Position: Monitoring, Evaluation and Learning Team Leader

1. Role and responsibilities
The role of the MEL Team leader will support monitoring, evaluation, documentation and learning components of the project at the Area Office. He /she will implement NRC SS MEL system with focus on providing technical support and build staff capacity that promote evidence-based decision-making, programme and project performance, and learning at the area level. She/he will lead the development of the project MEL tools, checklists, Data Quality checklists including supporting the project manager/project coordinator to produce quality reports. S/he will take lead in documentation of projects progress and change realized through routine monitoring, project implementation following established guidelines, as well as conducting of data quality assessment, audits and verification of project data.
Generic responsibilities

2. Responsible for implementation of MEL systems, including MEL SOPs, guidance and tools.
3. Advise area level management on MEL solutions/options on, data collection, data use, data management, quality programming, learning and evidence based programming
4. Participate in programme design and proposal discussions, and advise on indicators use on log frame design and budgeting for MEL.
5. Support programme staff in planning for and executing MEL, including, data collection methodology and tools and data management, analysis and use.
6. Support the implementation, dissemination and use of evaluations, assessments and monitoring data in programme development, adjustment or review.
7. Contribute to organisational learning through supporting specific analysis, lessons learned and reports.
8. Capacity building and training of programme staff on MEL technical and conceptual areas.
Specific responsibilities
These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention. This section shall be revised whenever a new employee is hired or the context changes significantly.
• Participate in project proposal development and provide inputs on project targets setting and logical framework development.
• Lead the implementation and roll out of MEL Standard Operating Procedures (SOPs), systems and procedures for Information Management systems.
• Lead in information management to ensure complete and accurate project information are reported on timely to the Country Office by the area office.
• Support programme staff in planning for and executing MEL activities, including data collection methodology and tools development, data management, analysis and use, clear maintenance of means of verifications and other documentations.
• Conduct needs assessments, baseline and end line surveys, and programme evaluations particularly field data collection using digital data collection methods.
• Support the area teams to improve quality of monitoring, evaluation, and accurate reporting, including training on MEL tools, validating the quality of training and supervision of enumerators, data entry and analysis, reporting.
• Support the Monitoring and Evaluation Manager in the operationalization of the MEL Standard Operating Procedures and Outcome Monitoring data collection, analysis, and reporting.
• Use Power BI as an analysis tool produce monthly visualizations of MEL output and outcome data to show project progress and achievements.
• Fulfil NRCs’ Project Cycle Management Monitoring and Evaluation (MEL) Minimum Standards based on the organization- and country-level MEL SOP.
• Promote adherence to NRCs’ standards, including the use of standardized indicators, MEL systems, and country and core competency specific strategic objectives.
• Contribute to a culture of high-quality project performance, evidence-based programming, and learning.
Critical interfaces
• CO MEL : Support day-to-day MEL activities and provide continuous technical support
• Programme (Core Competency) coordinator and managers: support development of competency-specific ‘measures’, assessment tools, and assessment exercises
• Area Managers: Discussions on programme implementation in respective areas, discussion of corrective/improvement actions, support on building field-based programme staff capacities for MEL

These are skills, knowledge and experience that are important for effective performance.
Generic professional competencies for this position:
• University degree in relevant university field (development studies, Information Systems Management, business administration, computer science or similar) is required with at least 3 years.
• At least 5 years’ experience in creating and leading the implementation of MEL systems for an international NGO
• At least 3 years’ experience in an international NGO in an emergency setting, including MEL capacity and systems development.
• Thorough experience with and knowledge of principles and current approaches to monitoring and evaluation in relief and development programs, using both quantitative and qualitative methods.
• Understanding of data and information needs for program management and decision making.
• Experience in facilitating the capacity building efforts of diverse colleagues, including local partner agencies.
• Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring and other formal and non-formal methods.
• Profound GIS knowledge and experience in effectively analysing spatial information and databases.
• High level English language proficiency (speaking, reading, writing)
• Analytic and computer skills, including MS Office (Word, Excel, Outlook, PowerPoint, Access)
• Experience using SPSS, STATA, Epi Info, or R
Context related skills, knowledge and experience:

• Knowledge of the NGO operations and dynamics of the humanitarian sector
• Good communication and interpersonal skills

• Cultural awareness and sensitivity

• Advanced English Language level (Business English is a plus)
• Good level of proficiency in Windows Excel and quantitative analysis (SPSS preferred)
