These strategic developments and innovative approaches require robust evidence to inform decision making, ensure quality, learning and accountability.
This is an exciting opportunity to join NRC HO team and help shaping organizational approach to monitoring, evaluation and use of evidence in NRC’s digital developments.
In this role, you will engage with our dedicated programme teams to design and implement monitoring, evaluation and learning framework for NRC Digital projects (CORE and Digital Community Hub), and strengthen the MEL approaches for digital programme delivery (in our Information, Counselling, and Legal Assistance (ICLA) and in Education programmes)
Your contributions will be pivotal in ensuring that NRC establishes MEL frameworks and plans which are relevant and provide adequate evidence to drive further improvements and directions of NRC’s digital developments.

We are looking for an innovative candidate with substantial experience in leading the implementation of MEL systems for an international NGO in humanitarian or development context, and solid understanding of digital systems. Our ideal candidate should preferably have experience in designing and implementing MEL frameworks and approaches for digital and/or innovation projects.

What you will do:
Some of your specific responsibilities include:
- Develop MEL plan for CORE and DCH projects with programme team, including developing and revising projects ToCs and success criteria, identifying information needs (qualitative and quantitative), data collection process and tools, learning moments, and capacity building needed.
- Support the implementation of the MEL plan for CORE and DCH projects, including developing and testing of necessary tools and guidelines, setting up reporting systems and data quality control measures, trainings, and technical support.
- Develop automated dashboards and reports that provide real-time insights into project progress, key performance indicators, and outcomes.
- Prepare comprehensive documentation on the implemented MEL system for DCH and CORE, including user guides, protocols, and standard operating procedures.
- Work with programme teams on specific tasks to strengthen MEL for digital programme delivery (ICLA and Education initially), including identifying whether any of our digital programmes require a research and evaluation plan to test effectiveness and scalability.
- Work with global innovation fund manager to assess whether there are CO digital pilots which require MEL plan for testing efficiency and effectiveness of approaches.
- Once management decisions are made on MEL plans for digital programmes or pilots, develop the plans for the additional resources required for implementation of those plans to ensure NRC can adequately test and make decisions on the results and effectiveness of these projects prior to scale up.
- Work with HO MEL team to mainstream MEL for digital programme delivery into MEL systems (e.g. incorporating criteria projects participant counting and evidence needed, identifying needs of digital programmes for disaggregation of specific indicators in the global system, or development of specific outcome indicators for digital education and ICLA programmes).
- Ensure that Safe programming elements are incorporated into MEL plans for NRC digital projects (looking at: meaningful access, inclusion, safety, and accountability).

What you will bring:
- Graduate degree in directly related field, such as research, statistics, quantitative analysis, or computer science etc.
- Minimum 7 years of experience in an international NGO preferably with experience in an emergency or development setting.
- Minimum 5 years’ experience in creating and leading the implementation of MEL systems for an international NGO.
- Preferred experience in designing and implementing MEL systems and approaches for digital development projects and/or innovation projects/initiatives.
- Thorough experience with and knowledge of principles and current approaches to monitoring and evaluation in emergency and post conflict settings, and in development settings using both quantitative and qualitative methods.
- Understanding of data and information needs for program management and decision making (preferably for digital and/or innovation projects or initiatives)
- Excellent capacity building skills and demonstrated ability to transfer knowledge to diverse audiences through training, mentoring and other formal and non-formal methods.
- Experience in research and evaluation.
- Strong problem-solving skills.
- High level English language proficiency (speaking, reading, writing)
- Proficiency in using digital data collection tools, data analysis software, and visualization platforms.
- Analytic and computer skills, proficiency in using MS Office, and experience with various software (such as PowerBI, STATA, SPSS, NVivo, CommCare, Survey CTO, Kobo, ODK, SharePoint, Dynamics, Sales Force, DGIS2, Visio.)
- Database and platform creation valued as an asset, as is sound understanding of NRC policies, guidelines, and best practices around monitoring and evaluation, and project cycle management.
