Purpose of the role 

The Monitoring, Evaluation, and Learning (MEL) Technical Officer is responsible for supporting the Consortium Manager in ECHO donor reporting, coordinating among the Consortium Members in relation to data and indicators, and acting as focal point MEL related concerns within the Consortium. The MEL Technical Officer supports the four Consortium Members in having strong and coherent means of verification and conducts spot checks on data quality to ensure a high level of accuracy within the project. Additionally, the position holder is responsible for the visualization of relevant project data in Dashboards or other Information Management products. 

 

What you will do 

  1. Adhere to NRC policies, tools, handbooks, and guidelines. 
  1. Ensure that data activities are in line with NRC’s global data protection requirements.  
  1. Support the implementation, dissemination and use of evaluations, assessments and monitoring data in programme development, adjustment or review. 
  1. Support consortium members in planning for and executing MEL, including, data collection methodology and tools and data management, analysis and use. 
  1. Coordinate withconsortium members on all MEL related aspects. 
  1. Lead the indicator reporting to the donor. 
  1. Ensure proper filing of means of verification across consortium members. 
  1. Visualization of project data in Dashboards or other relevant Information Management products as requested by the Consortium Manager. 

Specifically, you will; 

Monitoring and evaluation:  

  1. Act as main focal point for all MEL related matters within the consortium and provide guidance on MEL plan, indicators definitions.  
  1. Ensure the establishment and maintenance of a joint Means of Verification (MoVs) folder structure among the Consortium members. 
  1. Conduct spot checks on the quality of Means of Verification (MoVs) across the Consortium. 
  1. Support in the development and review of proposal log frames, MEL plans including indicators and their alignment with NRC and donors’ indicators, measurement methodologies, plans, and tools. 
  1. Conduct regular site visits or when required to monitor activities and ensure data quality. 
  1. In coordination with consortium manager and MEL manager, develop ToR for internal and external baseline survey as per proposal.  

 

Reporting  

  1. Ensure monthly updating of the project´s Indicator Tracking Table (ITT) in coordination with the Consortium members.  
  1. Perform monthly, semi-annual, and final reporting to the donor on indicator achievement.  
  1. Ensure coherence between the numbers reported in the ITT and the narrative donor reports. 
  1. Assist in the identification of lessons learned generated from the project. 

 

Others 

  1. Conduct trainings on MEL tasks relevant to the Consortium members in coordination with NRC´s MEL Manager as requested. 
  1. Ensure coherency in data collection tools used by the Consortium members where relevant and as requested by the Consortium manager.   
  1. Design data collection tools on Platforms as KOBO, ODK, or NRC Collect where relevant and as requested by the Consortium manager.  
  1. Particpate the technical working group- as part of consortium coordination unit 
  1. Any other task within the scope of this position delegated by the Consortium Manager.  

Professional competencies 

  • At least 2 years’ experience in an international NGO preferably in an emergency or post-conflict setting, including M&E capacity and systems development 
  • Knowledge of principles and current approaches to monitoring and evaluation in relief and development programs, using both quantitative and qualitative methods 
  • Previous experience of working in complex and volatile contexts. 
  • Documented results related to the position’s responsibilities. 
  • Proficiency in spoken and written English. 
  • A university degree in relevant field (Information Systems Management, business administration, computer science, social science or similar) is required. 
  • Strong understanding of theory of change (ToC), logframe (LFA), and setting indicators.  
  • Good knowledge and experience implementation of quantitative and qualitative data collection, training, supervision, sampling, analysis and sharing results (visualization). 
  • Proven experience in reviewing means of verifications and giving feedback on their quality.  
  • Experience in use of qualitative and quantitative software for data analysis.  
  • Experience with mobile data collection platform, ODK, KOBO, Power BI etc.  
  • Experience in PowerBI 
  • Previous experience in working with MEL in a Consortium and/or ECHO is an advantage. 
  • Good language proficiency in Arabic. 
  • Experience in given trainings on MEL context.

Contract Duration: pending donor approval (our contract renewal cycle runs from January to December) 
Duty Station: Erbil- Iraq with 10% (to different field locations in Iraq) 
Health Insurance is provided 
Salary: G6/S1, According to NRC’s Iraq salary scale and terms and conditions.
