Job Purpose

 

 

To support the delivery of the Women Empowerment for Leadership and Development and Peace in the Bangsamoro (WELD Peace) Project Phase 3 under the Gender Justice (GJ) Portfolio of Oxfam Pilipinas based on agreed deliverables with donors and partners from civil society, private sectors, local government units and related agencies; provide support to the Gender Justice Project Manager in managing all relations, deliverables, activities and communications across the entire project life cycle.

The objective of the WELD Peace Project Phase 3 is to support the improvement of conditions for peace and stability by strengthening the rights claiming of women and other vulnerable groups towards inclusive, gender responsive and accountable governance in the Bangsamoro.

 

 

 

 

What we are looking for:  SKILLS, EXPERIENCE, KNOWLEDGE, ATTRIBUTES AND VALUES:

 

 

Essential

Knowledge

  • Working knowledge of development concepts and trends in gender justice including on women’s economic empowerment, food security, unpaid care and domestic work, as well as in climate justice, humanitarian and resilience work.
  • High level of familiarity with MELSA concepts and frameworks, including feminist MEAL principles and the ability to conduct gender analyses in MELSA-related plans and processes.

 

 

Skills

  • At least five (5) years’ demonstrated experience in performing MELSA tasks and functions preferably on gender justice, women, peace and security (WPS) related projects and programs.
  • Ability to work collaboratively with a wide range of stakeholders, including community-based and people’s organizations, local women’s rights organizations (WROs), civil society groups, local government units, national government agencies, and private sector groups in performing project-related MELSA tasks and functions.
  • Demonstrated experience working on social research methodologies, including the design and conduct of mixed methods (quantitative and qualitative) approaches, use of digital platforms (e.g., Survey CTO), training, and design/facilitation of collaborative sense-making activities.
  • Displays proficiency in designing and operationalizing MELSA systems and approaches with various stakeholders.
  • Proven capacity for analyzing and synthetizing comprehensive information and technical data and ability to write reports.

Desirable

  • Degrees or its equivalent in Social Sciences, Women’s or Gender Studies, Development Studies, disaster risk reduction, public policy, social science research, development evaluation.
  • Experience in designing and implementing community-based/driven or project complaints and feedback systems as an integral component of project MELSA approaches, and in design/implementation of other social accountability approaches aimed at facilitating communities’ rights-claiming, promoting accountable project and public sector governance, and thus transforming unequal power relations;

Experience in MELSA field work especially in poor and marginalized communities, in geographically isolated and disadvantaged (GIDA) areas, and/or in conflict-affected areas.

KEY RESPONSIBILITIES:

 

The MELSA Officer will work collaboratively with the Gender Justice Project Manager and WELD Peace Project Officer in carrying out the following responsibilities:

Project-Level Monitoring, Evaluation, Learning and Social Accountability (MELSA) Responsibilities

 

  • Work collaboratively with relevant project teams and partners, facilitate preparation, implementation, and update of project-specific MELSA plans to ensure timely and effective implementation.
  • Co-lead with project teams the design implementation of any project-related research, learning and knowledge management initiatives including but not limited to learning agenda and knowledge product development, baseline studies, learning reviews, outcome tracking, research, and evaluations.
  • Facilitate learning reviews, reflections and sensemaking sessions among stakeholders around project results and lessons and proactively include them in business development proposals relevant to the assigned themes.
  • Develop, update, and monitor project-level Conflict Sensitive Gender Action Plan (CSGAP) including but not limited to context analyses, risk mitigation, safeguarding, GEDSI and cross-cutting issues and sustainability.
  • Support and co-lead with partners’ MELSA Officers the conduct of outcome harvesting providing sound and clear guidance on the design and implementation of such process, from setting of clear parameters to harvesting and refinement of outcome statements, databasing (in coordination with the Senior MELSA Officer for Knowledge Management and Accountability), substantiation, making sense and tracking of the harvested outcomes against the WELD Project Theory of Change).
  • Assist the operationalization of MELSA team’s peer-to-peer support system consistent with the agreed rollout plans for the MELSA toolkit and the MELSA capacity building plan.
  • Working with project teams and partners, contribute and facilitate the preparation of donor reports, learning products and research/evaluation reports to ensure they are compliant with Oxfam and donor program quality standards.
  • Maintain open communication lines with the line manager, relevant project teams and partners to elevate project-related risks and opportunities and report on implementation status including use of insights of harvested outcomes in project management in a timely and efficient manner.
  • Support and assist partners in undertaking Social Accountability initiatives as necessary.
  • Under the guidance of the Oxfam MELSA team and Safeguarding Focal Points (SGFP)ensure the effective operationalization of the project’s complaints and feedback system (CFS), in line with Oxfam Pilipinas’ framework, standards and with project design and contractual requirements.
  • In close coordination with the Gender Justice Portfolio Manager, support the tracking of the Portfolio’s plans and ToC relative to the WELD Peace Project.
  • Participate in and support the Gender Justice Portfolio’s activities and initiatives as maybe relevant.
  • As applicable and as directed, represent Oxfam Pilipinas in external events particularly if these are relevant to the assigned project.

Contract Length: Fixed Term (February 1, 2024 until December 31, 2025)
