Monitoring Evaluation and Reporting Officer

The UNESCO Haiti office is seeking to recruit a Monitoring, Evaluation and Reporting Officer to coordinate the design and implementation of monitoring, evaluation, reporting initiatives, strategies and activities.

The Monitoring & Evaluation Officer is expected to support the development and implementation of Monitoring, Review and Evaluation Plans aligned to UNESCO Administrative rules and regulations and to generate quality evidence on the advancement, compliance with strategy, programme design and implementation of the above mentioned project. This includes coordinating monitoring activities, managing or supporting the management of decentralized evaluations, supporting thematic/mid-term reviews and positioning UNESCO as a reliable partner for governments to build monitoring and evaluation strategies. They may also support the formulation of country monitoring and evaluation strategies and contribute to policy development and various initiatives.

The incumbent will carry out the following roles and responsibilities:

  • In coordination with the Director of the Office, the Project Coordinator, the Administrative officer and other UNESCO colleagues carry out Monitoring, Review and Evaluation plans that will provide the most relevant and strategic information toward achieving expected results (as set out in the Projet’s Work Plan), while being compliant with UNESCO’s evaluation and monitoring requirements.
  • Ensure that monitoring, evaluation and reporting plans activities are risk-based and focus on measuring results achievement and follow-up on monitoring and evaluation findings to ensure corrective actions are taken and/or adjustments are made, as required.
  • Support programme reporting to donor in coordination with UNESCO Haiti office, Headquarters, counterparts and partners.
  • Participate and contribute to the Programme’s Communication and Visibility Plan and support the timely and quality production of advocacy and communication materials, such as annual and donor reports, briefings, news outputs, social media posts, etc.
  • Provide guidance to Science and Education Programmes staff and national partners on the appropriate implementation of monitoring and evaluation as well as on communication best practices to enhance Programme visibility.
  • Ensure the effective filing and documentation of the Programme and facilitate the external evaluation of the project.
  • Carry out additional activities to support the project’s implementation as required.
  • Implement, with the project’s team and relevant partners, the monitoring and evaluation activities, ensuring alignment with relevant strategies, plans and tools.
  • Produce monitoring and evaluation reports, for both internal and external actors, on the status of the project’s implementation and results achievement, including best practices, lessons learned and success stories.
  • Contribute to evidence-based decision-making on programme design and implementation, notably through making monitoring, review and evaluations findings accessible, developing innovative, user-friendly and informative products.

Required Qualifications:

  • Experience: Minimum of three years of relevant professional work experience including monitoring and evaluation activities.
  • Experience using a variety of quantitative and qualitative analytical tools and methods.

Education:     

  • Advanced University degree in social sciences, statistics, development economics, performance management, monitoring and evaluation or other related fields, OR First University degree with additional 3years of relevant work experience and/or training/courses.

Language:       

  • Fluency in English and French language.
