice and to guide and coordinate the work of external collaborators, general service staff and young professionals in the area of specialization.

– Ability to formulate new concepts and methodologies.

– Ability to draft reports and prepare guidelines relating to programme development and implementation.

– Ability to provide technical support to senior specialists, carrying out research, project formulation and implementation.

– Ability to participate effectively in technical missions and to provide technical inputs for the ILO Decent Work Agenda.

– Excellent analytical skills and knowledge of analytical tools and qualitative and quantitative techniques.

– Good computer skills

– Ability to work in a multicultural environment and gender-sensitive behaviour and attitudes are also required.

  • Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules.
