Office/Unit/Project Description

Through its contributions as interim Principal Recipient and provider of technical assistance in over 53 countries since 2003, UNDP’s provision of integrated policy, implementation and capacity development support to countries has yielded significant health and development results in challenging operating environments. Proactive risk management and investing in sustainability are the cornerstones of UNDP’s portfolio management approach and providing technical assistance to national counterparts during all phases of implementation, strengthening legislation, policies and regulatory frameworks, and building capacities across key functional areas, including financial management, health information systems, procurement and supply chain management. Within the Global HIV and Health Team, there is a dedicated Global Fund Partnership and Health Systems Team (GFPHST), which provides support to UNDP Country Offices implementing health and development programmes, including Afghanistan.

In Afghanistan, UNDP is the interim Principal Recipient (PR) for the three diseases.  For effective implementation of the Global Fund resources, UNDP Afghanistan has established a Program Management Unit (PMU), which is responsible for the day-to-day overall programme management, risk management, policy guidance, financial accountability, procurement of goods, including health products and services, strengthening of the national pharmaceutical and laboratory supply chain systems. The GF resources are implemented in accordance with UNDP rules, policies and procedures, the grant confirmation, corporate agreements with the GF and in close coordination with the national partners, including NGOs, CSOs, communities, technical partners and UN entities and the Global Fund (Local Fund Agent).

The Monitoring & Evaluation Associate works in close collaboration with the Sub-recipients (SRs) of the Global Fund project, the operations and project teams in the PMU as required to exchange information and provide support to the HIV/AIDS, Tuberculosis, Malaria and Health Systems programme deliveries.

Duties and Responsibilities

Support effective implementation of monitoring and evaluation policies and strategies, focusing on achieving the following results:

  • Support in and contribute to the finalization of Monitoring and Evaluation Frameworks for the Global Fund Combined grant (HIV, TBRSSH, Malaria)
  • Provide support in developing monitoring and evaluation tools and processes for HIV, TBRSSH and Malaria programmes
  • Provide technical support to the National Programs/SRs to strengthen their monitoring and evaluation systems for HIV, TBRSSH and Malaria programmes
  • Update as necessary Monitoring and Evaluation plans for HIV, TBRSSH and Malaria programme, consistent with the national M&E framework, in consultation with the MoPH, SRs and key technical partners
  • Support strengthening the  systems and tools, and training materials to train the MoPH, SRs, and other implementing partners
  • Conduct assessment of the SRs capacity in the field of M&E. Then develop and lead the implementation of a capacity development plan, in collaboration with the AIDS, TB and Malaria (ATM) Programme Associates and M&E Analyst
  • Conduct regular SR visits based on the findings of the capacity assessments. Follow up using tracking sheet.
  • Organize quarterly SR/PR coordination/review meetings
  • Support in providing technical guidance for the implementation of the M&E plan, through trainings and other on-site support
  • Facilitate review of progress on a quarterly basis; problem solving and development of remedial actions ensuring any disparity between planned and actual outputs are addressed
  • Assist UNDP GF PMU in the identification of potential implementation problems and bottlenecks and recommend appropriate strategies to address them
  • Manage and provide leadership on M&E on the ATM programmes
  • Prepare quarterly and annual programmatic progress updates

Support effective management of the monitoring and evaluation process, focusing on achieving the following results:

  • Prepare semiannual Progress Update and Disbursement Request (PUDR)
  • Prepare Annual Report on the GF grants in consultation with M&E Analyst and Programme Specialists
  • Support in the development of ROAR and IRRF and other internal UNDP reporting
  • Update results for HIV, TBRSSH and Malaria in Quantum as required
  • Review and provide technical support to SRs on preparing quarterly and annual project reports.
  • Ensure that project monitoring arrangements comply with Global Fund requirements
  • Review the management information systems of the MoPH and SRs and agree on required changes, support, and resources to ensure that data quality standards are monitored and met
  • Support reviewing  the quality of existing data sources, collection methods, and the degree to which they will provide good baseline data for the programs reviews and evaluations. Based on this review, consult partners to develop approaches to address identified gaps
  • Fully participate in the quarterly M&E Technical Working Groups for HIV, TB and Malaria
  • Support in preparing Terms of Reference (TOR) for baseline, mid-term, and end-line surveys including methodology preparation, sample selection and staff training if needed, and provide overall technical direction for the conduct of the surveys
  • Provide evaluation feedback into the ATM programme
  • Follow up on implementation of audit and evaluation recommendations
  • Ensure the optimal use of evaluation findings by providing guidance in preparation of timely management response for all mandatory evaluations and by developing a communication/dissemination plan

Support facilitation of knowledge building and knowledge sharing in the area of monitoring and evaluation, focusing on achieving the following results:

  • Identify and formulate lessons learned and document best practices from evaluations and studies to be integrated into programme reports
  • Collaborate and coordinate with other UN agencies, government agencies, NGOs, and other organizations on monitoring and evaluation issues
  • Support the design and delivery of M&E and HIS training and/or capacity building to personnel of MoPH, SRs and implementing partners involved in the implementation of GF grant
  • Maintain cooperative relationship with all key stakeholders, including national programs, SRs, donor, etc
  • Conduct supervision to the health facilities in the provinces through joint visits with other agencies/partners and follow up using tracking sheet.
  • The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization 

Institutional Arrangement

The Monitoring and Evaluation Associate works in close collaboration with the operations, programme and project staffs in the UNDP Global Fund Programme team as required to.

The Monitoring and Evaluation Associate will report to the M&E Analyst.

Required Skills and Experience
Education:
  • Secondary education is required.
  • Bachelor’s degree in Public Administration, Public Health, Social Sciences or other related field will be given due consideration, but it is not a requirement.
Experience:
  • Minimum of 6 years (Secondary education) or 3 years (with bachelor’s degree) of progressively relevant experience in providing M&E support is required.
  • Demonstrated experience in monitoring and evaluation in Afghanistan.
  • Experience in reviewing and drafting project reports.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc).
  • Demonstrated experience in monitoring and evaluation.
  • Knowledge of Global Fund policies and procedures.
  • Demonstrated experience in partnership building or strengthening.
  • Prior UNDP experience and familiarity with its policies and procedures, particularly in the applicable job area, is an added advantage.

Required Languages:

  • Fluency in English – both written and oral, is required.
  • Fluency in the local language of duty station Dari and/or Pashto, is required
