Médecins du Monde Switzerland, together with IAMANEH Switzerland, Women’s Hope International and Frieda, work in the field and with local partners to promote access to health and gender justice (The Gender Equality and Health Alliance). Since 2021, these organisations have come together to form the “Gender Equality and Health” Alliance in order to pool their knowledge and strengthen collaboration both in Switzerland and in the countries where they work. Based on the objectives and experiences of its members, the Alliance has set itself the following general objective: “Better access for more women and children to sexual and reproductive health and rights, and the realisation of their rights without violence or any other form of discrimination, while making self-determined and informed decisions about their lives”.
The Alliance programme covers 19 partner countries in Eastern Europe, Sub-Saharan Africa, South Asia, the Middle East, Central America and the Caribbean. As part of its activities, the Alliance is looking for a Monitoring & Evaluation (M&E) Officer to strengthen the operational teams and local partners, and to support the Alliance’s M&E group at head office level.
YOUR MISSIONS
As an M&E Officer, you will be responsible for improving the monitoring and evaluation aspects of the international programmes of Médecins du Monde Switzerland, the Gender Equality and Health Alliance and its local partners in the field. Your main mission is :
- To improve the quality of the Monitoring & Evaluation of the projects of Alliance members and their partners by strengthening the existing framework and tools, and by supporting the operational teams in their implementation in the field, in close collaboration with the support team (Alliance Monitoring & Evaluation group at head office) for the overall management of the Alliance programme.
YOUR POSITION WITHIN THE STRUCTURE
- Reports to the Director of International Programmes at MdM Switzerland, and answers to the Alliance’s Monitoring and Evaluation Group.
- Close functional links with head office desks and M&E managers in country offices or local partners.
- Functional links with the other thematic referents (SDSR, VbG, SMSPS) and the National Programmes Directorate
YOUR MAIN ACTIVITIES
Monitoring
- To support operational teams in the field and local partners in updating or developing monitoring tools (M&E plan) and monitoring and data collection systems that are adapted to the contexts and programmes concerned, harmonised at institutional level and in line with the Alliance’s logical framework.
- To build the capacity of operational teams and local partners in planning project monitoring and evaluation, and in mastering data collection, monitoring and analysis tools.
- On request, provide technical support to operational teams in the development of projects, in particular in the formulation of logical frameworks with the definition of relevant and appropriate indicators and their monitoring system.
- To create simple and effective reference tools for the Alliance 25-28 indicators, guaranteeing a clear definition and methodology and enabling harmonised use in each field (reference sheets for each indicator).
- Develop indicator monitoring tools for the period 25-28 for each Alliance member, and adapt data consolidation tools for annual reporting.
- Ensuring that the tools are disseminated to operational teams and partners, and that they are appropriated and used in the field.
- Supporting and building the capacity of operational teams and partners to ensure the quality of data collection and analysis for the various Alliance programmes
- Helping to ensure effective coordination between the operational teams and the Monitoring and Evaluation group.
- To check the consistency and quality of the data collected for the Alliance’s 21-24 and 25-28 programmes, and to analyse the performance of the monitoring system so that adjustments can be made if necessary.
- Contributing to the identification of key trends and results, and formulating recommendations for possible areas of improvement in the performance of the Alliance programme.
Evaluation
- Develop a reference framework for project evaluations.
- Training operational teams in the different types of assessment and the prerequisites for implementing them.
- To develop internal project evaluation tools with the operational teams or local partners in order to ensure the ongoing quality of the Alliance’s interventions.
- To support Alliance members in the external project evaluation process, from writing ToRs to monitoring evaluation teams to proofreading and validating final reports.
- Propose, develop and co-ordinate complementary assessments (evaluations, follow-up of evaluation recommendations, surveys or specialised studies).
- Contribute to the development of Alliance projects and approaches, including participation in working groups, comparative analysis of data and possible publications.
YOUR PROFILE
Knowledge
- Higher education in public health, social sciences, statistics or any other field deemed equivalent.
- Mastery of the project cycle and project planning, management and monitoring tools (logical framework, etc.)
- Fluency in French (spoken, read and written) and English. German is a plus.
- Proficiency in the Office suite and data collection software (e.g. KoboCollect). Knowledge of wiki tools would be an asset.
Know-how
- At least 5 years’ professional experience in a similar position, with a public health component essential for candidates who do not have a higher education qualification in this field.
- Excellent understanding of development and/or humanitarian project issues, professional experience in an international NGO. Experience in one or more of the Alliance’s countries of operation is desirable, but not essential. Experience in West and Central Africa would be an asset.
- Knowledge or experience of sexual and gender-based violence (SGBV) or gender-related issues in public health
- Good knowledge of donor procedures and cycles, knowledge of the SDC an asset
- Proven ability to pass on knowledge to a variety of audiences through training and coaching, both face-to-face and remotely
- Strong project writing and reporting skills.
- Strong management and communication skills, experience of working with diverse groups of people in a multicultural environment.

CONDITIONS OF EMPLOYMENT
One-year contract – national or expatriate status. Remuneration conditions are to be defined according to your profile and location and are available on request from the application e-mail address.
Main place of work: MdM office either in Benin (Cotonou) or Cameroon (Yaoundé). Please indicate your preferred location on your cover letter.
100% (approximately 30-40% of working time (annualised) for field missions).
Priority countries to be supported: mainly Sub-Saharan African countries (Benin, Cameroon, Zimbabwe, Ethiopia, Chad, Senegal, Mali, Togo, etc.) but also other countries (Haiti, Mexico, Occupied Palestinian Territories, etc.).
