Position description
This role can work remotely from anywhere in the USA. You must be legally authorized to work in the US. Bixal does not provide visa sponsorship.
What will you do?
The Monitoring, Evaluation, and Learning (MEL) Specialist will support projects within Bixal’s Data practice area. The MEL Specialist will provide technical and management expertise to a portfolio of international and domestic projects and provide limited business development support. This is a full-time position.
Responsibilities

- Provide technical and management expertise to a portfolio of international and US-based Data and MEL activities.
- Act as a team member on evaluations and assessments, contributing to study design, data collection, analysis, reports and other dissemination activities.
- Contribute to the development of MEL plans for projects, including the development of indicators, indicator tracking systems, data collection instruments and protocols; data management, and data quality assurance.
- Support data analysis and visualization for projects.
- Support the development and facilitation of capacity strengthening around data and MEL efforts internally and for clients.
- Manage implementation of activities including staffing and LOE planning, budget and contract management, and timely delivery of products using a matrix managed approach.
- Support new business and proposal development by writing inputs for technical proposals, reviewing draft proposals, and coordinating with finance team to develop proposal budgets.
- Participate in client events and forums to positively represent the organization and develop and maintain relationships with the industry.
- As appropriate, play an active role in new client acquisition by supporting business development initiatives to enhance and grow Bixal’s business in each of the areas that it works.
Qualifications

- Master’s degree in social sciences, such as international relations, political science, economics, or related subject, with technical training in MEL
- Minimum of 5 years of experience in MEL or data analyst roles
- Strong qualitative and quantitative data collection and analysis skills, including knowledge of data management, analysis, and visualization software (e.g. Stata, Atlas.ti, Tableau, etc.)
- Excellent verbal communication and writing skills, including expert cross-cultural communication skills
- Strong cultural competence and ability to work flexible hours to accommodate clients or consultants in other time zones
- Working experience of USAID and PEPFAR
- Knowledge of US Government regulations, including contracting mechanisms and budgeting process.
- A self-starter with strong attention to detail and the ability to prioritize assignments to meet required deadlines
- Curiosity and willingness to learn

- Open to travel internationally and domestic 20% of the time

$80,000 – $95,000 a year
