Chemonics seeks a Monitoring, Evaluation, Learning and Research (MELR) Director for an anticipated five-year USAID/Indonesia Health Systems Strengthening (HSS) Activity. This activity aims to improve the efficiency and effectiveness of the Indonesian health system by strengthening the local institutional architecture within the system’s financing, information, and HRH functions to boost accountability and resilience. The activity will work to establish pathways for maternal and child health, tuberculosis, HIV, and global health security programming to provide equitable access to quality, affordable, and essential health services to sustain short-term gains and improvements in health outcomes.

The MELR Director will be a key member of the technical leadership team, making significant contributions to thought leadership and providing strategic oversight of the project’s monitoring, evaluation, research, and learning portfolio. The MELR Director will provide technical oversight, quality assurance and supervision to the project team’s MELR staff. This position is responsible for ensuring that the project’s activities effectively contribute to improving learning and data and evidence generation, synthesis, and utilization to strengthen health system policies and practice. The position is expected to be based full-time in Jakarta, Indonesia, and is contingent upon award of the activity to Chemonics.

Responsibilities include:

  • Provide leadership and oversight of MELR activities including routine process monitoring, data collection, data analysis, data quality, timeliness, and reporting;
  • Ensure MERL activities are in line with the USAID Evaluation Policy;
  • Lead the design and operation of the program’s MELR systems to ensure standardization across country programs in indicators, data collection, and reporting;
  • Oversee the collection of and reporting on program management, output, and outcome indicators by the country programs;
  • Apply adaptive management strategies and facilitate learning activities to support staff to assess progress and continually refine programming;
  • Ensure the creation and dissemination of program learning through strategic communication;
  • Performs other duties and responsibilities as required.

Required Qualifications:

  • Bachelor’s degree in epidemiology, evaluation research, statistics, data analytics, public health, or a related discipline required; master’s degree preferred
  • Minimum eight years of experience designing and implementing MELR strategies with a focus on health systems indicators for large or similar donor-funded programs in developing countries. Experience in the Indonesian context is strongly preferred.
  • Technical expertise in program monitoring and evaluation using mixed methods, preferably with experience evaluating in innovative ways and evaluating program innovations
  • Experience in utilizing digital/mHealth solutions for data collection and analysis preferred
  • Experience collaborating with diverse teams across different contexts, time zones, and languages
  • Prior experience working on USAID projects. Proven track record of developing and managing USAID-compliant M&E plans and past experience with CLA and adaptive learning approaches
  • Experience working in a leadership role and engaging with a diverse set of stakeholders
  • Strong communicator, excellent verbal communication and writing skills.
  • Demonstrated leadership, versatility, and integrity
  • Effective English oral and written communication skills are required.
