Job Purpose and Organizational Context
- The Secretary-General’s Peacebuilding Fund (PBF) is the United Nations’ leading instrument to invest in prevention and peacebuilding, in partnership with the wider UN system, national and subnational authorities, civil society organizations, regional organizations and multilateral banks. The Fund supports joint UN responses to address critical peacebuilding opportunities, connecting development, humanitarian, human rights, and peacebuilding pillars.
- Guinea-Bissau has been one of the six countries on the agenda of the Peacebuilding Commission since 2007. The Commission plays an active role in accompanying the evolution of the situation in Guinea-Bissau (GNB), mobilizing the member states around the peace agenda for the country. As one of six countries on the agenda of the Peacebuilding Commission (PBC), GNB is entitled to support from the Peacebuilding Fund (PBF).
- The PBF Secretariat is placed at the UN Resident Coordinator Office and is responsible for ensuring coordination, coherence, and synergy among PBF funded projects in Guinea-Bissau, and serves as a liaison among the UN entities and international partners involved in peacebuilding in the Country. The PBF Secretariat provides implementation oversight and technical advice, as well as M&E and communications support. The current PBF portfolio includes 8 projects involving UN organizations and one international CSO. New projects are being designed to support the country in its peacebuilding journey further and echo the evolutive needs and priorities in a range of areas, including – but not limited to – political dialogue, social cohesion, and inclusivity.
- In this regard, the PBF Secretariat in Guinea-Bissau is looking for a Monitoring, Evaluation and Reporting Analyst to support the Secretariat, PBF recipient UN agencies (RUNOs), and civil society organizations on matters pertaining to measuring portfolio-wide progress and results.
Duties and Responsibilities
- The M&E and reporting functions of the PBF Secretariat encompass providing tailored technical assistance to the implementing entities on the development and implementation of quality M&E Plans with emphasis on data collection methods and use of disaggregated data, ensuring usability and coherence, and looking for synergies in monitoring, data collection, and analysis.
- The M&E and Reporting Analyst is also charged with organizing and conducting structured M&E visits to project sites, with the PBF Secretariat Coordinator and the members of the PBF Joint Steering Committee technical team and officials of relevant ministries to review the implementation of the PBF portfolio as well as support project review and trouble-shooting mechanisms to ensure that implementation challenges are discovered and addressed early and reported to UN management and PBSO for further action. The M&E and Reporting Analyst is also required to support the review of half-year, annual and final reports prepared by the RUNOs and CSOs, to support coordination meetings, support new project development, and to review ToR of consultants for independent evaluation of projects, in addition to the review of the related inception report and drafts.
Within the delegated authority and under the supervision of the PBF Secretariat Coordinator, the Monitoring, Evaluation, and Reporting Analyst will:
Implement and participate in the design of monitoring and evaluation frameworks, systems, and tools, and, as applicable, conduct programme quality assurance in accordance with PBF policies.
- Develop and maintain a functional Peacebuilding Monitoring System under the supervision of the PBF Secretariat Coordinator, to enable strengthened analysis of results and impact in the PBF portfolio of projects
- Support PBF programme and project managers in designing the results-based management, monitoring and evaluation frameworks and plans in line with the Fund Policies and guidance.
- Serve as the PBF Secretariat focal point for the provision of overall technical support on monitoring and evaluation (M&E) and results-based management (RBM) requirements and activities to project managers, PBF projects staff and consultants.
- Advocate the adherence to PBF guidance on monitoring and evaluation, results-based management, and quality assurance, as applicable, and ensure their mainstreaming into all aspects of programme. Provide guidance on the systematized, effective application of RBM, M&E and quality assurance tools throughout the full project cycle from the design to implementation, reporting and during the timely closure of projects.
- Support the annual planning processes for PBF projects and participate in defining targets and indicators to ensure consistency with approved project documents.
- Provide technical expertise to support the preparation of projects, in consultation with national stakeholders and the Coordinator, to facilitate their approval;
Ensure coordination and efficient support to monitoring, reporting, evaluation and results-based management of PBF projects.
