Peru’s progress in advancing the implementation of its climate policy has been slow, with the country’s greenhouse gas (GHG) emissions, excluding land use, land-use change and forestry (LULUCF), increasing by 90% from about 54 MtCO2eq in 1990 to 109 MtCO2eq in 2021. Simultaneously, Peru’s economy and its population are highly vulnerable to climate change, especially water and food insecurity.
Peru faces significant barriers in addressing climate change, including limited institutional capacity to integrate environmental, social, and climate considerations into financial planning and public debt tools; local financial sector unable to effectively screen and mitigate climate risks; a lack of mechanisms to integrate climate change considerations into PPPs; and constrained institutional ability to tap into international climate funds like the GCF. These challenges affect governmental entities such as MEF, MINAM, SBS, and SMV, as well as local financial institutions and infrastructure planning bodies. As a result, the country’s climate action, sustainable development, and infrastructure resilience efforts are hindered, making it more vulnerable to the impacts of climate change.
Develop and implement MEL plans for the GCF project.
Collaborate with the project manager to design and implement MEL tools that effectively monitor and evaluate the project.
Ensure integrity, timeliness and quality of monitoring and reporting according to GCF´s and GGGI´s systems and requirements.
Support data collection and analysis to assess project progress and results.
Compile lessons learned and best practices to support and promote knowledge development and exchange between program staff, HQ and program´s partners.
Support the project manager to develop and maintain up to date the project’s risk matrix and risk mitigation measures, including quarterly review and reporting.
Assist in the training and development of skills and capacities of other staff members in the country office – such as developing strong project indicators, MEL plan design and operationalization, form building and design, data analysis and visualization and other relevant MEL skills, in coordination with the IEU.
Assist in the design, review, and operationalization of comprehensive MEL frameworks for specific projects/programs.
Engagement:
  • Liaise with Country Program staff, government counterparts, and donor officials to oversee management and maintenance of the project database, and monitoring and reporting system and processes. Liaise regularly with the Regional Office (MEL Associate) and the IEU for strategic direction about operationalizing the organizational MEL framework and participate in the bespoke Community of MEL Practices.
  • Liaise with other units of GGGI, such as Strategy, Partnerships and other relevant GGGI staff, to ensure reporting requirements are being met per the GGGI Project Management Cycle Guidance.
Delivery:
  • In collaboration with the project manager, develop and implement MEL plans and data collection tools to monitor and evaluate the project.
  • Support the collection and analysis of information and project data to assess project progress and results.
  • Assist the project manager to prepare monthly reports, quarterly reports, end of year reports to the Government of Peru, GCF and GGGI.
  • Support the development of reports on a demand-basis.
  • Assist in the training of relevant project staff on information collection, report generation and appropriate database or reporting format requirements.
  • Assist in the organisation of training workshops for national project staff on various aspects of project design and MEL, including tool usage, data collection methods, and data analysis, in coordination with the IEU.
  • Compile lessons learned and best practices, contributing to refining GGGI’s MEL framework and methodologies.
  • Evaluate, analyze, and report on environmental and related matters requested by the General Directorate
Requirement:
Qualifications ​​​​​​​:
  • An undergraduate degree in economics, project management, development studies, monitoring & evaluation, environment science, climate change, sustainable development or related areas is required.
  • Certification in M&E/MEL/MEAL is a plus.
  • A minimum of four (4) years of progressive experience in similar positions involving design and implementation of log frames, monitoring and reporting systems is required.
  • Demonstrable experience of logical framework and reporting methodologies, online reporting platforms, evidence and results-based monitoring methodologies, outcome mapping and database management, preferably applied in the context of developing countries and climate change.
  • Exceptional analytical and problem-solving skills, experience conducting statistical analyses using appropriate software, undertaking research, primary and secondary data collection, analysis and report writing.
  • Exceptional database management and advanced computer skills with commonly used software platforms in Microsoft Office applications (Word, Excel, PowerPoint, etc.) is necessary.
  • Experience with mobile data collection tools like Open Data Kit, Kobo Toolbox and Ona, including xls form-building and other analysis tools/software is a plus.
  • Experience and knowledge in green growth issues, benefits and opportunities, government affairs and economic development and policy issues in the Peruvian context is desirable.
  • Experience and a theoretical and practical background in qualitative and quantitative research methodologies and techniques is desirable.
  • Experience in the organization, facilitation and delivery of training and capacity building is desirable.
  • Proficient communication skills, in written and oral, both in English and Spanish is required.
  • Must be a Peruvian citizen, or a foreigner holding a valid Work Visa
  • Ability to work well under pressure and have a flexible approach to tasks given.
