In 2002, as an independent country, Timor-Leste joined the UN, and a new UN mission was created (UN Mission of Support in East Timor, UNMISET) to support core administrative structures until UNMIT was put in place in 2006. The 2015–2019 UN Development Assistance Framework (UNDAF) period was the first time since the restoration of independence in 2002 that the UN mandate had focused solely on sustainable development without the presence of a UN peacekeeping or political mission.
The confidence entrusted in the UN by the people and the Government of Timor-Leste as a neutral and impartial development partner is founded on the history of the UN in-country starting from the country’s independence. Over the past twenty years, the UN has accompanied the country’s journey, with currently 16 resident and non-resident agencies including UNODC, UN Technology Bank, and International Telecommunication Union.
The relationship of trust with the people and the Government of Timor-Leste allows the UN to effectively play a policy development and advocacy role at all levels. As a multilateral international organization, the UN in Timor-Leste bring knowledge, expertise, experiences, lessons learned, and innovative approaches from other countries and regions, including through facilitation of south-south and triangular cooperation. The UN is also well-suited to Timor-Leste’s capacity to deal with cross-boundary and regional issues, including health epidemics, migration, maritime issues, organized crime, and cross-border cooperation.
The UN Volunteer will support the Monitoring and Evaluation (M&E) of the United Nations Sustainable Development Cooperation Framework (UNSDCF) 2021-2025 including the development of the new UNSDCF. The UN Volunteer will support the development, monitoring and reporting of Joint Funds (such as Joint Sustainable Development Goal (SDG) Funds) and Multi-Partner Trust Funds (MPTF). The UN Volunteer will play a key role in ensuring that results are consolidated and communicated in a compelling and clear way, for example through annual reports and the Joint Steering Committee meeting, which includes members of the Government of Timor-Leste, the UN and civil society. The UN Volunteer will review and capture the impact of the UN’s initiatives across six critical transition areas: food systems, energy, digital connectivity, education, jobs, and climate change. This analysis will form the foundation for identifying and developing ‘bankable projects’ that can accelerate progress towards the Sustainable Development Goals (SDGs) in partnership with the Government of Timor-Leste.
Under the direct supervision of the Head of the Resident Coordinator Office (RCO), the UN Volunteer will undertake the following tasks:
Support the RCO Data Management & Results Monitoring/Reporting Officer with the M&E group of the United Nations Sustainable Development Cooperation Framework (UNSDCF).
• Support coordination and writing of the annual Country Results Report; updating narratives, indicators, and financials in the data system UN INFO;
• Support the administration of the UNINFO planning, monitoring, and reporting system and contributes to the development of the One UN Country Results Report.
• Support in the development/ full updating of the Common Country Analysis (CCA)
• Support in the development of the new UNSDCF
• Support the evaluation of the current UNSDCF 2021-2025
• Support in preparing for the Government-UN Joint Steering Committee meetings.
• Support the planning and conducting of monitoring field visits relating to the UNSDCF.
2. Support the Resident Coordinator Office responding to the impact of the UN’s initiatives across six critical transition areas to enhance sustainable development topics
• Undertake empirical analysis, data mining and visualization, as assigned, to assist the Resident Coordinator (RC) and UNCT, including results groups, in developing reports and working papers on six critical transition areas;
• Provide substantive support for the development and implementation of the UNRCO data and research strategies
• Compile and analyses information on the latest developments of the use of new types of data sources and tools (e.g. big data) for sustainable development;
• Provide substantive and analytical support to RC/UNCT in preparing and positioning the UN to accelerate the achievement of the Sustainable Development Goals (SDGs) in the country
• Support the RCO in analyzing the implementation of the transition areas for the development of bankable projects on accelerating progress towards the SDGs.
• Support the convening of key thinkers on sustainable development and the 2030 Agenda to provide inputs on, advise, and steer the UNCT’s research and data agenda.
• Support the SDGs work with relevant government entities including National Institute of Statistics Timor-Leste, among others
