Purpose:

Women for Women International (WfWI) is looking for a highly motivated and detail-oriented Project Monitoring and Evaluation (M&E) Coordinator to join our team, ensuring the success of the M&E component of the project. The incumbent will oversee the project’s M&E system, working closely with the project manager and Country Office MERL team to plan, execute, and report on all M&E activities related to the project and donor requirements. Responsibilities include developing capacity for the project subgrantees, managing feedback mechanisms, collecting and analyzing data, reporting findings to inform project improvement, communicating with stakeholders, assessing project impact, and conducting peer learning sessions.

 Engagement:

  1. Closely collaborate with the project manager on planning, executing, and reporting on M&E activities: track objectives, indicators, and data collection tools for the project, to integrate findings into project decision-making.
  2. Work jointly with the Country Office MERL team to ensure alignment with WfWI’s overall M&E strategy and utilize their expertise.
  3. Establish and maintain strong relationships with project partners, Local NGOs, and CSO subgrantees, to collaborate with their M&E teams to follow up on M&E requirements.

Delivery:

  1. Develop a project delivery-level M& E framework and schedule of implementation for all M&E components of the project in line with WfWI strategies and guidelines.
  2. Lead on key project M&E activities such as but not limited to Organizational Capacity Assessments (OCAs) at baseline, midline, and endline surveys.
  3. Monitor and evaluate the work of local subgrantees and partners that have received sub-grants from WfWI; liaise with partners to provide technical support in M&E activities as needed.
  4. Develop the monitoring and evaluation guidelines and tools for the subgrantees and provide the necessary training to the project partners.
  5. Establish and manage a feedback and complaint mechanism (FCM) system for project partners. This may involve setting up dedicated communication channels, developing a response protocol, and collaborating with partners to ensure their concerns regarding M&E processes are addressed effectively.
  6. Compile analytical reports on key M&E activities of WfWI-KRI and local partners to fulfill data/ information requests from HQ, and donor reporting requirements, and maintain accurate records of communication.
  7. Supervise direct reports (including data collectors) in line with WfWI’s performance management framework, including the setting of annual performance objectives, completion of annual performance appraisal, and regular one-to-one meetings to review progress throughout the year.
  8. Promote a culture of “Lessons Learned” and best practices of M&E activities, ensuring that data and processes are discussed in appropriate forums and in a timely fashion for effective use in field activities.
  9. Manage and maintain a comprehensive project’s partner mapping database, ensuring accurate and complete data.
  10. Conduct and manage pre- and post-training knowledge assessments, focus group discussions, and training attendance records, and coordinate post-training follow-up surveys (may involve data collectors).
  11. Coordinate and analyze participant feedback surveys for workshops and events (may involve data collectors). Report findings to the project team for project improvement and document lessons learned.
  12. Oversee the documentation of advocacy results, including activities and feedback.
  1. Responsible for the efficient and effective use of the project M&E budget. Ensure that expenses are reviewed and approved according to budget and needs.
  2. Submit monthly plans and reports.
  3. Carry out any other tasks as assigned by the direct supervisor.

Capacity Building:

  1. Develop and deliver training for project partners and data collectors, equipping them with the necessary M&E skills and knowledge including training on project-specific tools, guidelines, and data collection methodologies, potentially encompassing specialized software or techniques.
  2. ⁠Build capacity by providing ongoing support and guidance to program staff and partners on best practices in M&E, proactively addressing challenges, answering questions, and offering relevant resources to enhance their M&E skills and effectiveness.

 

Qualifications & Preferred Skills

Qualifications and Experience:

  • Minimum bachelor’s degree in social sciences or related discipline.
  • Minimum of 5 years work experience in a relevant field (M&E/ field research/ statistics/ cooperative management/ development/ poverty reduction programs and related fields), preferably within the INGO sector.
  • Proven experience in using participatory tools and methodologies for program identification, implementation, monitoring, and evaluation.
  • Understanding and experience of gender issues and commitment to addressing gender inequalities in all areas of responsibility.
  • Excellent analytical and report writing skills and ability to present complex data and analysis in a clear way; excellent attention to detail required.
  • Excellent interpersonal skills and ability to work well as a part of a team and to interact professionally with culturally and linguistically diverse staff and participants.
  • Ability to handle confidential and sensitive information with discretion is required.
  • Ability to work with minimum supervision and under pressure and to meet deadlines.
  • Must be able and willing to travel within Iraq and internationally as needed, with an estimated 60% of working time spent traveling.
  • A high level of fluency in English, Kurdish, and Arabic is required (speaking, reading, writing).
  • Excellent computer skills including working with Microsoft Word, Excel, PowerPoint, and Email applications. Database management /data entry and analysis experience is required. Experience using statistical software and electronic data collection is preferred.