- Coordinate implementation and application of efficient and evidence-based results monitoring and, as applicable, quality assurance work for PBF projects delivery.
- Offer technical assistance to project teams in formulating Specific, Measurable, Achievable, Relevant and Time-bound Peacebuilding outcomes, indicators, and baselines.
- Assist projects in drafting and executing M&E systems and tools, facilitating data collection, analysis, and reporting for informed decision-making.
- Ensure, in collaboration with recipient agencies, diligent monitoring of project implementation, identify implementation bottlenecks and propose appropriate solutions;
- Contribute to the establishment of statistics database and dashboards;
- Coordinate mid-year, annual, and project-end reporting for PBF portfolio projects, ensuring quality and providing improvement recommendations.
- Prepare semestral and annual portfolio synthesis reports for UNCT and Joint Steering Committee.
- Coordinate the drafting of the annual strategic report on the progress of the PBF portfolio and peacebuilding gaps.
Actively participate to capacity building and facilitate knowledge sharing on monitoring, evaluation and results-based management.
- Organize learning, training, and capacity building activities on monitoring and evaluation, RBM, data collection and survey methods, gender mainstreaming for PBF project teams.
- Support the identification, synthesis, documentation, and dissemination of key lessons learned and good practices derived from monitoring and evaluation activities on what works, what does not work, revised theories of change to identify innovative ideas for their scaling or replication.
- Provide sound contributions to PBF knowledge networks, communities of practice, and other knowledge management mechanisms. Proactively participate in PBF fora on relevant thematic areas (including engaging in thematic discussions, contributing with analytical papers, etc.).
Gender – Inclusion
- Ensure that PBF projects pay particular attention to gender considerations and dedicate at least 30% of their budgets to gender equality and women’s empowerment;
- Ensure gender mainstreaming in PBF results frameworks, incorporating gender-specific indicators and sex and age-disaggregated data.
- Ensure that PBF projects consider human rights, conflict sensitivity and youth responsiveness as cross-cutting issues.
- Ensure gender equality, disability inclusion, and Leave No One Behind (LNOB) principles are an integral part of PBF projects and that these considerations are fully mainstreamed into programming and reflected in project design, monitoring, reporting, and evaluations.
Facilitate and support Projects and portfolio evaluations
- Facilitate end-of-project and portfolio evaluation processes;
- Act as custodian for evaluation quality assurance checklist to ensure quality check from the TOR formulation to final evaluation report and timely implementation of the recommendations.
- Provide technical feedback on evaluation inception reports and draft evaluations. Draft and review management responses to the evaluations.
- Consolidate evaluation findings, lessons learned and recommendations to be disseminated in learning events and channeled into decision-making processes. Analyze and synthesize monitoring and evaluation reports and other data sources to assess the effectiveness and impact of the PBF program.
- Contribute to the implementation of Evaluation Knowledge Management and Learning;
- Undertake any other related tasks as assigned by the supervisor.
Required Skills and Experience
Education:
- Advanced university degree (master’s degree or equivalent) in Social Policy/Sciences, Development, Economics, Statistics, Project Management or relevant related field is required; or
- A first-level university degree (bachelor’s degree) in the above fields in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
Experience:
- Minimum 2 years (with master’s degree) or 4 years (with bachelor’s degree) of experience in Planning, Monitoring, reporting and Evaluation in programming is required
- Knowledge and experience in designing M&E systems, results-based management, reporting and overseeing evaluations is required.
- Knowledge and experience in data management systems is required;
- Analytical skills and excellent writing and reporting skills/experience is required
- Accuracy and professionalism in document production and editing is desired
- Capacity to analyze and synthesize complex information and data, and proven experience in communicating results is desired
- Understanding and knowledge of basic computer applications such as MS Words, Excel is required;
- Experience working in the UN or other international development organizations is an asset;
- Experience in facilitating training and capacity building in M&E and result based management is an asset;
Language Requirements:
- Portuguese: Fluent, required.
- English: Working knowledge, required.
- French: Working knowledge, desirable.
